A350 and C13 Route Management Scheme A350 and C13 route management scheme Dorset County Council is working with town and parish councils to agree a medium-term solution for the A350 and C13. Dorset County Council has received £2,492,000 from the Governments National Productivity Investment Fund, which will be used to carry out structural maintenance and improvements along these two roads - which provide the vital north-south route into Poole. Possible work could include: • carriageway resurfacing • speed limit review on A350 and C13 • formalising HGV routing via implementation of Traffic Regulation Order • vehicle activated signs (VAS) • traffic engineering solutions • junction improvements • maintenance of existing temporary signals in Dinah's Hollow Any work will need to be completed within the 2017/18 financial year in order to maintain this funding. We hope to be able to start work in Autumn 2017. Latest news - 16 November Following on from the consultation earlier this year, we're progressing work on the detailed design of the scheme. The statutory consultation on the traffic regulation orders for the changes in speed limits will be online in November. Six options about the HGV routing will go before Cabinet on 6 December for members to make a decision on the way forward. The options are: • Option 1: one-way advisory HGV routing (current) northbound on A350 and southbound on C13/B3081 • Option 2: one-way advisory HGV routing northbound on C13/B3081 and southbound on A350 • Option 3: one-way enforceable HGV routing Traffic Regulation Order (TRO) northbound on A350 and southbound on C13/B3081 • Option 4: one-way enforceable HGV routing Traffic Regulation Order (TRO) northbound on C13/B3081 and southbound on A350 • Option 5: C13 Melbury Abbas - advisory 'unsuitable for HGV' signs to discourage HGV drivers from the village • Option 6: C13 Melbury Abbas - 7.5 tonnes (except for access) HGV ban which would be enforceable to ensure HGVs do not travel through the village Maintenance work Our first phase of work - to carry out patching, surfacing and drainage along the two roads - will get underway in November. C13 patching - various locations Daytime working 9am to 4pm, 6 November to 17 November with two-way temporary lights, plus some convoy working. We'll be starting at the northern end and working our way south, patching around 20 sites along the road between Gore Clump and Sunrise Business Park. C13 surfacing - Sunrise Business Park Night work 7pm to 7am, 20 November 25 November with a section of road closed. Stourpaine resurfacing & Stepleton Bends kerbing, lining and signing Night work 7pm to 7am, 27 November to 15 December (weekdays only), with a section of road closed. Access will be maintained for emergency services at all times. Residents will be able to access their homes but there may a short delay. During November and December, drainage improvement work will also be carried out on the A350 at its junction with Whitecliff Mill Hill and in Stourpaine. Consultations/exhibitions We have continued to work with the parish councils for the area along with the local action groups in order to achieve an improvement for all road users of the A350 and C13. In June Dorset County Council held two exhibitions for locals to review the initial design proposals of the improvement scheme, ask questions and leave feedback. In total 164 local residents attended the two events, held in Stourpaine and Melbury Abbas, and engineers received 109 responses (pdf, 371kb) (opens in a new window) , which included 41 online forms. Proposals to introduce a 50mph speed limit between the villages along the A350 got approval from 72 per cent of respondents, 83 per cent were in favour of a 40mph speed restriction being introduced on Spreadeagle Hill south of Melbury Abbas, and 83 per cent value vehicle activated signs to assist communicating any traffic restrictions. The responses received showed that 54 per cent are in favour of the voluntary one way system currently in place. As detailed design work is now underway we will soon be replacing these with up to date designs of the areas in question. Following extensive investigations, Dinah's Hollow was reopened in July 2015 with a reduced width and traffic lights controlling the flow of vehicles down the centre of the road, and a trial of an unofficial, voluntary HGV one-way system, while work continued on progressing a scheme designed to pin the slopes in place In December 2015, Dorset County Council Cabinet decided to continue talks with neighbouring counties to investigate the possibility of building better transport links from Poole and Portland ports up to the M4 motorway - with the aim that by working with Wiltshire, Bath and North East Somerset councils to look at the whole route, and whether the considerable investment needed will bring economic growth and development to the region, will help to attract funding from the Government's growth deal three. It was agreed that the traffic management for Dinah's Hollow would be upgraded to reflect the amount of time they may now need to be in place, along with a regular inspection regime to check equipment and for signs of slips. In February 2016, the temporary water-filled barriers used in a continuous line as protection against a potential slip were replaced with permanent concrete barriers.     Stourpaine Parish Council – response to Dorset Local Plan consultation This response by Stourpaine Parish Council to the Dorset Council Local Plan consultation has been prepared to focus on aspects of the plan that do or could have an impact on the parish of Stourpaine and its inhabitants. We have not covered many of the more general issues in the plan. Section 1 – Introduction In October 2013, an update to the 2007 Stourpaine Parish Plan was published following a period of extensive consultation and research among the resident population. A range of issues were covered which included asking residents what they liked about living in Stourpaine. A significant proportion of residents (44% of 188 adults responding) stated spontaneously that they considered the surrounding countryside to be very beautiful and access to essential facilities in neighbouring towns is easy. A comprehensive assessment of the landscape and character of parish of Stourpaine is detailed in the Strategic Landscape and Heritage Study for the North Dorset Area, Assessment of land surrounding the larger villages, Prepared by LUC for Dorset Council, October 2019. As stated in the report “This study provides robust and up-to-date evidence to feed into the local plan (the current draft Dorset Local Plan) to help inform the scale, form and location of future development to minimise harm to the landscape, heritage assets and the historic character and setting of the settlements within the North Dorset area”. This report clearly describes the key landscape features of Stourpaine as follows: “The village and its surrounds are located within three different Landscape Character Areas.

    STOURPAINE PARISH COUNCIL CHAIRMAN’S ANNUAL REPORT FOR 2014/2015 I would firstly like to welcome our two new council members, David Meaden & Gill Cowie who joined us this month. I hope residents feel more informed as to what is going on, what your council is trying to do on your behalf. The website and the Benefice Magazine both have an update on SPC matters. We also use the telegraph pole technology if an important meeting is happening. I feel sure one day a pole will fall down with pin fatigue. The following is a brief summary of this past year’s activities and update on what is ongoing. FLOOD RELIEF: Lyle Adlem is still our Flood Warden, who this year has thankfully not got his wellies wet. Through the able assistance of Derek Gardiner all the houses that desired to claim funding for their properties have done so. Sadly to date the EA have resolutely refused any Stourpaine Scheme. They are installing monitor gauges on the River Iwerne which they feel will assist residents in a more accurate early warning. SPC had already looked at their own scheme and have budgeted for its installation in 2015-6. We shall now await the results of the EA scheme before we spend any money. PARISH PLAN/ NEIGHBOURHOOD PLAN: THE P.P. is still tabled at some SPC Meetings to review what we have been able to do. TRAFFIC / A350 / C13 With regard to the volume of traffic through the village. Melbury Abbas suggest we have had less since the C13 closed, DCC say no more than before 2008.
