TRIFED Held a VC with Hon'ble Members of Parliament on 6Th May 2020 to Update Video Conferencing Meeting with Hon’ble Member of Parliament of Reserved Constituencies held on 6.5.2020 at 12.15pm – 2:00pm Agenda The Ministry, in collaboration with the State Nodal Departments and implementing agencies is implementing the Scheme for providing Minimum Support Price (MSP) for Minor Forest Produce (MFP) gathered by the tribals and Development of Value Chain for MFP through its Van Dhan yojana. The scheme was started in 2013-14 and has great potential to substantially enhance livelihood 1 and income generating opportunities for tribal communities as they depend heavily on its collection and marketing. Immediate measures to effectively implement this scheme can provide the much- needed support for tribal communities in this unprecedented circumstance arising out of the outbreak of COVID19. In view of this Agenda of the proposed VC meeting was: - 1. Initiate measures for effective implementation of MSP for MFP scheme a. Initiating procurement by transferring funds allocated to States to the State implementing Agencies procuring MFPs b. Utilising services of Van Dhan Kendras established under the scheme as primary procurement units c. Prioritize establishment and operationalization of Van Dhan Kendras sanctioned in your State for development of MFP value chain and enhancing income of tribal gatherers by 3-4 times. d. Expediting modernising Haat Bazars and establishing other enabling infrastructure (Warehouses, Storages, etc.) for facilitating procurement. e. Creating awareness about the scheme as well as social distancing, safety measures from COVID19 as prescribed by UNICEF and WHO 2. Formation of robust Project Management Unit (PMU) team at the State level for efficient implementation, monitoring and supervision of the Scheme. 3. Monitoring and reporting of operations by updating the online dashboard and mobile application 4. Assessing need for Masks, Gloves and PE kits for distribution among tribal communities 5. Include tribal gatherers and forest dwellers in your States in all the relief measures undertaken by you and provide additional relief package for them as they fall into the most marginalized communities and are remotely located to access benefits &measures announced for public in general. A video conferencing meeting was organized by TRIFED with all the Hon’ble Member of Parliament from Tribal Areas on the initiatives taken by TRIFED for Tribal Livelihoods and Safety during these distressed times of Covid19. The list of Participants who attended the workshop is enclosed at Annexure- 1 Shri Pravir Krishna, Managing Director, TRIFED, welcomed the participants and presented a brief about the activities and initiatives undertaken by TRIFED under the MSP for MFP Scheme for supporting tribal livelihoods and safety measures taken due to the ongoing covid19 crisis, which has impacted the tribal communities who are the most vulnerable groups. MD, TRIFED highlighted the efforts being made by TRIFED and the Ministry of Tribal Affairs which has recently revised the Minimum Support Prices (MSP) for 50 Minor Forest Produce (MFPs) for providing maximum benefit to the tribal, as per the details given in Annexure-2. He informed that the State Governments have already been advised to commence procurement of MFPs under MSP for MFP scheme, funds for which are already available with various States and additional funds can be allocated based on their need. He also informed that TRIFED in collaboration with UNICEF has undertaken various National/State Level awareness campaigns 2 through webinars advising tribal gatherers about social distancing and other safety precautions for carrying out MFP operations. All related information material as provided by UNICEF on safety measures such as audio messages, wall paintings, flyers, digital pocket-books etc. has been disseminated to the tribals across the country in their local languages. DGM, TRIFED subsequently gave a brief presentation on the initiatives undertaken by TRIFED for supporting tribal livelihoods, which include initiation of procurement of MFPs by the States, development of haat bazaar infrastructure and establishment of Van Dhan Kendras, while maintaining social distancing measures and precautions by the tribal gatherers during the MFP collection and value addition work. The Hon’ble MPs were also apprised about plans to procure tribal handicraft and handlooms items worth approx. Rs. 23 Cr. from tribal artisans from their existing stocks to provide them with immediate relief from to COVID-19.TRIFEDis also reaching out to Industry Federations, Corporates, &Business organization encouraging them to purchase tribal products, to help a tribal artisan earn a respectable livelihood. Besides,TRIFED has also tied up with the Art of Living Foundation to associate with their Stand With Humanity campaign whereby Tribal Families are being providing monthly ration as per details given below: Ration kits worth Rs 1000/- to tribal Ration kit includes: 5 kg Wheat Flour, 2 kg Dal, 3 kgs Rice, and other items including