If the problem still persists, the same should be reported to S.A. (s/w Testing)/S.A. (LT billing). In case of non receipt of Program files should be reported to Dy. General Manager. 1.The Maharashtra State Regulatory Commision has formulated and notified the MERC (Net Metering for Solar Rooftop Systems) Regulations, 2015 on 10th Sep 2015. Accordingly Commercial Circular No. 258 under reference 2 is released. Following methodology will be used for billing.

i. As per provisions consumer can have either Net Meter, or pair of meters, one for recording the import and other for recording the export of electricity.

ii. Consumers eligible for TOD tariff should have TOD Net Meter installed.

iii. Consumers not eligible for TOD tariff may have TOD or Non-TOD Net Meter installed.

iv. Following components will be shown on bill separately : i.The quantum of electricity units exported by the eligible consumer ii.The quantum of electricity units imported by the eligible consumer iii.The net quantum of electricity units billed for payment by the eligible consumer.

v. If the quantum of electricity units imported exceeds the quantum exported during the billing period, bill will be raised for net electricity consumption after adjusting the credited units.

vi. If the quantum of electricity units exported exceeds the quantum imported during the billing period, the excess quantum will be carried forward to the next billing cycle.

vii. In case the consumer is eligible for TOD tariff, the consumption in each TOD slot will be first compensated with units injected in corresponding TOD slot. Any injection over and above the consumption in a TOD slot will be accounted as if the excess injection had occurred during off-peak hours i.e. during A zone only. Examples are given below

viii. The unadjusted net credited units as at the end of each financial year will be purchased by MSEDCL at its Average Cost of Power Purchase as approved by the commision for that year. The credit of the same will be passed in the immediate succeeding billing cycle i.e. in first billing cycle of financial year (i.e. April in case of monthly billing) and the cumulative quantum of injected electricity carried forward will be re-set to zero.

ix. In case of consumer is disconnected, unadjusted banked units will be treated as lapsed and will not be carry forwarded.

There is no change in computation of Billing Demand. xii. Power Factor will be computed on units before adjusting export units. xiii. Net units used for billing will be shown as sale in MIS and all other reports. For purpose of Energy Audit units before adjusting export units will be considered.

LT Billing application is modified as a. Two Meter type code are added/updated for TOD/Non TOD solar rooftop export meter.
