Słowiańskie narody Bałkanów dołączyły do swoich braci z Bośni i Hercegowiny w walce przeciwko Turkom. W latach Wielkiego Kryzysu Wschodniego (1875-1878) Serbia i Czarnogóra wypowiedziała wojnę Imprerium Osmańskiemu, a w Bułgarii i w Tureckiej Macedonii wybuchły liczne powstania. Narody bałkańskie wspierały się wzajemnie w walce przeciwko Imprerium, pomogły także armii rosyjskiej w czasie woj- ny rosyjsko-tureckiej (1877–1878) wysyłając wolontariuszy, jak również ubrania, żywność, leki, itp, mając nadzieję, że wielki słowiański brat z północy pomoże im wypędzić Turków z Bałkan i przynie- sie im wyzwolenie i wolność. Methods: The veterinary health services analyzsd epidemiological reports, as well as other official documents, in relation to the epidemiology and the measures un- dertaken for control of brucellosis in Bulgaria, 2005–08. Results: In Bulgaria animal infections caused by Brucella melitensis have been eradicated since 1941. In 2005 several Bulgarian citizens with Brucella infection were diagnosed in the National Reference Laboratory. All the cases were imported, mostly by employees on sheep and goat farms in Greece. For a period of four years, the number of infected humans was 120 and distributed in 12 districts. Epidemiological investigations suggested that 45 persons (37.5%) were infected in Greece and 4 in Cyprus, Turkey, Italy and Tanzania respectively. All other patients were considered to be infected in Bulgaria. They were owners of infected sheep and goats or consumers of contaminated dairy products with Brucella melitensis. -

Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies. Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. During the reporting period, the mobile gynecological offices were divided into four areas: Varna (the city of Varna, the village of Kamenar, the town of Ignatievo, the village of Staro Oryahovo, the village of Sindel, the village of Dubravino, the town of Provadia, the town of Devnya, the town of Suvorovo, the village of Chernevo, the town of Valchi Dol); Silistra (Tutrakan Municipality– the town of Tutrakan, the village of Tsar Samuel, the village of Nova Cherna, the village of Staro Selo, the village of Belitsa, the village of Preslavtsi, the village of Tarnovtsi, -

The samples (parts of Pistacia terebinthus branches) were collected on 7 April 2014 in the region of Madzharovo in Eastern Rhodopes. In laboratory conditions, one female specimen of Z. lambinus was reared on 13 May 2014 from seven studied specimens of E. gennadii. The established host-parasitoid relationship is new for science. Key words: Epidiaspis gennadii, Zaomma lambinus, new host-parasitoid re- lationship, Bulgaria Epidiaspis gennadii (Leonardi, 1898) (Hemiptera: Diaspididae) is an East Med- iterranean species, trophically associated with different hosts of the genus Pistacia (Anacardiaceae) (Balachowsky, 1954; Davatchi, 1958; Longo et al., 1995; Gregoriou, 2001; Ben-Dov, 2006; Kaydan et al., 2007; Milonas et al., 2008; Seljak, 2010; Şişman, Ülgentürk, 2010). In Bulgaria, it was established occasionally while studying egg parasitoids of Thaumetopoea solitaria (Freyer, 1838) (Lepidoptera: Notodontidae) on Pistacia terebinthus L. in the region of Ivaylovgrad (Georgiev et al., 2012). The cosmopolitan Zaomma lambinus (Walker, 1838) (Hymenoptera: Encyrti- dae) is distributed in Palaearctic, Oriental, Nearctic, Afro-tropical, Neotropical and Australian regions (Mitroiu, 2013). The species is known as primary and second- ary parasitoid with a wide range of hosts from many families of Hemiptera, Hy- menoptera and Diptera orders (Noyes, 2015). In Bulgaria, Z. lambinus was previ- ously reported as a parasitoid of Lepidosaphes ulmi (Linnaeus, 1758) (Hemiptera: Diaspididae) (Trjapitzin, 1989, 2001). -

Introduction A delegation of two MEPs (see list in Annex I) travelled to Bulgaria from 20 to 22 January 2014 in order to assess the situation of asylum seekers and refugees, in particular from Syria. The scope of the delegation was to understand the challenges Bulgaria is confronted with, especially in light of the political unrest in Syria and the subsequent influx of refugees in the neighbouring countries and in the EU. The delegation also aimed at assessing the conditions for asylum seekers and refugees on the ground. The programme included visits to the Voenna Rampa reception centre located in the suburbs of Sofia, as well as the Harmanli reception centre and the Pastrogor transit centre. In addition the delegation had in-depth discussions with the Bulgarian authorities, in particular with the Minister of Interior and the Director of the Migration Directorate of the Ministry of Interior, with the President of the State Agency for Refugees (SAR) and with representatives of the Bulgarian National Assembly. Furthermore, meetings were held with International organisations and non-governmental organisations operating in Bulgaria, such as UNHCR, IOM, the Bulgarian Helsinki Committee, Médecins sans Frontières, the Council of Refugee Women in Bulgaria and the Bulgarian Red Cross. A press conference was organised at the end of the visit and the delegation received broad media coverage. -

Koshev Institute of Zoology, Bulgarian Academy of Sciences, 1 Tsar Osvoboditel Blvd., 1000 Sofi a, Bulgaria; E-mails: [email protected]; [email protected] Abstract: The study based on 109 examined coprological samples from the European ground squirrel (Spermophilus citellus) from 10 localities in Bulgaria shows the presence of 4 species of Eucoccidians: Eimeria citelli Kartchner & Becker, 1930 (Prevalence: 92.7%), E. callospermophilli Henry, 1932 (Prevalence: 66.6%), E. cynomysis Andrews, 1928 (Prevalence: 14.6%) and Klossia sp. (Prevalence: 6.3%). Data on coccid- ian invasion, depending on the age and sex of the hosts, as well as the problem of mixed invasions, are discussed. A more detailed morphological and biometrical description of Klossia sp. oocysts is given and the problem of parasitism of this species in vertebrate hosts is also discussed.
