Section 2. Camden Collection Development Camden-Jackson Township Public Library Collection Development Policy Objective The purpose of the Camden-Jackson Township Public Library is to provide the residents of the library’s service area with carefully selected books and other materials to aid in their education, provide information, and enhance their leisure time. Due to the library’s small size and limited budget the library must consider selection of materials based primarily on community interest and needs; therefore the decision to purchase an item for the collection is often based upon patron request or need. Materials are also purchased to enhance those collections which serve both the children and teens so as best to encourage reading. The Camden-Jackson Township Public Library supports the Library Bill of Rights, the Freedom to Read, and the Freedom to View statements, all of which are included as a part of this policy statement. Access Statement Access will not be denied or abridged because of religious, racial, social, economic, or political status; or because of mental, emotional, or physical condition; age; or sexual orientation. The library abides by the Americans with Disabilities Act and will endeavor to make reasonable accommodation to provide access to library materials for people with impairments. The library can assist patrons in need of special services in contacting the Indiana State Library to obtain materials. The Indiana Talking Book & Braille Library is available to residents who have impairments and are not able to read standard materials. Braille books, digital audio books, large print books, audio magazines, and playback equipment are also available for residents. The library can also assist patrons in accessing materials through Inter-Library Loans with other libraries, through reciprocal borrowing under the State-wide reciprocal borrowing contract, and through the Evergreen Indiana Open Source Integrated Library System. Responsibility for Selection The ultimate responsibility for selection of library materials rests with the library director, who operates within the framework of the policies as determined by the Camden-Jackson Township Library Board. Materials may be selected by other library staff under the guidance of the director. Selection Guidelines The decision to include or exclude a particular item in the library’s collection is based upon the following: 1. Interest and needs of individuals of the community 2. Funds and space 3. Relation to other materials and existing areas of coverage in order to maintain a well-balanced collection 4. Timeliness 5. Significance of subject 6. Representation of various points of view 7. Author’s reputation or significance 8. Vitality or originality of thought Adopted 2011-2012 AG; Last Reviewed February 21, 2019 TG Material selection is aided by reviews, availability lists, and vendor catalogs. The primary sources of reviews are Booklist, Publisher’s Weekly, School Library Journal, Library Journal, and the New York Times Book Reviews. Special Collection: Children and Teens Children’s and teen materials are selected by using the same principles that govern the selection of adult materials. Responsibility for the choice of reading material of children rests with their parents or legal guardians. Selection of materials for children and teens is not restricted by the possibility that minors may obtain materials their parents consider inappropriate, nor are children limited to borrowing materials from the children’s collection. Books and other materials for the children’s and teens’ collection are selected with these special considerations: 1. Materials will include those that appeal to diversified tastes, backgrounds, and interests at various age levels 2. The library will strive to provide materials which offer a wide range of reading levels 3. The library will strive to provide materials that are of high quality or special merit, such as books that have won the Eliot Rosewater, Young Hoosiers, Caldecott, Newbery, the Michael L. Printz, or the Coretta Scott King book awards 4. Materials that support local school assignments will be purchased for the collection as the budget allows Gifts and Donation The library accepts gifts of books and other materials with the understanding that they will evaluated under the criteria used to purchase new materials for the library collection. Those materials that are deemed inappropriate for the collection under these criteria may be disposed of by the director as he/she sees fit. Memorial gifts of books are also accepted, with suitable bookplates placed in the books, but only if they meet the library’s selection criteria. Memorial monetary gifts are accepted to purchase materials, but specific titles are offered only after consultation with the director. If no specific book is requested, the title will be selected by the director. The library is not responsible for determining the value of donated materials. A list or receipt for gift materials will be given to the donor if requested before the materials have been processed. Out of Print The library does not purchase out of print materials for the collection. Text Books The library will not purchase text books for the library collection unless the material in some way meets the library’s selection criteria and budget constraints. Reference