soaps. After the initial briefing, the meeting was opened for suggestions and guidance of the Hon’ble Members of Parliament. The following the discussion points were taken up in the meeting: Sl. N State Suggestion / Inputs 1 Gujarat MP: Sh. PrabhubhaiNagarbhaiVasava, Constituency: Tapi The Hon’ble MPenquired about the details of VDVKs and implementing agency at District Level in his constituency. He raised specific concern for the livelihood of tribals and requested for MNREGA scheme to be implemented to include all the tribals of his region. He also requested for sharing of regular updates about details of TRIFED’s initiative concerning tribals in the region. MP: ParbatbhaiSavabhai Patel, Constituency-Banaskanta The Hon’ble MP requested to share information related to tribal development of his region on regular basis. 2 Rajasthan MP: Smt. Jaskaur Meena Constituency: Dausa The Hon’ble MP informed that Rajasthan has abundance of Aloe Vera and Gond (Gum) majorly collected by tribals and requested for including the same under the MSP for MPF Scheme. The MP 3 also emphasised for starting MNREGA work so that the tribals in the region can earn their livelihood. MP: Sh.Kankamal Katara Contituency : Banswara-Dungrapur The Hon’ble MP emphasised for starting procurement under MSP for MFP scheme and other schemes of Ministry of Tribal Affairs in his constituency. He also requested MGNREGA work to be startedin his constituency. 3 West Bengal MP: Sh. KunarHembram, Constituency: Jhargram The Hon’ble MP informed that about 70% population of Jhargram District is inhabited by tribals and the region is abundant of Mahua Seed, Mahua Flowers, Sal Seed and Sal leaf. He also asked if the Ministry of Tribal Affairs and TRIFED can do something for welfare of tribals in the State and also send relief to the tribals of his constituency in this COVID-19 crisis. MP: Shri. John Barla Constituency: Alipurduar The Hon’ble MP informed that Alipurduar District has a huge production of Tea, Potato and Turmeric (Organic) which is cultivated by the tribals. He assured or providing all possible support to TRIFED for implementing MSP for MFP scheme and establishment of Vandhan Kendras in the State of WB. 4 North East Region MP: Shri Pala Vincent Constituency: Shillong The Hon’ble MPenquired about the MSP for Hill Grass, to which he was informed that it has been revised to Rs.50/ kg under the MSP for MFP Scheme. MP: Shri Horen Singh Bey Constituency: Assam The Hon’ble MP wanted to know about the Implementing Agencies for MSP-MFP and Van Dhan in the State of Assam. He was informed about the same. He also requested to allocate separate funds for tribals belonging to hills from the plain area tribes under the various scheme of TRIFED. 5 Madhya Pradesh MP: Sh. Faggan Singh Kulaste Constituency: Mandla The Hon’ble MP suggested to involve all concerned departments i.e., Forest Departments, ITDAs, TDCCs and other related departments, in implementation of the MSP for MFPs and Vandhan scheme in the States. He also suggested for undertaking area-wise assessment of MFPs in the States, so that procurement plans can be prepared accordingly. MD TRIFED apprised him that the State- wise availability of MFP has already been shared with all the State Nodal & Implementing Agencies. MP: Sh. Gajendra Singh Patel Constituency: Khargone The Hon’ble MP mentioned about availability of minor millet like Jowar and Bajra in the Khargone region and asked for TRIFEDs 4 intervention to support livelihoods of tribals by providing MSP and marketing opportunities for minor millets. He also requested to share the details of fund allocations by TRIFED under various schemes in the State. MD TRIFED informed him that the regional team of TRIFED would get in touch with the tribal groups producing minor millets in the region and procure the produce for marketing it across the country. MP: Sh. Chhatar Singh Darbar Constituency: Dhar He informed about the availability of Papita, Banana, Sitafal, on which some value-addition can be undertaken for providing livelihood to tribals. He also requested TRIFED to promote Baghprinted textiles in the entire Dhar region.He requested TRIFED to share information related to tribal development of his region on regular basis. He suggested to set up a monitoring committee involving MPs and other Head of Departments to monitor the various schemes being implemented in the region. MD TRIFED informed him that TRIFED is already working with tribal artisans in Barwani District and directed the regional team of TRIFED to connect with the artisans working in Bagh printing in Dhar districts and provide them adequate marketing support. MP: Smt. Himadri Singh Constituency: Shahdol The Hon’ble MP suggested TRIFED to provide livelihood opportunities to the tribal communities in the Shahdol region to reduceunemployment and distress migration faced by the tribal families. MP: Shri Durga Das Uikey Constituency: Betul The Hon’ble MP suggested that there is abundant production of Gugli MFP in the region being collected by tribals on large scale and should be included in the list of MSP for MFP under the Scheme.
