REPORT AGENDA ITEM 10 LEICESTERSHIRE COUNTY COUNCIL HIGHWAYS FORUM FOR HINCKLEY & BOSWORTH 7TH AUGUST 2008 ‘REDUCING THE IMPACT OF TRAFFIC’ (RIOT) SCHEMES ASSESSMENT SYSTEM REPORT OF THE DIRECTOR OF HIGHWAYS, TRANSPORTATION AND WASTE MANAGEMENT Purpose of Report 1. To provide an overview of the assessment system for the prioritisation of schemes under the Local Transport Plan (LTP) objective of “Reducing the Impact of Traffic (RIOT) on communities”; and to advise on the outcomes of assessments undertaken to date. Background 2. In January 2007, Members considered new prioritisation systems to fit the requirements of the six transport priorities in the current Local Transport Plan (LTP) 2006-2011. The LTP objectives being:- • Tackling congestion • Reducing road casualties • Improving access to facilities • Improving air quality • Reducing the impact of traffic • Maintaining roads in good condition Current Situation 3. The primary objective for the RIOT assessment system is to identify schemes which will be effective in meeting the 12% speed reduction target of the LTP. 4. The assessment system uses set criteria by which schemes can be assessed and prioritised. These relate to: - i) the existing speed of traffic – average 85%ile speed from surveys ii) traffic volume iii) the intensity of frontage development along the route iv) the number and type of community facilities v) the number of personal injury accidents 1 E:\moderngov\data\published\Intranet\C00000710\M00002020\AI00020367\RIOTreport0.doc 5. Requests for RIOT schemes are only progressed if the average 85%ile speed of traffic is at or above the recommended enforcement limit set by the Association of Chief Police Officers (ACPO); 10% + 2mph above the prevailing speed limit. e.g. a road subject to a 30mph speed limit would only be considered for a RIOT scheme if the 85%ile of traffic was recorded at or above 35mph. This ensures requests are considered objectively based on the degree of the ‘speeding problem’. Consideration is also given to the appropriateness of the existing speed limit is undertaken based on Department for Transport guidance. Where it is felt that a speed limit change is warranted, the RIOT assessment will use the more suitable limit. 6. Any requests satisfying the initial assessment are then fully assessed against the criteria ii) to v), detailed in paragraph 4, to establish an overall score. A budgetary estimate based on the anticipated cost of developing and building a scheme that would achieve the 12% target is used with the score to give a cost benefit ratio. This establishes the scheme’s relative priority for potential inclusion as part of a future capital programme. 7. As of the 21 st July 2008, there were 298 requests for RIOT schemes in the County; Appendix A attached lists each request by their current status in alphabetical order. Amongst others, requests are received from Members, parish councils and the public. As new requests are received, the lists are updated and are therefore subject to change. Recommendation 8. It is recommended that the contents of this report and status of requests as identified in Appendix A be noted.
