Perez Officer-In-Charge Household Statistics Department ISSN 0117-1453 FOREWORD One main factor to consider in achieving development in a country, whether social or economic, is the population. The government makes plans and programs for the achievement of a better quality of life for the people. These programs include better health services, adequate nutrition, free education, housing for all, and social welfare for the needy. These programs can only be achieved, however, if there are sufficient and reliable data as bases for planning. The Census of Population and Housing (CPH) is one of the major activities undertaken by the National Statistics Office (NSO) every ten years. It takes an inventory of the total population of the country and a stock of the housing units, not to mention other demographic and housing characteristics that can provide the necessary data to planners. This report is the first of two parts of the provincial publication for the 2000 CPH that was conducted on May 1, 2000. Demographic data presented herein consist of population distribution according to age, sex, marital status, religious affiliation, disability, education, ethnicity, residence five years ago, household size, overseas workers, citizenship, literacy, place of school, language or dialect generally spoken, ever married women, number of children ever born, and age at first marriage. Housing data include type of building, structural characteristics, state of repair, floor area, tenure status of house and lot, mode of acquisition, sources of financing and monthly rental of the housing unit, land ownership, fuel used for lighting and cooking, source of water, kind of toilet facility, manner of garbage disposal, and presence of household conveniences. Part two publication will include data generated from both common and sample census questionnaires but with urban-rural breakdown. NSO acknowledges all government agencies as well as private entities which contributed their invaluable assistance and support to make the Census 2000 undertaking a success. The same is accorded to each and every household in the country for being a witness to the success of the Census: true to its slogan, “Census 2000, Count Me In!!!”. CARMELITA N. ERICTA Administrator Manila, Philippines January 2003 iii CENSUS 2000 EXPLANATORYEXPLANATORY NOTENOTE Introduction In May and June 2000, the National Statistics Office (NSO) conducted the 2000 Census of Population and Housing, more popularly known as Census 2000. This nationwide undertaking is the 11th population census and the 5th housing census conducted in the country. The Census 2000 is designed to take an inventory of the total population in the Philippines and to collect information about their characteristics. The data provides an updated basis for the apportionment of the Internal Revenue Allocation (IRA) to local government units and for the creation of new legislative areas such as regions, provinces, municipalities and barangays, or the conversion of a municipality into a city. The census of population is the source of information on the size and distribution of the population as well as the information about the demographic, social, economic, and cultural characteristics. This information is vital for making rational plans and programs for development. Pursuant to the provision of Batas Pambansa Blg. 72, a final report on the population count and number of households by barangay was submitted to the President and declared official for all purposes under Proclamation No. 28 dated April 18, 2001. Authority for Conducting the Census 2000 Under Commonwealth Act No. 591, the Bureau of the Census and Statistics (now National Statistics Office) is authorized to prepare and undertake all censuses of population, agriculture, industry and commerce. Batas Pambansa Blg. 72, which was passed on June 11, 1980, further accorded the NSO the authority to conduct population censuses every ten years beginning in 1980 without prejudice to the undertaking of special censuses on agriculture, industry, commerce, housing and other sectors as may be approved by the National Economic and Development Authority (NEDA). National Statistics Office ix CENSUS 2000 Moreover, Executive Order No. 121, otherwise “. Census Coordinating Boards For the Census 2000, the creation of Provincial Census Coordinating Board (PCCB) and City/Municipal Census Coordinating Board (C/MCCB) was authorized by NSCB Resolution No. 4 Series of 1999. The Provincial Statistics Officer (PSO) and District Statistics Officer (DSO) were responsible for organizing the PCCB and C/MCCB, respectively. These boards assisted the NSO field staff in the conduct of the census at the sub-national levels. The Provincial Governor was the Chairperson of the Provincial Census Coordinating Board with the Division Superintendent of the Department of Education, Culture and Sports (DECS) as Vice Chairman. The District Highway Engineer, Provincial Commander/Director, Provincial Planning and Development Officer, Provincial Assessor, Provincial Agriculturist, Provincial Population Officer, Provincial Environment and Natural Resources Officer and three representatives from the private sector served as members. The Provincial Statistics Officer of the NSO acted as the Executive Officer of the PCCB. The City/Municipal Census Coordinating Board was chaired by the City/ Municipal Mayor. The DECS District Supervisor or Supervising Principal, Station Commander, Municipal Civil Registrar, Municipal Planning and Development Officer, and a representative from the private sector acted as members. The District Statistics Officer/Statistical Coordination Officer of the NSO served as Executive Officer of the C/MCCB. “…the creation of PCCB and C/ MCCB was authorized by NSCB Resolution No. 4 Series of 1999.” x National Statistics Office CENSUS 2000 Census 2000 Field Organization The National Statistics Office (NSO) is the agency mandated to formulate and execute plans to undertake the Census 2000. All matters pertaining to Census 2000 were coordinated and monitored by the Household Statistics Department (HSD), under the direction and instructions of the Administrator. The planning and preparatory activities for all aspects of the census were undertaken by the HSD in close coordination with the Information Resources Department (IRD) and General Administration Department (GAD). A Steering Committee for Census 2000 provided directions on the major activities of the nationwide undertaking, chaired by the Administrator and co-chaired by the Deputy Administrator. It was comprised of the directors of HSD, GAD, IRD and Industry and Trade Statistics Department (ITSD); division chiefs of HSD; Regional Director of NCR as Field Representative; and the NSO Legal Officer. The Demographic and Social Statistics Division (DSSD) of HSD served as Secretariat to the Steering Committee. During the census operations and until the submission of the population counts by barangay to the Office of the President of the Philippines, the CPS 2000 served as the monitoring, communication and action center. The Data Capture Center (DCC), in charge of computer processing for the Census 2000, was set up in four selected NSO regional centers under the direct and technical supervision of IRD in consultation with HSD. The respective Regional Directors exercised administrative supervision over the DCC operations. The Director of IRD, assisted by the Census 2000 Data Capture Center Project Staff (DCC 2000) ensured the smooth flow of Census 2000 Data Processing and was responsible for the supervision of the data capture areas. National Statistics Office xi CENSUS 2000 The Regional Director (RD) was the overall supervisor in his/ her region and was assisted by the Census 2000 Regional Project Staff (RPS 2000). The RD was responsible for the coordination, monitoring and supervision of activities in all the provinces of his/her region. The Provincial Statistics Officer (PSO) together with the Census 2000 Provincial Project Staff was responsible for the allocation and control of census forms, Quick Count operations as well as the

