ABSTRACT Cuddalore District ABSTRACT Cuddalore District – Division of the existing Kattumannarkoil, Keerapalayam and Kammapuram Panchayat Unions - Formation of new Panchayat Union with the head quarter of Srimushnam – Notification under sub-section (3) and clause (i) of sub section (4) of section 15 of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994)– Orders – Issued.. -------------------------------------------------------------------------------------------------------------- Rural Development and Panchayat Raj (PR-II) Department G.O. (Ms) No.97 Dated: 05.08.2014 Read: 1. Announcement made by the Hon’ble Minister (Municipal Administration, Rural Development, Law, Courts and Prisons) in the Floor of Assembly on 2.4.2013. 2. From the District Collector, Cuddalore, Letter No.A3/1215/2013, dated: 10.5.2013. 3. From the Commissioner of Rural Development and Panchayat Raj, Letter. Rc.No.34575/2013/PRI.I.3, dated: 18.5.2013. 4. G.O(Ms) No.152, Rural Development and Panchayat Raj (PR.II) Department, dated 11.10.2013. ----- ORDER: The Hon’ble Minister for Municipal Administration and Rural Development has announced in the Floor of Assembly on 02.04.2013 that the existing Kattumannarkoil, Keerapalayam and Kammapuram Panchayat Unions will be bifurcated and one new Panchayat Union with the head quarters of Srimushnam will be formed in Cuddalore District. 2. In the letter second read above, the District Collector, Cuddalore has stated that the Cuddalore District is classified as a multi hazardous district by the Disaster Management and Mitigation Department. Due to Tsunami, Cyclone and other disasters, there was a possibility to damage the drinking water sources including break of distribution pipelines, uproot of trees, electricity poles and sometimes require necessitating action to evacuate people to the safer shelters etc. Therefore the effectiveness of the Panchayat union to support such efforts to bring back normality in the life of the village Community needs to be looked into carefully for them to deliver services. Reasons as mentioned above make it imperative to bifurcate the large Panchayat Unions in Cuddalore District. 3. In the letter third read above, the Commisioner of Rural Development and Panchayat Raj has recommended the proposal of the District Collector, Cuddalore for bifurcation of the existing Kattumannarkoil, Keerapalayam and Kammapuram Panchayat Unions and formation of new Panchayat union with the head quarters of Srimushnam. 4. The Government, after careful examination, have accepted the recommendation of the Commisioner of Rural Development and Panchayat Raj in para 3 above and have issued notification in the order fourth read above, calling for objection to anything contained in the Notification in writing to the Government within six weeks from the publication of the Notification. An objection has been received from Siruvarappur Panchayat President and Public requesting to delete the name of KA.Puthur panchayat Village from Devankudi Panchayat, Kammapuram Panchayat Union, Cuddalore District. Accordingly the Government have decided to accept the objection of the Public and the recommendation of the District Collector,Cuddalore and the Director of Rural Development and panchayat Raj and delete the name of KA.Puthur Village from Devankudi Panchayat, Kammapuram Panchayat Union, Cuddalore District and to issue the Notifications accordingly for bifurcation of the existing Kattumannarkoil, Keerapalayam and Kammapuram Panchayat unions and for formation of new Panchayat Union with the head quarters of Srimushnam in Cuddalore District. 5. Accordingly,the Appended Notifications will be published in an Extraordinary issue of the Tamil Nadu Government Gazette, dated the 5th August 2014. 6. In exercise of the powers conferred by clause (i) of sub-section (4) of section 15 of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994) and in partial modification of the Rural Development and Local Administration Department Notification R.O.No.B.486 of 1960 published at pages 1 and 2 of Part I-A- EXTRAORDINARY of the Fort.St.George Gazatte, dated the 13th April 1960 and Rural Development and Local Administration Department Notification II-2 No.289 of 1961 of published at pages 1 to 4 of Part-II-Section 2-EXTRAORDINARY of the Fort. St.George Gazette, dated the 13th April 1961, the Governor of Tamil Nadu hereby excludes the local areas specified in the Table below, from the Kattumannarkoil, Keerapalayam and Kammapuram panchayat development blocks so as to constitute them as a separate panchayat development block. In exercise of the powers conferred by sub-section (3) of section 15 of the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994), the Governor of Tamil Nadu hereby declares the local areas specified in the Table below, to be a panchayat development block, namely, Srimushnam Panchayat Development Block and also declares the said panchayat development block to be a panchayat union, namely, Srimushnam Panchayat union, the intention to declare the same having been published as required under sub- section (1) of section 15 of the said Act. The formation of the above Panchayat Development Block and Panchayat Union shall come into effect only at the time of next ordinary elections to local bodies. THE TABLE. The ACT-CO has decided to issue just one more appeal for floods, which will incorporate any further needed flood responses by the ACT members in India for 2005. This revision is being made to include a proposal from UELCI for the most vulnerable flood affected in Tamil Nadu and Andhra Pradhesh. The proposal comprises assistance in the form of food and non-food items as well as health care services. For the sake of brevity this revision comprises the UELCI proposal for Tamil Nadu and Andhra Pradesh only. For information on LWSI’s proposed activities in West Bengal please refer to the original appeal of 17 November. Reports are still coming in of rains continuing in Tamil Nadu and Andhra Pradesh, including Chennai where the ACT Programme Officer is currently meeting with ACT members. These weather conditions are exceptional for the time of year and causing further hardship to the more vulnerable people who are still struggling under the effects of the tsunami and/or the usual monsoon rains.
