Q: Can I use an electric water cooler (a standing water cooler with the water bottle on top, facing down, and below you press the valve and cold water comes out) on Shabbat?

A: If by taking cold water out, the machine automatically turns on the refrigeration mechanism, one may not use this on Shabbat. If, however the refrigeration mechanism only comes on later via the thermostat, the custom is to use it on Shabbat, in the same way that we open a refrigerator on Shabbat. PLEASE NOTE: bottom-loading water coolers need to pump the water up to your cup. All of the versions that I am aware of utilize electricity to do so, and would therefore be prohibited for use on Shabbat

Q: I need a new hot water heater and my plumber has suggested I buy a tankless water heater. Are there any Shabbat or Yom Tov issues that I need to be concerned with?

A: One is not allowed to use a tank water heater on Shabbat because by taking hot water out of the tank, new water flows into the tank and heats it on Shabbat. Tankless water heaters are similarly forbidden to use on Shabbat, because by turning on the hot water faucet, you will be heating water on Shabbat. However tankless water heaters are more problematic on Yom Tov, compared to the tank variety. On Yom Tov, one is allowed to use hot water for cooking and other Yom Tov necessities. A (gas) water heater with a tank and with a pilot light can be used on Yom Tov because it is permissible to light a flame from a pre-existing flame on Yom Tov. Tank water heaters with electric ignition can also be used on Yom Tov because the electric ignition will go on anyway from time to time and because using hot water does not automatically or immediately cause the heater to ignite the flame. However a tankless water heater with electric ignition (or without a pilot light) cannot be used on Yom Tov.

ISIS in the Sinai: A Common Enemy Bolsters Israeli-Egyptian Cooperation

Egypt appears to have turned a corner in its fight against the Islamic State’s (ISIS) affiliate in the Sinai Peninsula over the course of this year. Thanks to Israeli-Egyptian cooperation and Cairo’s shift in counterinsurgency tactics, ISIS in the Sinai is—for the first time in five years—clearly on the defensive. The method Egypt began implementing earlier this year uses significant Egyptian manpower coupled with development aid—as well as close collaboration with Israel.

Israel’s contribution symbolizes a new era in the Israeli-Egyptian relationship. After ISIS lost most of its territory in Syria and Iraq, many fighters migrated to other regions with an ISIS presence, including the Sinai. In light of the increase in operatives, Cairo’s success in combating the terrorist organization is especially impressive.

The Israeli-Egyptian partnership is striking for many reasons, not least because it is formed between two countries that fought one another in five wars and experienced decades of tension. Israel’s role in Egypt’s fight against ISIS in Sinai is also a significant indication of greater trust and formalized association between the two countries.

To more effectively target ISIS, both governments have accepted measures that go beyond the 1979 peace treaty commitments, which demilitarized the Sinai. In January 2017, a top Israeli official reported that there was close military cooperation with Egypt in the Sinai and that Israel had approved the vast majority of Egyptian requests to operate militarily in the formally demilitarized region.

Israel’s involvement in the Sinai is helpful because Israel has military capabilities that the Egyptians are lacking, including the Israel Defense Forces’ (IDF) greater aircrew experience, upgraded avionics, wider range of guided munitions, backup of advanced ground- and air-based sensors, unmanned aircraft, and a superior command- and-control system. For its part, Israel stands to benefit from the elimination of ISIS from its own border.

And, the Israeli-Egyptian partnership extends beyond the military realm. For instance, in February, Egypt decided to import $15 billion of natural gas from Israel, and the two countries work together in Qualifying Industrial Zones, where Egyptians create products using Israeli materials.

Egypt’s ties to the United States have also warmed along with its links to Israel because all three countries share enemies and an overlapping strategic outlook. In congressional testimony from June, General Joseph Votel, Commander of the United States Central Command, said: “Egypt supports our overflight requests, ensures Suez Canal transit, and shares our commitment to defeat ISIS.”

Combating ISIS in Sinai is a success story of cooperation between Israel and Egypt. A revamped Egyptian strategy that focuses on the causes of radicalism in the Sinai along with Israeli military assistance has served to curb a threat that has plagued both countries and the region for years. This Israeli-Egyptian connection has significant implications for future military collaboration and is an indication of Israel’s increasing ties with previously hostile countries throughout the Middle East.
