Josephine County is a legally recognized entity to directly receive funds from the FTA and is the governing body for all transportation funds within it's boundaries. As a direct recipient of federal funds we are subject to direct review and audits by the FTA. Josephine County Finance is also directly responsible for initiation and completion of annual audits performed third part outside accountants. The Transit Department, within Josephine County has a proven ability to manage, operate and comply with multiple state and federal discretionary and formula grants.

15. Describe the project to be funded. See application instructions for required content. The project is the continuation of service on the Rogue Valley Commuter Line (RVCL) which operates through out the Rogue Valley, specifically within Josephine and Jackson Counties. The RVCL provides commuter service between the Middle Rogue MPO and the Rogue Valley MPO. The funding for the project was allocated by the MRMPO in 2014 with available CMAQ funds. Incidentally the RVMPO is also a recipient of CMAQ funding, but the project was solely funded through the MRMPO.

CMAQ funds are for demonstration project and generally last 3-5 years. This project will have lasted 4 years and has been deemed successful. With that said, there is no local funding available to continue services after fiscal year 2018-2019.

The RVCL provides service five times per day between the communities of Grants Pass, , Gold Hill and Medford. Once in Medford or Grants Pass, transfers are accepted by JCT and RVTD to ride the local fixed route transit systems. This is the only regularly scheduled transit service between these four communities. SW Point makes stops in Gold Hill and Rogue River daily, but the trips are only once per day each direction.

The CMAQ project was scheduled to sunset in 2018. Josephine County has funded the service, with help from RVTD STF funds to continue through this fiscal year only. After this fiscal year the service will stop operating. Due to the complex jurisdictional issues between Josephine County, Jackson County, Rogue River, Gold Hill and RVTD there is no recognized, or dedicated funding to keep the service running after this year.

Without STIF Intercommunity Discretionary Funds this valuable service will be lost. The service has been a valuable transportation resource for the entire Rogue Valley, not just Josephine County. Ridership supports the notion that Jackson County and RVTD residents are the largest benefactors of the service. Without the RVCL there will be no regular service between all the communities along the I-5 corridor between Grants Pass and Medford.

The existing service provides a critical linkage for the elderly, disabled, low income and students to medical and educational resources across the entire Rogue Valley. It also provides a valuable service for employers and employees alike by expanding their ability to access workers and jobs.

With connections to JCT and RVTD passengers can have readily available access to all medical, educational and the majority of employment opportunities across the entire Rogue Valley and not just within each jurisdictional boundary.

As mentioned earlier the jurisdictional issues regarding who and how different agencies can contribute resources for future operations have not come to fruition. Because of this time lag, funding needs to be sought to replace the already expired CMAQ funding that were supporting the service.

17. What is the minimum award amount that will still allow your project to proceed? Enter an amount in dollars. The additional runs are necessary to add the needed flexibility to attract additional ridership.

Equity and Public Transportation Service to Low Income Households (Score weights: Discretionary = 20%, STN = 10%)

19. Describe how the project supports and improves access for vulnerable populations. The service allows for patrons from two incorporated cities and 8 rural communities in Josephine County to connect to regional activities centers and cities across the entire Rogue Valley. It also allows for connection from Jackson County across 9 incorporated cities for travel outside of RVTD and improved access across the Rogue Valley as well.

There is an estimated 7,531 low income households with access to the fixed route/paratransit service of JCT. There is an estimated 36,637 low income households with access to the fixed route/paratransit service of RVTD. In addition, there are an estimated 467 ad 261 low income households in Rogue River and Gold Hill, respectively.

The are multiple veteran facilities across the Rogue Valley located in both counties. The RVCL gives access to all available facilities regardless of the county of origin. The same can be said for medical facilities, resources and specialties as well as educational opportunities. Specifically, high school students having access to advanced educational opportunities (in addition to current classes or as an advanced supplement) at all 3 campuses. While fewer in number, residents with access to JCT also have access to Southern University through utilization of the RVCL.

Current qualified users of both RVTD and JCT paratransit services have the ability for visitor status on each system for up to 21 days per year. Since the RVCL is accessible people that have no ability to travel outside existing paratransit service areas can now travel and connect rides across both service areas.

There is a veteran medical facility in Grants Pass, the main location for the Rogue Valley is located in White City. With connection into the RVTD system the RVCL provides a critical link to expanded medical services and treatment resources located in White City.

