South, Grande Anse and WASH Highlights

Current top priorities:  Ensuring adequate sanitation immediately in shelters to control the risk of diarrhoea disease epidemic and respect dignity.  While access to safe water is secured for most accessible areas, increasing access in isolated areas is a priority combined with food and NFI assistance.  Increasing the rate of quick rehabilitation of water systems and identifying small-scale work of spring catchment/wells clearing and cleaning in rural and remote localities.  Prioritizing chlorination of collective water points rather than large scale Aquatab distribution which are preferred in diarrhoea diseases affected areas and remote communities with dispersed water points.

Key facts:  At least 30 partners in 40 communes are supporting DINEPA in the WASH response (see map below)  Thirteen Cholera WASH Rapid Response Teams (RRT) active in South and Grand Anse. RRT contribute to the post disaster WASH response but within restricted capacities as they concentrate on scaling-up the cholera response.  Poor sanitation coverage prior to the hurricane (32 to 50% open defecation, DHS 2012) has further degraded considering floods, high tides and substantial damages on houses.  Few household water supply network connections prior to Hurricane (1,2% in Grande Anse, 7,3% in Nippes and 10% of the population in South, DHS 2012) received piped water; household water treatment is a key intervention.  Schools are being used as shelters and many have been designated as electoral voting stations. There is a risk that affected people may be evicted.  Several needs assessments (sectoral and multi-sectoral) are ongoing but no consolidated assessment analysis available so far.  Operational response capacity of several actors requires acceleration (HR recruitment, setup of new offices, …)  Isolated rural affected areas in South and Grande Anse are experiencing delays with deliveries of aid; the presence and focus remain along the costal main road and urban areas. Some remote areas remain without road access; official mapping not shared but Sector is continuing to gather information and advocate with Logistics Cluster to find tangible solutions for the hard-to-reach.  Laboratory tests for cholera cases confirmation done at the National Laboratory in Port au Prince confirmed that acute diarrhea is spreading in several locations of the affected departments (CDC already confirmed that out of 32 samples collected in Grande Anse and South, 25 were not cholera). Hygiene interventions remain critical to stop the transmission  Activities to re-establish safe water and sanitation in shelters/schools, residential centers/orphanages and medical facilities (including cholera centers) are being prioritized.

Restoring access to drinking water: At least 100,000 people per day are being reached with water from 21 mobile water treatment units (12 in South, 8 in Grande Anse and 1 in Nippes) producing 470 m3/day of treated water 73,000 people received bottled water by 3 partners in 10 communes All water networks in the 3 departments have been rapidly assessed after Matthew. Out of 65 functional water supply networks prior to Matthew 45% have been damaged (no more running water) 10,000 people have benefited from quick-fix repairs on 6 water networks in Nippes and South At least 404,000 Aquatabs were distributed in the localities of Grande Anse and South Ensuring hygiene & adequate sanitation: At least 130,000 people benefited from hygiene promotion campaigns in 10 communes by 4 actors At least 12,000 family hygiene kits have been distributed by 11 actors in 22 communes At least 2,250 families benefited from the distribution of 2,250 Jerrycans 39 shelters have been assisted for toilets cleaning and handwashing stations Sector structure and information gathering: Coordination of WASH activities in Haiti is led by DINEPA (Direction Nationale de l’Eau Potable et de l’Assainissement) at both national and subnational levels with support from UNICEF Standardized assessment forms and data flow are in place 4W matrix is shared with partners Key WASH indicators aligned with government priorities have been elaborated A 2-pager of WASH guidelines has been elaborated by DINEPA and is shared for comments. Planned Action / Gaps Multisector needs assessments to be raised as a critical point in coordination meeting plus individual follow-up and REACH multi-sectorial analysis underway. Need to focus on sanitation in shelters as WASH partners focus on potable water treatment plants and chlorine based household water treatment. Local authorities need to be convinced of emergency sanitation actions. Advocacy via DINEPA to the mayors is key to ensure partners can intervene in sanitation in shelters and reduce the risk of major diarrhea diseases epidemic. Isolated areas still inaccessible. Partners must engage in remote areas to reduce suffering. Under-reporting of ongoing interventions, Information Management strengthening at department and national levels is crucial, Global WASH Cluster and standby partners are being contacted for additional support.
