Since ONR responded to the previous draft Local Plan Update consultation on 21 January 2019 (see email below) the proposed development locations included in the draft local plan have significantly changed. Additionally, the Detailed Emergency Planning Zone (DEPZ) for the AWE Burghfield site has been re-determined by West Berkshire District Council under the Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) 2019 resulting in a larger DEPZ. ONR’s current position remains that we would be likely to object to: • developments within the DEPZ, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. • large scale developments within the circular 5km Outer Consultation Zone (OCZ), which extends beyond the DEPZ from grid reference SU684680, unless the West Berkshire District Council emergency planner provides adequate assurance to ONR that any adverse impact on the operability and viability of the off-site emergency plan could be mitigated. Established in 2013, OPE now works nationally with more than 300 councils.These projects are transforming local communities and public services right across the country. They provide technical support and funding to councils to deliver ambitious property and place-focused programmes in collaboration with central government and other public sector partners. THE SOLENT THAMES RESEARCH FRAMEWORK RESOURCE ASSESSMENT POST-MEDIEVAL AND MODERN PERIOD (AD 1540 - ) Jill Hind April 2010 (County contributions by Vicky Basford, Owen Cambridge, Brian Giggins, David Green, David Hopkins, John Rhodes, and Chris Welch; palaeoenvironmental contribution by Mike Allen) Introduction The period from 1540 to the present encompasses a vast amount of change to society, stretching as it does from the end of the feudal medieval system to a multi-cultural, globally oriented state, which increasingly depends on the use of Information Technology. This transition has been punctuated by the protestant reformation of the 16th century, conflicts over religion and power structure, including regicide in the 17th century, the Industrial and Agricultural revolutions of the 18th and early 19th century and a series of major wars. Although land battles have not taken place on British soil since the 18th century, setting aside terrorism, civilians have become increasingly involved in these wars. The period has also seen the development of capitalism, with Britain leading the Industrial Revolution and becoming a major trading nation. Trade was followed by colonisation and by the second half of the 19th century the British Empire included vast areas across the world, despite the independence of the United States in 1783. The second half of the 20th century saw the end of imperialism. London became a centre of global importance as a result of trade and empire, but has maintained its status as a financial centre. The Solent Thames region generally is prosperous, benefiting from relative proximity to London and good communications routes. The Isle of Wight has its own particular issues, but has never been completely isolated from major events. -

COMMENTARY Strategic Surprise from the Bike Trail The Republic of Korea and the Bicycle MAJ RACHAEL NUSSBAUM, USAF Strategic surprise is often a goal of nation-states that are considering engaging in an internationally unpopular course of action. A good strategic surprise, if capitalized upon, can change the course of history. Consider Russia’s “little green men”—by inserting troops without insignia and denying all responsibility for the operation, Russia surprised Ukraine and seized the Crimean region. The world had no response to Russia’s thinly deniable act, and as a result, the region has been plunged into an ongoing crisis, to Russia’s benefit. Nation-states that are not con- sidering initiating unpopular acts but are in areas of the world that have unsettled situations, such as territory claimed by many nations or armed cold conflict, may create plans and develop options that can cause strategic surprise. Such nations, rather than initiating a crisis, may prepare plans and options in hopes that diplo- macy or time will resolve problems or improve their situation. South Korea is a nation in such an area of the world. While the United States, South Korea’s most significant ally, often depends on strategic advantage based on technical innova- tion, such as stealth or precision weapons, as shown by Russia’s employment of little green men, strategic surprise does not require advanced technology. South Korea is building a low-tech system around bicycling that sets the stage for effec- tive strategic surprise in case of a North Korean incursion. Japan used a concept based around bicycling to execute a low-tech strategic surprise early in World War II, while simultaneously attempting a rapid knockout punch at Pearl Harbor with what was then modern tech. -

In the Nature of Cities In the Nature of Cities engages with the long overdue task of re-inserting questions of nature and ecology into the urban debate. This path-breaking collection charts the terrain of urban political ecology, and untangles the economic, political, social and ecological processes that form contemporary urban landscapes. Written by key political ecology scholars, the essays in this book attest that the re- entry of the ecological agenda into urban theory is vital, both in terms of understanding contemporary urbanization processes, and of engaging in a meaningful environmental politics. The question of whose nature is, or becomes, urbanized, and the uneven power relations through which this socio-metabolic transformation takes place, are the central themes debated in this book. Foregrounding the socio-ecological activism that contests the dominant forms of urbanizing nature, the contributors endeavour to open up a research agenda and a political platform that sets pointers for democratizing the politics through which nature becomes urbanized and contemporary cities are produced as both enabling and disempowering dwelling spaces for humans and non-humans alike. This is the thirteenth Annual Monitoring Report (AMR). The report presents key facts and figures and identifies type and quantities of development which took place between 1 April 2018 – 31 March 2019 although in some cases more recent information has been made available and is included. The AMR examines how successful Slough’s current planning policies have been in terms of achieving their objectives. It provides a feedback mechanism to ensure that effective operation of policies or highlight areas that need revising. The AMR analyses the performance of the Saved Local Plan Policies for Slough and the adopted Core Strategy policies against the indicators. Future AMR’s will monitor the new Local Plan once adopted. The Localism Act removed the requirement for local planning authorities to produce an annual monitoring report for Government, while retaining the overall duty to monitor and produce reports for the local community. In this AMR we have decided to monitor the indicators that are specific to Slough, interesting for Members and the local community. Previous copies of the AMR and the commitment documents are available at www.slough.gov.uk. Headlines for 2018/19: Housing Delivery- 534 (net) residential units were completed in the period from 1st April 2018 to 31st March 2019.