    CHAPTER V BUAYAN TO GENERAL SANTOS: MORE THAN JUST PHYSICAL CHANGE This chapter deals with the post-war changes of the settlement area of Koronadal Valley found in the Municipal District of Buayan until it became a city two decades after the end of World War II . Discussed in the early part is the initial phase of recovery made difficult by NLSA’s failure to provide leadership during these difficult times and a calamity of unbelievable proportion which befell Cotabato province lasting for almost a decade. Amidst the challenges of the post-war period, Buayan, propelled by its inherent geographic advantage and the established pattern of peaceful interaction between the Christian settlers and the original inhabitants, was able to recover sufficiently to start the process of qualitative growth and development. Nonetheless, the continuous pouring in of Christian settlers into the area led to the transformation of the hitherto extension of the Magindanao world into a predominantly Christian territory. While generally peaceful, any change is usually accompanied by tension. But as of the sixties, land conflicts, bombings, kidnappings, and the like that characterize 21st century reality were not part as yet of the Mindanao horizon. In the South Cotabato world, the period after the war until 1967 was characterized by optimism expressed by the term "boom-town-in-the-making." Such upbeat tempo of the former Buayan was the mode of the day despite the tremendous difficulties faced by the inhabitants of the area immediately after the war. A.     CHAPTER IV THE JAPANESE INTERREGNUM, 1942-1945 This chapter deals with the Japanese occupation of Koronadal Valley. An alien invading force would radically change the direction of developmental process in Koronadal Valley, particularly Buayan. From an envisioned agricultural settlement serving a major function for the Commonwealth government, Koronadal Valley was transformed into a local entity whose future direction would be determined by the people no longer in accordance with the objectives for which it was established but in accordance with the dynamics of growth in response to changing times. It is ironic that an event that was calamitous in itself would provide the libertarian condition to liberate Koronadal Valley from the limiting confines of Commonwealth Act No. 441. But more than structural change, the Japanese interlude put to test the new community. The sudden departure from the scene of the two titans of the community - General Paulino Santos and Mayor Abedin - raised the urgent need for the people left behind to take stock of themselves and respond to the difficult times sans the guiding hands of its leaders. A. The Southward Thrust of Japan to Mindanao To the people of the valley, the war was received with shock, fear and trepidation. It was like a thief in the night coming when everybody was unprepared. One settler recalled: “We were afraid when we heard over the radio that the Japanese are coming. We immediately evacuated and left behind our farms and animals. We hid in the mountains of Palkan, proceeding to Glamang and then to Kiamba. Our hunger drove us to dig sweet potatoes from the farms that we passed by.

Flood modeling studies in many countries today is not anymore new for the purpose of forecasting, early warning purposes and disaster management of the local government and other disaster agencies. However, with the limitation of the hydrologic data (rainfall and discharge data) for the flood simulation, morphometric information of the river is the auxiliary to understand the flood potential of the river basin. Silway River Basin in Mindanao, Philippines is one of the four major river basins that flows towards General Santos City before discharging into the Sarangani Bay with a drainage area of 63,758 hectares. Among the four major river basins, Silway River Basin poses a greatest risk to the communities downstream when it comes to flooding. Consuming the 10 meter resolution SAR-DEM, the drainage system of the river basin was delineated in ArcMap 10.1 with the aid of HEC-GeoHMS. Ratio values of elongation (0.90), form factor (0.63) and circularity (0.26) indicated of very low relief and oval in shape. Compact and ovoid shape results to high peak of discharge and runoff during high rainfall events.

About this Document The Sustainable Fisheries Management Plan for the Sarangani Bay and Sulawesi Sea is an Ecosystem Approach to Fisheries Management (EAFM) Plan for the the Sarangani Bay and parts of the Sulawesi Sea that comprise the provinces of South Cotabato, Sarangani, and Sultan Kudarat, including Cotabato City and General Santos City (SOCCSKARGEN)—also known as Region 12 in the Philippines’ 16 administrative regions. This document is intended to provide a framework for fisheries management within the Sarangani Bay-Sulawesi corridor for adoption and implementation by relevant governmental agencies, local government units, non-governmental partners, academic and research institutions, and the fishing industry sector that altogether will benefit from effective fisheries management and biodiversity conservation in SOCCSKSARGEN and other regions of the Philippines.
