It will play a significant role to address the unexpected disasters that occur in the district effectively. The information available in DDMP is valuable in terms of its use during disaster. Based on the history of various disasters that occur in the district, the plan has been so designed as an action plan rather than a resources book. This plan has been prepared which is based on the guidelines provided by the National Institute of Disaster Management (NIDM). While preparing this plan, most of the issues, relevant to crisis management, have been carefully dealt with. During the time of disaster there will be a delay before out side help arrives. At first, self-help is essential and efforts have been made to collect and develop this plan to make it more applicable and effective to handle any type of disaster. The National Disaster Management Act was brought in the year 2005 to promote a proactive approach focusing on all phases of Disaster Management. Accordingly, Karnataka state government has formed the State Disaster Management Authority (SDMA) and District Disaster Management Authorities (DDMA) at all the districts for effective management of disasters in the District through the implementation of District Disaster Management Plan. Hassan district has a geographical area of 6,845 Sq. Km and with an elevation of 940 metre above mean sea level. Hassan district partly lies in the Malnad region towards Western side and partly in the Southern Maidan (Plains) towards Eastern side. By considering the physical aspects, climate, rainfall etc., while not all-natural calamities can be predicted and prevented, a state of preparedness and ability to respond quickly to a natural calamity can considerably mitigate loss of life and property and human suffering and restore normalcy at the earliest. As a whole this is a genuine effort of district administration to develop the plan and if you have any suggestions and comments are free to convey the same so that we can include them in the next edition. We are thankful to heads of the concerned departments/Institutions and persons who have provided us the vital information in preparing this plan. Place: Hassan R Girish,IAS Deputy Commissioner & Chairman, DDMA Hassan District, Hassan FOREWARD As per the Disaster Management Act, 2005, every district shallprepare and publish the District Disaster Management Plan (DDMP), which shall consist of mapping of various disasters and the vulnerable areas of the district, measures to mitigate them and define theadministrative framework for coordination and dissemination of such information to the general public. Hassan district on the path of preparing and publishing a comprehensive DDMP that shall address all the above concerns. Hassan district has been hit by various kinds of disasters over the years. The disasters occurring in Hassan district are both natural and manmade. Nature's fury over Hassan in terms of Drought, landslides, floods, lightning, and epidemics. The man induced disasters affecting Hassan are oil tanker accidents, road accidents, rail accidents, fire accidents and Industrial accidents. In this context, a dedicated effort has been made by the DDMA, Hassan to prepare a comprehensive DDMP under the supervision of District Administration. We have prepared a complete list of possible disasters in each village, hobliwise and collected the history of disasters, their occurrences, severity of the disaster. Standard Operating Procedure (SOP) for each such officers, contact numbers of all the Nodal officers, Diving experts and QRTs, inventoried the entire disaster management equipment, list of shelters location and medical facilities. I sincerely wish that this District Disaster Management Plan (DDMP) will assist the Disaster Mitigation efforts of the district a great deal and subsequently reduce the loss of life and property due to these disasters. Therefore, it is required to develop a comprehensive District Disaster Management Plan (DDMP) to identify all possible hazards in the district, to ascertain mitigative measures, to formulate a response structure, to plan for rescue and rehabilitation and more importantly to develop standard protocol and checklist of activities. Considering the geographical location, access issues, population exposure, scale and diversity of resources, there exists an urgent need for implementing and expanding district- wide comprehensive disaster management strategies encompassing Preparedness, Prevention & Mitigation, Emergency Response & Rehabilitation. The district administration is the focal point for implementation of all government plans and activities and its major concern is to ensure public safety, the protection of the citizens and all their rights. It is considered as a place of hope and offers a sense of security in pre, during and the aftermath of a disaster situation. Therefore, planning at the district level is crucial for efficient management of all disasters. It calls for the District Disaster Management Plan which acts as one of the most important steps in disaster management at district level. 1.2 Legal Mandate Section 31st of the Disaster Management (DM) Act 2005 mandates that there shall be a District Disaster Management Plan (DDMP) for each district. The proposed DDMP complies with the National Policy on Disaster Management (NPDM) of 2009 and conform to the provisions of the DM Act making it mandatory for the Government of India and various central ministries to have adequate DM plans. While the district plan will pertain to the disaster management for the whole of the district, the hazard specific nodal ministries
