It is not a Guideline as defined in the Mining and Quarrying Safety and Health Act 1999 (MQSHA) or a Recognised Standard as defined in the Coal Mining Safety and Health Act 1999 (CMSHA). Normalised to an eight hour work day. Note: Shift lengths greater than 10 hours and a working week greater than five days will require adjustment for shift length prior to comparison with noise exposure criteria (AS/NZS 1269.1, 2005). Further exposure to hazardous noise reduces the ear’s ability to recover and hearing loss will become permanent. Permanent hearing loss results from the irreversible destruction of inner ear hair cells. For sudden sharp, impulsive sounds above 140dB(C) this destruction may occur immediately (Safe Work Australia, 2011). Management practices, workplace and equipment design can control occupational noise levels and limit worker exposure and thereby reduce occurrence of adverse outcomes (Safe Work Australia, 2010).

At least part of the focus on the importance of risk management and the drive for a Standard was stimulated by the release of the NSW Government Risk Management Guidelines in 1993 [6] and their designation as NSW Government policy for all capital works expenditure above $5 million. Dr Cooper made substantial contributions to the NSW Guidelines, whose structure is very similar to that of the Standard. It is now be replaced by a new international standard that in Australia will be called AS/NZS ISO 31000:2009 and will be published on 27th October. AS/NZS 4360:2004 has been adopted throughout the world. Its widespread acceptance and the respect it has earned over the years are the main reasons that it was used as the first draft of the new ISO standard. The definition of risk in the new Standard is: the effect of uncertainty on objectives. The change in definition shifts the emphasis from, in AS/NZS 4360, ‘the event’ (something happens) to ‘the effect’ and, in particular, the effect on objectives. By way of illustration, risk isn’t the chance of the share market crashing but the chance that a crash will disrupt or affect you or your organisation’s objectives by, for example, limiting capital for expansion. Both the old and new definitions clearly place risk in the context of what an organisation wishes to achieve: its objectives. Risk arises because those objectives are pursued against an uncertain background. An organisation may set its objectives, but to achieve them it often has to contend with internal and external factors and influences it may not control and which generate uncertainty and thus risk.

The use of PPE as a lower level control measure for safety risks under the hierarchy of controls is described in the approved WHS Code of Practice How to manage work health and safety risks. PPE relies on human behaviour and supervision. If used on its own, or only in conjunction with administrative control measures, it tends to be least effective in minimising risks. PPE limits exposure to the harmful effects of a hazard but only if fitted and worn correctly. PPE should only be used: • when there are no other practical control measures available (as a last resort) • as an interim measure until a more effective way of controlling the risk can be used • to supplement higher level control measures (as a back-up). The use of PPE should be integrated into the systematic management of the hazard/risk being addressed. 2. Guideline The need to provide PPE is determined from the risk management process of hazard identification, risk assessment and development of risk control measures using university forms available in support of the procedure for Managing Workplace Health and Safety Risks. PPE are to conform to any legislative, Australian Standard and/or industry standard requirements or guidelines.
