Downtown Parking Study White Paper #7: Impacts of Changing Transportation Trends and New Mobility Technologies on Future Parking Demand 1.0 Introduction Parking is inseparably tied to how people and goods move in a city and is significantly impacted by how people choose to travel. With a changing landscape of mobility technologies that enable access to a variety of travel modes, the role of parking in downtown areas is likely to change dramatically in the future. This paper explores how changes in transportation trends and new mobility technologies are likely to impact parking demand in the future. It also identifies tools and information that the City of Hood River can use to better balance the promise and perils related to new mobility future. 2.0 New Mobility Options Figure 1 shows how the landscape of mobility has changed since 2013. Before 2013, access to private automobile travel was limited to people who owned, rented, or used traditional taxi services. Since 2013, car sharing services and ridehailing apps allow vehicles to be shared or rented for single trips and short periods of time. In the future, people may be able to access an autonomous vehicle without the need to drive it or hire another person to drive the vehicle. Figure 1: Growth of Shared Mobility, 2013‐2018 Similarly, since 2013, mode choice has expanded from the traditional modes (drive alone, walk, bike, taxi, and transit) to include carshare, bikeshare, ridehailing, microtransit, e‐scooters, e‐bikes, etc. Central to these options is the concept of shared mobility, the technology that enables users to have short‐term access to a fleet of shared vehicles on an as‐needed basis. -

Brust SUBJECT: License Agreement with Gotcha Ride LLC to operate the North County Coastal Bike Share Pilot Program in the City of Encinitas. RECOMMENDED ACTION: 1) Authorize the City Manager, in consultation with the City Attorney, to execute a license agreement with Gotcha Ride LLC (in substantial form as attached) to operate the North County Coastal Bike Share Pilot Program in the City of Encinitas (Attachment 5). STRATEGIC PLAN: This item is related to the following Strategic Plan focus areas: • Environment—promotes the use of emissions-free bicycles as an alternative mode of transportation. • Transportation—supports a transportation mode that accommodates more people with minimal impact on the community. • Recreation—promotes active lifestyles and community health. • Economic Development—addresses the “last mile” gap between public transit and local businesses and promotes tourism. FISCAL CONSIDERATIONS: There is no fiscal impact associated with the recommendation. Gotcha will bear the sole cost of deploying and operating the bike share program. Minimal City staff time will be needed to coordinate with Gotcha to ensure that the program operates in a manner beneficial to the City. BACKGROUND: Bike share is a service through which bicycles are made available for shared use to individuals on a very short-term basis, allowing them to rent a bicycle at one location and return it either at the same location or at a different location within a defined geographic boundary. Transportation, especially travel via single occupancy vehicle, is a major source of greenhouse gas emissions in Encinitas and the North County coastal region. -

City of Del Mar Staff Report TO: Honorable Mayor and City Council Members FROM: Clem Brown, Environmental Sustainability/Special Projects Manager Via Scott Huth, City Manager DATE: May 6, 2019 SUBJECT: License Agreement with Gotcha Ride LLC to Operate the North County Bike Share Pilot Program in the City of Del Mar REQUESTED ACTION/RECOMMENDATION: Staff requests that the City Council approve a license agreement with Gotcha Ride LLC (Attachment A) to operate the North County Coastal Bike Share Pilot Program in the City of Del Mar and authorize the City Manager to execute the agreement. BACKGROUND: The City of Del Mar is committed to reducing local greenhouse gas (GHG) emissions to limit the effects of climate change, while also offering viable transportation alternatives to driving. Del Mar has adopted a Climate Action Plan (CAP) that establishes a number of strategies to meet GHG emissions reduction targets, including facilitating safe, convenient, and affordable alternative transportation options. Specifically, Goal 14 in the CAP includes a strategy to “explore implementation of a bike share program…to provide another transportation alternative for traveling in town.” Transportation, especially travel via single occupancy vehicles, is a major source of GHG emissions in Del Mar and the other north San Diego County (North County) coastal cities. Offering and promoting programs like bike share, that replace vehicle trips with bike trips, is one way Del Mar can help to reduce emissions while offering more efficient and more affordable transportation modes for residents, employees, and visitors. McGinnis* Economic equality is often said to be the key problem of our time. But information technol- ogy dematerializes the world in ways that are helpful to the ninety-nine percent, because informa- tion can be shared. This Article looks at how one fruit of the information revolution—the sharing economy—has important equalizing features on both its supply and demand sides. First, on the supply side, the intermediaries in the sharing economy, like Airbnb and Uber, allow owners of housing and cars to monetize their most important capital assets. The gig aspect of this economy creates spot markets in jobs that have flexible hours and monetizes people’s passions, such as cooking meals in their home. Such benefits make these jobs even more valuable than the earnings that show up imperfectly in income statistics. -

COMPETITIVE ASSESSMENT JULY 10, 2018 Request Full Research CA-1238 GLOBAL RIDESHARING VENDORS INTRODUCTION Ridesharing services have grown at breakneck speeds over the past decade as an increasing number of people are using these services and bypassing conventional taxi services and other forms of public transport. The end goal for current ridesharing services is to disrupt and displace the much larger consumer vehicle ownership market through enhancement of their current services as well as the future application of driverless technology. This study analyzes and compares the strength of the current leading ridesharing providers worldwide through an analysis of their innovation programs, strategies, and implementation achievement, as measured through verifiable metrics. A ridesharing service is defined by ABI Research as any company that allows independent drivers to operate on the company’s mobility platform to provide on-demand transportation to the user. This study will also include ride-hailing providers—companies that do not utilize private drivers but instead partner with local taxi providers to provide on-demand transportation to the user. In addition, a global market share evaluation is also provided in the report and compares each vendor’s share of global ridesharing passenger trips. The vendors assessed in this report are Cabify, Careem, Curb, DiDi Chuxing, Easy Taxi, Gett, Go-Jek, Grab, Kakao Mobility Corporation, Lyft, MyTaxi, Ola Cabs, Taxify, and Uber. METHODOLOGY OVERVIEW After individual scores are established for innovation and implementation, an overall company score is established using the Root Mean Square (RMS) method: The resulting overall scores are then ranked and used for percentile comparisons. The RMS method, in comparison with a straight summation or average of individual innovation and implementation values, rewards companies for standout performance. -

If you will be changing buses, give the driver an additional 25 cents to obtain a bus transfer. When you get on the second bus, just give that driver the transfer. Express buses cost $1.50 — they do not make as many stops as the regular buses. Bus stops are marked with a white sign with purple, green and gold stripes. They say BUS STOP and most of them (not all) list at the bottom of the sign the numbers of the buses which stop at that location. If you’ll be riding the bus several times during one day, you can buy a one-day pass for $3 from any of the bus drivers. With this you can take unlimited rides for the day. You can buy a three-day pass for $9, for unlimited rides during that period. You can buy a five-day pass for $15. If you ride the bus on a daily basis, you might want to buy a monthly bus pass for $55. The passes are color-coded by month, so you should buy the pass at the beginning of the month.
