Executive Summary Section 305(b) of the Federal Clean Water Act (CWA) requires each State to monitor, assess and report on the quality of its waters relative to designated uses established by the State’s Water Quality Standards (CT WQS 2002b). This process is the principal means by which States report on water quality and the extent of water quality impairments to the United States Environmental Protection Agency (US EPA), the United States Congress, and the general public. States submit 305(b) reports biennially to US EPA, where the information is compiled into a national summary, the National Water Quality Inventory (US EPA 2002). An electronic report of Connecticut’s assessment database was provided to US EPA separately. This written report fulfils the Federal requirement for a narrative report. Section 303(d) of the CWA requires States to list all waters not meeting water quality standards and to prioritize those waters for management. Prior to 2002, the Connecticut 305(b) and 303(d) reports were separate documents, as was the case for most States. Following guidance issued by US EPA in 2001, CT DEP developed a Consolidated Assessment and Listing Methodology (CT CALM, CT DEP 2002e and 2004b), which effectively unified and documented protocols for the assessment of waters for both sections of the CWA. Impaired waters listed under Section 303(d) are now generated as a subset of all waters assessed under Section 305(b), using the CT CALM. The 2004 303(d) List or 2004 List of Connecticut Waterbodies Not Meeting Water Quality Standards (CT DEP 2004a) is printed as a separate document. The CT CALM (2004b) comprises Chapter 4 of this report. Geographic Coverage In 2001, the CT DEP completed a five-year rotating basin strategy for statewide monitoring in wadeable streams and rivers (CT DEP 1999). One or more major basins were targeted for monitoring each year during the five-year cycle. This allowed CT DEP to increase the miles of assessed perennial streams from 15% to more than 25%. Assessment information obtained during the full basin rotation was reported in the 2002 305(b) Report. Despite gains in monitored miles, this type of focused monitoring cannot be extrapolated to achieve the CWA goal to provide a “description of the quality of all navigable waters of the State”. To work toward the comprehensive assessment goal, CT DEP, with funding and cooperation from US EPA Region I, conducted a pilot statewide probabilistic monitoring effort in wadeable steams during 2002 and 2003. Through this approach, a statistically valid sample of streams was monitored to represent conditions of all wadeable streams in the State. During this two-year period, the rotating basin approach was suspended, although some focused monitoring was still conducted at reference sites, in rivers with known problems, and as intensive monitoring prior to and following Total Maximum Daily Load (TMDL) implementation. Because laboratory and data analyses have not been completed for all probabilistic sites, a full statistical analysis and extrapolation to all wadeable streams will not be done until the 2006 305(b) Report. For this report, data from probabilistic sites and any targeted monitoring conducted during 2002 and 2003 were incorporated into stream assessments on a segment-by- segment basis. Where no new information was available, river assessments remain the same as 1-1 for the 2002 305(b) Report.

    Ashaway River Watershed Description This TMDL applies to the Ashaway River assessment unit Assessment Unit Facts (RI0008039R-02A), a 1.8-mile long stream located in (RI0008039R-02A) Hopkinton, RI (Figure 1). The Town of Hopkinton is Town: Hopkinton located in the southwestern corner of the state and is Impaired Segment bordered by Connecticut to the east and Westerly, RI, to Length: 1.8 miles the south. The Ashaway River is located in the Classification: Class A southwestern section of town along the Connecticut border. Direct Watershed: 28.2 mi2 (18060 acres) The Ashaway River watershed is presented in Figure 2 Imperious Cover: < 1% with land use types indicated. Watershed Planning Area: Wood – Pawcatuck The Ashaway River begins at the confluence of Parmenter (#23) Brook and the Green Fall River in the southwestern section of Hopkinton, near Route 216. The brook flows south parallel to Laurel Street through a residential area before it empties into the Pawcatuck River along the Connecticut border. The Ashaway River watershed covers 28.2 square miles in both Rhode Island and Connecticut, with the majority of the watershed located in Connecticut. Non-developed areas occupy a large portion (84%) of the watershed. Developed uses (including residential and commercial uses) occupy approximately 5%. Agricultural land uses occupy 7% and wetlands and other surface waters occupy 4%. Mr. Triana, the RWA’s Real Estate Manager, led a discussion on the history of Lake Gaillard, which included: 1924 Appraisal Historical farms and houses Rhine Valley Dam construction East Dike Water storage and supply Gouidin Y. Gaillard Wildlife At 5:41 p.m., Mr. Levine entered the meeting. Mr. Triana reported that the lake was named after Gouidin Y. Gaillard who was appointed to the board in 1916 and served until his death in 1959. In 1924, he was appointed as president of the company to succeed his father-in-law Eli Whitney III and served until 1954. He also reported that the Lake Gaillard dam construction was completed in 1924. The reservoir currently holds 15 billion gallons of water of which 13 billion gallons is available for water supply.

BROODSTOCK ATLANTIC SALMON. Salmon stocking began during the third week of October (in Mount Tom Pond in the west and Crystal Lake in the east); later than anticipated because water temperatures were too warm during September and early October. This fall, the Fisheries Division will stock close to 1,020 Atlantic Salmon broodstock (up from 852 in 2018). The last of the post spawn stockings (approximately 220 salmon in all), will be completed in mid- December. These later stocked fish were all be stocked into the Naugatuck and Shetucket rivers and they average 7-10 lb./fish with some even larger (up to 15 lbs. Most of the 799 salmon stocked earlier this fall were age 2+ weighing between 2-5 lbs. each. In total this fall, Crystal Lake (Ellington) and Mount Tom Pond each received 50 fish; and close to 460 salmon will be stocked into both the Naugatuck Shetucket rivers. TROUT STOCKING. Low flows and warm early fall water temperatures hampered fall stocking efforts in rivers, streams, lakes, and ponds throughout the State. Nonetheless, approximately 79,500 (compared to 55,700 last fall) trout were stocked this fall; including 1,000 trophy-size Survivor Brown Trout, 2,250 trophy-size Cortland Brown Trout, 12,000 trophy-size Rainbow Trout, 3,000 fingerling (7 inch) Survivor Brown Trout, 700 trophy-size Brook Trout (average 3 lbs.), 3,000 adult Survivor Brown Trout, 57,550 adult Rainbow, and a mix of 36 large Broodstock rainbows and browns (approx.
