ARBORFIELD AND NEWLAND PARISH COUNCIL WRITTEN REPRESENTATION HIGHWAYS ENGLAND'S RESPONSE APPLICATION BY THE HIGHWAY (NOW HIGHWAYS ENGLAND) FOR AN ORDER GRANTING DEVELOPMENT CONSENT FOR THE PROPOSED M4 JUNCTIONS 3 TO 12 SMART MOTORWAY 1.1 I am writing to you to seek some assurance on a matter that we raised in our original Statement of Reason, submitted in July. 1.2 One of the issues of concern to the Council was that of reflected noise from new noise barriers that might be incorporated into the scheme. Specifically, we were aware that Earley Town Council was seeking new noise barriers on the northern side of the scheme between junctions 10 and 11. 1.3 We were heartened by the publication of the Statement of Common Ground (SOCG) between Earley Town Council and Highways England, in which the Town Council accepted that there would be no significant adverse noise impact from the scheme. The SOCG also, most helpfully, confirmed what is shown on the proposal maps: that the only new noise barriers proposed in or close to the parish of Arborfield and Newland are two short lengths across Mill Lane underbridge. We were not, therefore proposing to trouble the Examining Authority further. 1.4 However it has come to light that individual Councillors from Early may still wish to appear at the Examination and press for additional noise barrier. This is a matter of great concern to our residents living with in the noise envelope of the M4 motorway, and they have asked us to intervene on their behalf. 1.5 Rather than generate further work for the Council, -

On [ ] 2018 Wokingham Borough Council (the “Council” and the “Acquiring Authority”) resolved to make the Wokingham Borough Council (Arborfield Cross Relief Road) Compulsory Purchase Order 2018 (the “Order”) to acquire land and interests over land within the Arborfield area and to enable the delivery of a new relief road known as the Arborfield Cross Relief Road (the “ACRR”). 1.2. The Order is made pursuant to sections 239, 240, 246, 250 and 260 of the Highways Act 1980 (the “1980 Act”) for the acquisition of all interests (except mining interests and others specifically excluded) in the land shown coloured pink (the “Order Land") on the plan attached to the Order (the “Order Plan”), and as described in the Schedule to the Order. The land proposed to be acquired pursuant to the Order is also described in greater detail in section 2 below. Further detail as to the powers under which the Order is made are found in section 3 below. 1.3. The Order Land is split into fields, supporting both arable and pasture farming, interspersed with a number of small woodland blocks. The Order Land is described further in section 2 of this Statement of Reasons. 1.4. The Order is being sought so that the Council can assemble in its ownership the Order Land to facilitate and enable the construction, on schedule, of a new section of highway linking the A327 Reading Road in the north and the A327 Eversley Road in the south east, along with associated necessary works (the “Scheme”). -

Northington Northington 1.0 PARISH Northington, now includes Swarraton (Map 1) 2.0 HUNDRED Micheldever 3.0 NGR 456430 137360 4.0 GEOLOGY Upper Chalk 5.0 SITE CONTEXT (Map 2) The Candover, a tributary stream enters the river Itchen from the north, just 1km west of New Alresford. This stream has attracted a number of settlements, one of which is Northington. The C19 parish church of St John the Evangelist stands at 100m AOD and the rest of this settlement spreads east downwards from here to the stream at 80m AOD. Wthin 200m south of the church is the northern bound of Grange Park, a feature that occupies almost a quarter of the parish. The Modern settlement of Swarraton, on the east side of the Candover, is now a part of an enlarged Northington. 6.0 PLAN TYPE & DESCRIPTION (Maps 3, 4 and 5) Deserted medieval settlement 6.1 The present settlement of Northington comprises C19 and C20 houses that are arranged in a regular row (east / west) along the south side of Northington Hill Lane. These buildings give little indication of the medieval layout of the settlement. Beresford and Hurst (1971: 188) have classified Northington as a Deserted Medievaal Settlement and there are a number of archaeological features that support this hypothesis. HTS (1: 213) identifies the site of the medieval settlement as being south of the Modern settlement at 456600 137200, where two fixed banks and the line of an old road can be seen. Earthworks have also been noted on the north side of Northington Hill (see paragraph 11.0, nos 1 and 2). -

The attractive landscape comprising farmland and woodland is punctuated with small settlements, hamlets and individual dwellings. Together these settlements form the vibrant modern community of Arborfield with many active societies and activities focused on a small number of centres. We don’t yet know when they will be back to try again but this will undoubtedly require a further road closure when it happens. MAIN ROAD FOOLOW - DERBYSHIRE COUNTY COUNCIL TEMPORARY ROAD CLOSURE From the 9th July 2020 to 10th July 2020 at Spread Eagle House (i.e. the eastern end of the village) and 70 metres east from junction with Bradshaw Lane. To facilitate carriageway repairs from a burst water pipe. ALTERNATIVE ROUTE: B6049, A623, Bakewell Road, Housley Road, Great Hucklow and vice versa. Access will be maintained, whenever reasonably possible, on the affected length of road. GARDEN WASTE COLLECTIONS - DERBYSHIRE DALES DISTRICT COUNCIL Garden waste collections have now recommenced. DDDC’s new Emergency Committee met for the first time on 21 May, agreeing to put in place measures to enable garden waste collections to re-start in the district from June 1st. -

GREAT HUCKLOW, GRINDLOW, WINDMILL, LITTLE HUCKLOW AND COPLOWDALE PARISH COUNCIL CO-OPTION TO VACANCIES POLICY (Adopted 22 5 17) 1. Introduction 1.1 Although the process for co-option to vacancies of local councils is not prescribed in law, NALC’s Legal Briefing L15-08 (Original date of issue: 23 July 2008 Re- issue: 7 May 2015) provides guidance. 1.2 Of paramount importance is that all applicants are treated alike so that arrangements are seen as open, fair and transparent. This policy sets out the process to be followed by Great Hucklow, Grindlow, Windmill, Little Hucklow and Coplowdale Parish Council when co-option is under consideration. 1.3 Whenever the need for co-option arises, the Parish Council will seek and encourage applications from anyone who is eligible to stand as a Parish Councillor. Councillors and parishioners can legally approach individuals to suggest they might wish to consider putting their names forward for co-option and encouraging them to register their expression of interest. 1.4 The Parish Council is not obliged to co-opt to fill any vacancy. Even if the Council invites applications for co-option, it is not obliged to select anyone from the candidates who apply. 1.5 Any candidate(s) found to be offering inducements or any kind or undue pressure will be disqualified. 1.6 However, it is not desirable that electors of the Parish be left partially or unrepresented for a significant length of time; neither does it contribute to the effective and efficient working of the Parish Council if there are insufficient Councillors to share the workload equitably, provide a broad cross-section of skills and interests, or to achieve meeting quorums without difficulty, given that some absence is unavoidable at times.
