North East Community Assembly

Burngreave ward plan: 2010 - 11

Covering the neighbourhoods of , Firshill, Shirecliffe, Abbeyfield, Crabtree, Wensley Woodside, Ellesmere, Carwood Fir Vale, Page Hall, Norwood and Bishopholme

- 1 - Based on what you told us, last year’s Community plan set out some key things which the Assembly wanted to make happen in ward before April 2011.

Priorities haven’t changed since last year.

This plan shows how the Assembly can use its budgets and influence to make some real improvements in 2010 -11.

1. You told us that you felt some parts of the area looked untidy, uncared for, dilapidated and strewn with rubbish and litter. The Assembly will take a number of measures to make a visible difference to brighten up streets in the area and improve maintenance .

How did we make a difference in Burngreave last year? • We funded 4 extra Bring Out Your Rubbish days • We funded our own Neighbourhood Environmental Action Team to tackle a number of environmental projects across the area • We funded a pilot project to prune back overgrown street trees • We purchased a mobile surveillance camera to catch fly-tippers • We extended the Garden Pledge scheme to help people in privately-owned houses

Using funding from this year’s ward budgets we will • Carry out more pruning work on up to10 street trees in the worst affected streets • Pay for another 5 extra Bring Out Your Rubbish days • Launch a major project to tackle long term problems of environmental maintenance on local estates, employing a half time NEAT team just for Burngreave, starting with Carwood and then moving across the ward • Relaunch the ‘Street Champions’ project, encouraging volunteers to monitor and report environmental maintenance problems in their area

Burngreave will benefit from projects which have been proposed for the Assembly area as a whole • Use of the Assembly’s half time NEAT environmental team • Funding for hanging baskets and flower troughs at Fir Vale, Upwell St, Burngreave Rd, Ellesmere Green and Shirecliffe Road. • Local review of the effectiveness of new recycling arrangements

In the next year, Shiregreen/ Brightside ward councillors have asked for action to be taken to • Support people to take an interest in sustainable gardening, linked to the Carwood environmental project.

- 2 - 2. You told us that you think that the quality of local parks and green spaces should be a top priority for the Assembly. We will take a range of actions to improve the maintenance of parks and green spaces, attract new investment in facilities and increase the number of residents actively involved

How did we make a difference last year? • We provided active support for the campaign for better maintenance of Burngreave Cemetery • We funded extra security patrols in Busk Park by the North Homes Area Neighbourhood Wardens

Using funding from this year’s ward budgets we will • Give match funding to complete the refurbishment of Burngreave Recreation ground

Burngreave will benefit from projects which have been proposed for the Assembly area as a whole • A new local Green Spaces Forum to support Friends groups • Encouraging community food growing on areas of underused land

In the next year, Burngreave ward councillors have asked for action to be taken to • Protect Smithies Field as an ‘Area of Natural History Interest’ and investigate its potential development as a ‘Village Green’ • Continue the development of Denholme and Ellesmere community parks • Develop maintenance plans for all green spaces in the ward to bring them up to the standard • Progress plans to designate Parkwood Springs as a Country Park

3. Local people told us that a sense of community, and local community organisations, are very important to the area. We will provide financial support for community groups and festivals, celebrate the work of volunteers, work to ensure local people have access to community buildings and sponsor projects which develop a common sense of identity in neighbourhoods.

How did we make a difference last year? • We paid out over £2,600 community chest grants to 21 local groups • We funded community festivals at Fir Vale, Abbeyfield, and Parkwood • We sponsored festive lighting around Ellesmere Green • We successfully campaigned for the re-opening of Carwood meeting rooms • We sponsored the Library Service to open Burngreave Library on a Saturday afternoon, which has now been mostly underwritten by mainstream funding

Using this year’s ward budgets we will fund • £10,000 in community chest grants for allocation to local groups • a project based at Parkwood School, to build better links between the generations, and promote pride and understanding in the cultural heritage of all communities

