RESOLUTION DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR’S DESIGNEE TO NEGOTIATE AND, TO THE EXTENT POSSIBLE, EXECUTE A SISTER CITY AGREEMENT WITH MANAUS, BRAZIL, SISTER SEAPORT AGREEMENTS WITH THE FOLLOWING SEAPORTS: (1) THE PORT OF MANAUS, BRAZIL, (2) THE LETICIA COLOMBIA CRUISE PORT, COLOMBIA, (3) PORT OF PUCALLPA, PERU, (4) PORT OF ASUNCION, PARAGUAY, (5) PORT OF PARANAGUA, BRAZIL, (6) PORTO VELHO, BRAZIL, (7) PORT OF CORUMBA, BRAZIL, (8) PUERTO ROSARIO, ARGENTINA; AND (9) PORT OF GUAYAQUIL, ECUADOR, AND SISTER AIRPORT AGREEMENTS WITH THE FOLLOWING AIRPORTS: (1) MANAUS INTERNATIONAL AIRPORT IN MANAUS, BRAZIL, (2) CORONEL FAP FRANCISCO SECADA VIGNETTA INTERNATIONAL AIRPORT SERVING IQUITOS, PERU, (3) ASUCION SILVIO PETTIROSSI INTERNATIONAL AIRPORT SERVING ASUCION, PARAGUAY, (4) ISLAS MALVINAS INTERNATIONAL AIRPORT SERVING ROSARIO, ARGENTINA, (5) AFONSO PENA INTERNATIONAL AIRPORT SERVING CURITIBA, BRAZIL, (6) CESAR BOMBONATO AIRPORT SERVING UBERLANDIA, BRAZIL, AND (7) VIRU INTERNATIONAL AIRPORT SERVING SANTA CRUZ, BOLIVIA; AND DIRECTING THE COUNTY MAYOR OR COUNTY MAYOR’S DESIGNEE TO PROVIDE A REPORT TO THIS BOARD

WHEREAS, it is economically and culturally beneficial to establish affiliations between

Miami-Dade County, Florida (the “County”) and other , airports, and ports throughout the ; and

WHEREAS, a sister cities relationship is a long-term cooperative relationship between two cities in different countries through which cultural, educational, business, and technical exchanges take place; and

WHEREAS, Sister Cities International is an international nonprofit organization created at President Dwight D. Eisenhower’s 1956 White House summit on citizen diplomacy, where he envisioned a network that would be a champion for prosperity and peace by fostering bonds between people from different communities around the world; and

WHEREAS, Sister Cities International recommends formalizing a sister cities relationship through execution of a memorandum of understanding between the two communities; and

WHEREAS, in 1981, the -Dade Sister Cities Program (the “Program”) was founded by the Board of County Commissioners (the “Board”); and

WHEREAS, the Program has established Sister Cities relationships with approximately

25 cities in South America, Central America, the Caribbean, , , and ; and

WHEREAS, the Program has developed innovative projects, furthered international cooperation and understanding between the County and our respective sister cities, and helped to promote the County’s position as the Gateway to the ; and

WHEREAS, recognizing that trade and are a significant portion of the County’s economy and that of many other jurisdictions, in 1998, the Board passed a resolution establishing

PortMiami’s International Sister Seaports Program; and

WHEREAS, since then, PortMiami has entered into numerous Sister Seaport Agreements; and

WHEREAS, in addition, this Board has approved the execution of many Sister Airport

Agreements since as early as 1989; and

WHEREAS, as a result of the great benefits in trade, tourism, cooperation, and understanding brought by sister cities, seaports, and airports, the County would like to direct the

County Mayor or County Mayor’s designee to negotiate, and to the extent possible, execute a

Sister City Agreement with Manaus, Brazil, Sister Seaport Agreements with the following seaports: (1) the Port of Manaus, Brazil; (2) The Leticia Colombia Cruise Port, Colombia; (3) Port of Pucallpa, Peru; (4) Port of Asuncion, Paraguay; (5) Port of Paranagua, Brazil; (6) Porto Velho,

Brazil; (7) Port of Corumba, Brazil; (8) Puerto Rosario, Argentina; and (9) Port of Guayaquil,

Ecuador, and Sister Airport Agreements with the following airports: (1) Manaus International

Airport in Manaus, Brazil; (2) Coronel FAP Francisco Secada Vignetta International Airport serving Iquitos, Peru; (3) Asucion Silvio Pettirossi International Airport serving Asucion,

Paraguay; (4) Islas Malvinas International Airport serving Rosario, Argentina; (5) Afonso Pena

International Airport serving Curitiba, Brazil; (6) Cesar Bombonato Airport serving Uberlandia,

Brazil; and (7) Viru International Airport serving Santa Cruz, Bolivia; and

WHEREAS, the County and each of the potential sister city, seaports, and airports are gateways to other regions,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY

COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that this Board:

Section 1. Directs the County Mayor or County Mayor’s designee to negotiate, and to the extent possible, execute a Sister City Agreement with Manaus, Brazil.

Section 2. Directs the County Mayor or County Mayor’s designee to negotiate, and to the extent possible execute Sister Seaport Agreements with the following ports: (1) the Port of

Manaus, Brazil; (2) The Leticia Colombia Cruise Port, Colombia; (3) Port of Pucallpa, Peru; (4)

Port of Asuncion, Paraguay; (5) Port of Paranagua, Brazil; (6) Porto Velho, Brazil; (7) Port of

Corumba, Brazil; (8) Puerto Rosario, Argentina; and (9) Port of Guayaquil, Ecuador.

Section 3. Directs the County Mayor or County Mayor’s designee to negotiate, and to the extent possible execute Sister Airport Agreements with the following airports: (1) Manaus

International Airport in Manaus, Brazil; (2) Coronel FAP Francisco Secada Vignetta International

Airport serving Iquitos, Peru; (3) Asucion Silvio Pettirossi International Airport serving Asucion,

Paraguay; (4) Islas Malvinas International Airport serving Rosario, Argentina; (5) Afonso Pena

International Airport serving Curitiba, Brazil; (6) Cesar Bombonato Airport serving Uberlandia,

Brazil; and (7) Viru International Airport serving Santa Cruz, Bolivia.

Section 4. Directs the County Mayor or County Mayor’s designee to provide a report to this Board within 60 days of the effective date of this resolution regarding the status of the negotiation and execution of the agreements in sections 1, 2 and 3 above, and place the completed report on an agenda of the Board pursuant to Ordinance No. 14-65.

The Prime Sponsor of the foregoing resolution is Senator Javier D. Souto. It was offered by Commissioner , who moved its adoption. The motion was seconded by Commissioner and upon being put to a vote, the vote was as follows:

The Chairperson thereupon declared this resolution duly passed and adopted this 6th day of October, 2020. This resolution shall become effective upon the earlier of (1) 10 days after the date of its adoption unless vetoed by the County Mayor, and if vetoed, shall become effective only upon an override by this Board, or (2) approval by the County Mayor of this resolution and the filing of this approval with the Clerk of the Board.
