I am particularly pleased to see participation from such a wide spectrum of stake-holders relevant to this meeting, including distinguished Ministers, Senior Officials, Representatives of UN Secretariat and agencies, Multilateral Organizations, NGOs and the Private Sector. This broad-based participation will enable us to address, from several perspectives, the challenges related to the subject of this Regional Meeting, the objective of which is to realize the health-related MDGS for the benefit of our people. I welcome in particular the Minister of Foreign Affairs of Myanmar, Minister of Health of Maldives, Minister of Finance of Bhutan and the Deputy Ministers of Mongolia and Kyrgyzstan and who have taken time off their busy schedules to gather here in Colombo. This meeting is organized under the framework of Annual Ministerial Review process of the Economic Social Council of the UN. The primary responsibility for overseeing progress in the achievement of the MDG’s by 1 the year 2015 devolves on the ECOSOC, and the Annual Ministerial Review process was established to monitor our progress in this regard. The theme for Review at Ministerial level at the ECOSOC in July this year is how we can work together to achieve the internationally agreed goals and commitments regarding global public health.

    EUROPEAN PARLIAMENT 2009 - 2014 Delegation for relations with South Asia 21.05.2012 REPORT on the Mission of the Bureau of the Delegation to Colombo, Trincomalee, Batticaloa (Sri Lanka) 30 April - 5 May 2012 via Malé (Maldives) 29 April 2012 by Ms. Jean Lambert, Chair of the Delegation ------------ 01/04/2011 PK/am 1/21 EN EN Introduction The Delegation for relations with South Asia had held, in Colombo, the 6th EP/Sri Lanka IPM in February 2011 in order to renew Interparliamentary talks under the current legislature. While this mission had, to a large extent, focused on the development of the North in a post-conflict setting, Members had the opportunity to learn about the Structured Dialogue, aimed at discussing legal and constitutional reforms; the interim recommendations of the Lessons Learnt and Reconciliation Commission had also been an issue the EP Delegation was strongly interested in. One year after, and with the publication of the final report of the LLRC Commission having since taken place in late 2011, it was felt that examining developments on both these key issues would be necessary in order to ensure the appropriate political follow-up. As is customary, the EP Delegation combined its mission to Sri Lanka (30 April-5 May) with a short stop in Malé, capital of the Maldives on 29 April, in order to discuss, quasi exclusively, the controversy arising after the transfer of power on February 7th from former President Mohammed Nasheed to his Vice-President, Dr Mohammed Waheed, currently President of the country. Since this mission of the D-SAS was, from its inception, planned as a Bureau visit, only 3 Members participated in it, led by Ms Jean Lambert (Greens, UK), Chair of the Delegation.

Would not his siege and illegal prevention by him of supervision of the ballots counting alone have vitiated / nullified the entire Election ? Meeting in the night of the day before the Presidential Election ! In such circumstances, suddenly on the very eve of the Presidential Election on 26th January 2010 i.e. on 25th January 2010, Ravi Karunanayake UNP M.P., intimated to me that Ranil Wickremesinghe, Leader of the UNP, was anxious to have a Meeting that evening at 6.30 p.m., with the common opposition candidate, retired General Sarath Fonseka, to explain to him the foregoing interim amendments to be effected to the Constitution vis-à-vis the sharing of power by and between the Executive President, Prime Minister and the Cabinet of Ministers. For such purpose, I was requested by Ravi Karunanayake UNP M.P., to bring the former Chief Justice Sarath N. Silva, P.C., and come with the requisite documents for a Meeting on that day, 25th January 2010, at 6.30 p.m., to the Office at Reid Avenue, Colombo 7, from where the common opposition candidate, retired General Sarath Fonseka had been operating his Presidential Election campaign.