and Genealogy Collections The library does not have the space or funds to provide an in-depth reference collection, as many reference materials are costly as well as timely. Genealogy resources are not considered a priority for the library, due to the library’s limited space. However, if a patron has a specific reference or genealogy Adopted 2011-2012 AG; Last Reviewed February 21, 2019 TG need, the library director will try to find resources to meet the patron’s needs, as well as work with the patron to help them best access or borrow the material. Challenged Materials The library supports the Library Bill of Rights and the Freedom to Read and View Statements. No materials shall be removed from the library collection except through the following procedure: 1. Patrons who object to the presence of specific library materials may file their complaint by filling out a Reconsideration of Library Materials form and submitting it to the library director, who will then give the document to the Library Board of Trustees. 2. For the complaint to be considered, complainant must be identified on the form, and must also be a resident of the library’s service area. 3. No action will be taken until the matter is brought before the Library Board. 4. An item will be considered for removal only once in a twelve month period. 5. The Library Board will read and examine the challenged material, consider the specific objection voiced by the complainant, and will weigh the complaint against the merits of the material and its value to the collection. If necessary, advice may be sought from other library directors and library boards, especially those in the Carroll County area, as well as from the American Library Association Office for Intellectual Freedom and the Indiana Library Federation Intellectual Freedom Committee. 6. The Library Board will issue a written report within ninety days of the receipt of the challenge containing its decision and recommended action regarding the challenged material. Weeding Policy The library continually withdraws items that are outdated, worn or mutilated, are unneeded duplicates, or materials that are no longer of interest to the library community. The library uses weeding guidelines as recommended by the CREW Method of Weeding as summarized below: Items are removed from the library collection if they are: 1. Outdated or obsolete 2. Worn, ragged, or dirty 3. Damaged or scratched (Tapes, CDs, and DVDs) 4. Books with dated dust jackets or cover art, especially in the children’s and teen collections 5. Items that have not circulated in the last 3-5 years 6. Items that are duplicate copies 7. Books are on “hot topics” that were popular more than five years ago 8. Formats that are no longer popular, especially if the technology to use or view them is dated 9. Materials that are no longer important to the collection due to a change in demographics, school curricula, or other factors Adopted 2011-2012 AG; Last Reviewed February 21, 2019 TG Library Bill of Rights The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should guide their services. I. Books and other library resources should be provided for the interest, information, and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation. II. Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval. III. Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment. IV. Libraries should cooperate with all persons and groups concerned with resisting abridgment of free expression and free access to ideas. V. A person’s right to use a library should not be denied or abridged because of origin, age, background, or views. VI. Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use. Private groups and public authorities in various parts of the country are working to remove or limit access to reading materials, to censor content in schools, to label "controversial" views, to distribute lists of "objectionable" books or authors, and to purge libraries.

    Al Kagan Editorial Racism and “Freedom of Speech”: Framing the Issues The production and distribution of the ALA Office for Intellectual Freedom’s 1977 film was one of the most controversial and divisive issues in ALA history. The Speaker: A Film About Freedom was introduced at the 1977 ALA Annual Conference in Detroit, and was revived on June 30th, 2014, for a program in Las Vegas titled, “Speaking about ‘The Speaker.’” ALA Council’s Intellectual Freedom Committee (IFC) developed the program, which was cosponsored by the Freedom to Read Foundation (FTRF), the Library History Round Table and the ALA Black Caucus (BCALA). 4 Some background is necessary for context. This professionally made 42- minute color film was sponsored by the ALA Office for Intellectual Freedom in 1977 and made in virtual secret without oversight by the ALA Executive Board or even most of the Intellectual Freedom Committee members. In fact, requests for information about the film, for copies of the script from members of these two bodies were repeatedly rebuffed. Judith Krug (now deceased), Director of the Office for Intellectual Freedom, was in charge with coordination from a two- member IFC subcommittee and ALA Executive Director Robert Wedgeworth. The film was made by a New York production company, and was envisioned by Krug as an exploration of the First Amendment in contemporary society. The film’s plot is a fictionalized account of real events.     