- 3 - • the insurance for equipment at the Old Library so that user groups can continue their activities • provide contact points in three key community organisations at Shirecliffe, Fir Vale and Spital Hill to build better working links between the Community Assembly and people in local neighbourhoods. • give grants for community-based carbon reduction schemes from the Climate Change pot

Burngreave will benefit from projects which have been proposed for the Assembly area as a whole • New Christmas lighting on Shirecliffe Road and Herries roundabout • New Years Honours event to celebrate the work of volunteers • Extended circulation of the Messenger community newspaper

In the next year, Burngreave ward councillors have asked for action to be taken to • develop a plan to make more use of Verdon St Recreation Centre and ensure its long term sustainability • develop positive action to overcome problems and build links between the different communities living in Fir Vale

4. You told us that children and young people in our area did not have enough to do outside school hours. We have funded extra activities and are working with partners towards increasing the range of resources available for all young people aged 8 -19

How did we make a difference last year? • We provided funding for an Activity Sheffield team to organise out of school activities for young people • We set up a pilot project to give free swimming vouchers to under 16s

Burngreave will benefit from projects which have been proposed for the Assembly area as a whole • a ward-based Activity Sheffield worker, organising out of school and holiday activities for young people and the wider community • Free vouchers for swimming and activities for under 16s and over 60s • funding for local groups from the Youth Opportunities Fund and Kids Can do grants schemes

In the next year, Burngreave councillors have asked for action to be taken to • Investigate whether more use can be made of Fir Vale school playing fields during the school holidays • Support the local youth network in Burngreave to enable out-of-school and holiday activity provision for children and young people to be properly planned and co- ordinated

- 4 - 5. You told us that there were hotspots in the area where you did not feel safe. We will work with our partners to take positive measures to improve your sense of security

How did we make a difference last year? • We worked with the Safer Neighbourhood Police team to resolve problems brought to PACT and NAG meetings • We bought 2 mobile speed warning signs to reduce danger from speeding cars on the worst affected roads in the ward

Using funding from this year’s ward budgets we will • continue the extra Neighbourhood Warden patrols in Busk Park subject to a review after 6 months

In the next year, Assembly councillors have asked for action to be taken to • maximise the use of mobile CCTV cameras to deter anti-social behaviour and enviro- crime in hotspots on local estates • develop the current ‘walkabouts’ on Sheffield Homes estates to improve the monitoring and reporting of nuisance and anti-social behaviour

6. You told us about your frustrations with the state of local roads and pavements and gave us some useful suggestions for how these could be improved. Sheffield City Council will carry out work to bring all roads and pavements in the city up to an improved standard by 2018. However, the Assembly will be able to fund some improvements from its highways budgets

How did we make a difference last year? • We allocated funding to finish the car park at Clun St • We bought 2 mobile speed warning signs for use on roads in Burngreave ward

Using funding from this year’s ward budgets we will • Fund bollards on Road to reduce danger from parking outside shops • Carry out small schemes to improve access to GPs surgeries, elderly persons housing and shopping centres • Pay for traffic regulation orders to stop nuisance parking at Herries Rd/Longley Lane and protect disabled parking bays outside Herries Rd shopping area

Burngreave will benefit from projects which have been funded from the Assembly- wide budget • use of Winter Clean Up funding to provide more grit bins • ‘Travel 4 Life’, ‘Bike It’ and ‘Drive for Life’ projects - to change behaviour and reduce accidents among children and young people

In the next year, Burngreave ward councillors have asked for • Regular meetings with representatives from SYPTE and bus operators to discuss issues relating to bus services in the area

Burngreave ward councillors will use their influence to work with partners on other priorities which are very important to the area including:

• Improving local housing and the built environment

• Reducing health inequalities: adding years to life and life to years

• Getting people into work and out of poverty

• Build on improvements in educational attainment, improve aspiration, and reduce school exclusions

Councillors will use public ward meetings to provide regular updates to local people on the key issues arising from these priorities.
