The priority of Gorj County Council is the social-economic development of the county, and the attraction of investors, both native and foreign, interested in the potential and opportunities that Gorj County has to offer is a very important instrument in attaining this purpose. To meet the expectations of investors that wish to bring financial capital and new technologies in the county, Gorj County Council elaborated the Investor’s Guide, document that puts together different useful information that could serve as orientation for the possible investors that wish to contribute to the development of Gorj County. According to the study “Southeast Europe Attractiveness Survey 2007”, carried out by the company Ernst & Young, our country was leading in the top of attractiveness in 2007, being designated the most attractive destination for investment in the Southeast, Central and West Europe, ahead of Poland and the Czech Republic, with 58% of the international companies willing to invest in Romania in 2007. The increased potential of the work productivity, the relatively low workforce cost and level of the profit tax, but also the flexibility of the labour legislation, the total openness of the local and county public administration, the availability of the locations for investment, as well as the natural resources and the touristic potential of Gorj County will attract foreign investors in the county. The contemporary market economy is very complex and diversified, based on multiple, divergent interests of the economic agents. Therefore, the scientific grounding of a socio-economic development strategy for Gorj County proved to be opportune in the context of the development of an European market. The socio-economic analysis of Gorj County identified five priority fields in the socio-economic development of the county: the agriculture, the infrastructure, the environment and natural resources, the human resources and the business environment and the social environment. 5 The Investor’s Guide harmonizes with the strategy, both aiming at the socio-economic development of Gorj County. Starting with a general description of Romania, followed by the presentation of South-West Oltenia Region, region in which Gorj County is integrated, the guide offers the investors general information about the county (short history, geographical and administrative data, natural resources), as well as specific information regarding the economy of the county, the agriculture, the infrastructure, services and least, but not last, the tourism. Thus, the investor will have the possibility to have a general view on the county, being able, in the same time, to identify the areas where they could invest. At the same time, we mention that the information and estimations displayed in this guide reflect the latest available data at the time of the conception of this guide, being subject to possible further alterations. By elaborating the Investor’s Guide we have the certainty that we will attract many investors in our county, increasing the interest for this area that has many things to unfold. STUDIES AND ARTICLES ABOUT THE FIRST EARLY NEOLITHIC FINDS FROM BOROȘTENI-PEȘTERA CIOAREI (PEȘTIȘANI COMMUNE, GORJ COUNTY) Ioan Alexandru Bărbat Abstract. Through this archaeological note, we aim to present a small cache of Early Neolithic ceramic sherds (13 items) discovered in Boroșteni-Peștera Cioarei (Peștișani Commune, Gorj County), during the excavations conducted in 1954 and 1981. The Peștera Cioarei archaeological site is referenced in the bibliography for the Middle and Upper Palaeolithic discoveries, and to a lesser extent for the later chronological horizons, as well as for the Early Neolithic. From a chronological viewpoint the ceramic materials described in the present paper, discovered during the archaeological exploration of the Cioarei cave, belong to an early phase of the Starčevo-Criș cultural complex and most likely date from the beginning of the 6th millennium BC. The occurrence of a new early Starčevo-Criș site in the north-western part of the Oltenia region is significant as a likely result of the migration of certain Neolithic communities from the Danube Valley towards the south of the Southern Carpathians, an event that took place in the context of the neolithization of the Carpathian Basin and of the neighbouring areas. SITES WITH STARČEVO-CRIȘ MATERIALS RECENTLY FOUND OUT IN TIMIȘ COUNTY Dan-Leopold Ciobotaru, Octavian-Cristian Rogozea, Petru Ciocani Abstract. The current study is meant to introduce eight archaeological sites into the scientific circuit. These sites belong to the Early Neolithic period, to be more precise, the third phase of the Starčevo-Criș culture. From a location standpoint, six of these sites are found in the Aranca's Plain (Câmpia Arancăi) and two sites in the Moșnița Plain (Câmpia Moșnița).

29 Romania 29.1 Summary of Coal Industry 29.1.1 ROLE OF COAL IN ROMANIA Coal accounts for 29 percent of energy production in Romania (EIA, 2014). Romania’s proven coal reserves are estimated at about 291 million tonnes (Mmt) and the country ranks 20th worldwide in coal production (see Table 29-1). More than 80 percent of Romanian lignite reserves can be mined profitably in opencast mines, while the remaining 20 percent require underground mining (Euracoal, 2014; WEC, 2000). Table 29-1. Romania’s Coal Reserves and Production Sub- Anthracite & bituminous Total Global Rank Indicator Bituminous & Lignite (million tonnes) (# and %) (million tonnes) (million tonnes) Estimated Proved Coal Reserves 10.0 281.0 291.0 43 (0.033%) (2011) Annual Coal Production (2012) 0.04 33.99 34.03 20 (0.43%) Source: EIA (2014) Figure 29-1 shows the distribution of lignite and hard coalfields in Romania. The coal deposits are grouped into four zones: Zone I, mainly located in the Southern Carpathian Mountains, includes all the high-grade coal such as anthracite, pit coal (higher ranking than brown coal – bituminous and sub-bituminous), and brown coal (lignite) from the Petrosani, Anina and Tebea-Brad basins. Zone II, located within the Pre-Carpathian creep, between the Olt and Valea Buzaului rivers, includes the lignite deposits of Campulung, Sotanga, Filipestii de Padure, and Ceptura. The coal basins of the Eastern Carpathian are also included within this zone: Baraolt-Virghis (lignite) and Comanesti-Bacau (brown coal). More than 90 percent of Romanian coal reserves are located within Zone II, namely in the mining basins of the Oltenia Region.