SAN MARCOS PUBLIC LIBRARY COLLECTION DEVELOPMENT POLICY The San Marcos Public Library collection development policy has been developed by the library board and staff for the purpose of providing a framework to guide the development of the library's collection. This policy is to be considered the official position of the library. A. Purpose of the Public Library The mission of the San Marcos Public Library is to serve as a source of information, education, recreation, and cultural enrichment by providing the community with free and convenient access to books, periodicals, audiovisual materials, information services, and educational programs. B. Priorities for Collection Development Because we have limited resources with which to work, we have chosen to emphasize the following priorities with regard to development of the library collection: 1) to develop a well-rounded collection of current, high-demand, high-interest materials in a variety of formats for persons of all ages; 2) to make available timely, accurate, and useful information through our reference services department; 3) to encourage children to develop an interest in reading and learning by providing them with an outstanding collection of library materials and by promoting use of the collection through programs and services aimed at children, parents, and teachers; 4) to encourage lifelong learning by providing independent adult learners with resources to assist them in achieving their educational goals; 5) to take a leadership role in collecting, preserving, and disseminating information of both current and historical interest on the San Marcos/Hays County area. Because of the availability of other outstanding Texana, genealogy, medical, law, and research libraries in the Austin-San Antonio area, the San Marcos Public Library will not endeavor to develop in-depth, research-oriented collections with the exception of our local history collection.

INFORMATION IFC Privacy Subcommittee The IFC Privacy Subcommittee is reviewing and reorganizing its website, making it easier for visitors to navigate its many resources. The website also includes the Voices for Privacy Blog. Since the 2021 Midwinter Meeting, the blog has published book reviews, perspectives from an electronic resources librarian, updates about California privacy laws, information on the right to be forgotten, and possible solutions to privacy scenarios. The Voices for Privacy Blog also published an overview of the “Resolution on the Misuse of Behavioral Data Surveillance in Libraries” and the discussion that took place at the ALA Council session at the 2021 Midwinter Meeting, as well as a two-part series on the concept of “information fiduciaries” that is referenced in the resolution. The Institute of Museum and Library Services, in partnership with the American Library Association, has sponsored the creation of Privacy Field Guides. These practical how-to guides for making concrete privacy changes within libraries are now being tested by selected participants in academic, public, and school libraries. Among the grant objectives is the goal to help librarians become privacy advocates, giving them clear guidelines and discussion points for engaging with library leaders, vendors, boards, local government, and other stakeholders about privacy-related topics. At the 2021 ALA Annual Conference, leaders of the project, IFC Privacy Subcommittee Chair Erin Berman and Affiliate Researcher at Data & Society Bonnie Tijerina will host the on-demand session “Privacy Field Guides: Take Action on Privacy in Your Library.” The News You Can Use program will outline how library workers can use these guides, ask questions in a judgement free zone, and leave empowered to make privacy changes.

As President of the Freedom to Read Foundation, it is my privilege to report on the Foundation’s activities since the 2019 Midwinter Meeting: 50th ANNIVERSARY CELEBRATION Fifty years ago, the Freedom to Read Foundation was founded by members of the American Library Association who wanted to defend the First Amendment and help librarians who faced loss of employment and worse as a consequence of their support for intellectual freedom. Under the leadership of Judith Krug, FTRF’s founding executive director, FTRF’s Board of Trustees embarked on an ambitious plan to create the legal precedent necessary to support the First Amendment principles outlined in the Library Bill of Rights. Through a program of grants-in-aid, amicus curiae briefs, legal assistance and legal representation, FTRF helped to establish the legal foundation for the right to read and receive information in libraries in the United States. In doing so, FTRF secured the right of libraries and library workers to provide any book and any resource to their library users, without limit and without discrimination. Since its founding in 1969, the Freedom to Read Foundation has initiated or joined over 150 different cases in defense of First Amendment freedoms. The issue at hand has varied from book censorship, to the constitutionality of federal and state obscenity statutes and harmful-to-minors laws, the rights of journalists to collect and disseminate the news, and the right of publishers to publish the books that challenge the status quo and change our understanding of the world.