Coordination of Public Transportation Services (Score weights: Discretionary = 10%, STN = 30%)

20. Describe how the project is a collaboration of multiple agencies or involves consolidation, coordination, or resource sharing between agencies. The RVCL is operated independently by JCT, with stops in Grants Pass, Rogue River, Gold Hill and Medford. The connection points at each end of the service allow for access to the fixed route/paratransit service of JCT and RVTD. Both agencies honor transfers from the RVCL into their systems, which is valid within 60 minutes after arrival. RVTD allows the RVCL to stop at their Front Street Transfer Station with a designated parking pull out and fixed signage.

The RVCL also honors the existing student pass programs for RCC students offered by JCT and RVTD. This allows RCC students unfettered access across the Rogue Valley and the fixed route systems of JCT and RVTD.

SW Point coordinates and shares stops with JCT at strategic locations across Josephine County. SW Point also coordinates with RVTD at their main transfer facility in downtown Medford at the RVCL stop. JCT will soon allow for transfers from SW Point passengers into the JCT system as well.

Greyhound shares a stop with JCT in Grants Pass and a facility with RVTD in Medford. While Greyhound doesn't stop in Roseburg at this time JCT connects with UTRAN in the community of Wolf Creek. UTRAN makes connection from their and across Douglas County, and more importantly the main regional VA medical facility.

Between the services of UTRAN, JCT, JCT's RVCL and RVTD the entire Region is covered with integrated public transit services. Roseburg, Cave Junction to Eagle Point and Ashland are all now have access to public transportation services. Combined with connections to SW Point and Greyhound the accessible public transit footprint is nationwide. While the access provide by JCT and RVTD alone is vast, the ability to combine both systems is not only enormous, but also provides a valuable public transit resource to communities previously unserved (Rogue River and Gold Hill).

Statewide Transit Network (Score weights: Discretionary = 10%, STN = 30%)

21. Describe how the project supports and improves the utility of the statewide transit network, improves the passenger experience, benefits multiple transit providers, and/or creates a foundation for future statewide transit network improvements. There are two incorporated cities in Josephine County as well as 7 rural communities which all have access to the rest of the Rogue Valley. Granted all had access to the urbanized area with Grants Pass already, yet with the RVCL they have access to the rest of the Rogue Valley and Jackson County. The same can be said of the communities served by RVTD now have access to the urbanized are of Grants Pass.

With one major regional medical providers, there are service spread across both counties. The RVCL provides the ability to access all services that are available regardless of geographic location. The RVCL also allows for quicker access to medical services through access to appointments locations patients otherwise wouldn't be able to get to.

Rogue Community College has 3 campuses across the Rogue Valley. The newly expanded Table Rock Campus is the only one that now provides access to GED services. The RVCL provides access to those facilities for Josephine and Jackson County residents that are outside the RVTD service boundary. That same campus is also undergoing a multi million dollar investment in education and technological services expansion to serve a larger number of Rogue Valley residents.

While currently not available, electronic fare payment systems that are compatible with RVTD are being explored. Until that time RVTD's TouchPass for RCC students is being honored. JCT and RVTD also honor RVCL transfers allowing for a somewhat seamless passage throughout both systems.

The two additional runs per day will open up the opportunity and usefulness of the RVCL to a currently untapped set of users. The current service is two A.M. runs, one midday run and two P.M. runs. By adding another run, midmorning, and midafternoon a larger population group can take advantage of the service by eliminating the potential for long waits between the morning midday runs (currently 4-5 hours). This alone eliminated some of the uneasiness of having to wait for the next bus.

JCT's current AVL and real time passenger information app is available for the RVCL already. This service is available via a desktop and is not solely app based. It provides for passenger alerts if a vehicle is running late. So, even with limited, albeit improved, frequency of service on the RVCL passengers can be assured of the next vehicle's arrival. The AVL system also allows for the recently implemented WiFi availability on all vehicles in service.

Funding and Strategic Investment (Score weights: Discretionary = 20%, STN = 10%)

22. Describe how project match requirements will be met or exceeded. If this project will last beyond the 19-21 biennium, describe the plan for ongoing funding including match. Describe why investment in this project makes sense both from the perspective of current need and long term Oregon transit needs. The funding of the RVCL beyond the initial CMAQ period will allow more time to align strategic partners for long term sustainable funding. The current configuration of service is can not be shouldered by Josephine County alone.

The service area spans two MPO, two counties and two transit providers, one of which is a district and constricted in how they provide services. Navigating these complex jurisdictional issues is necessary and critical to identify and dedicate long term regional funding for the service. Two of the cities in the MRMPO are actually in Jackson County, yet outside the RVTD boundary. Which means two of the MRMPO participants are outside Josephine County and are not included in any formula fund allocations for existing public transit services.

RVTD does currently allocate some STF dollars for the RVCL, but it alone is not enough to sustain services. This is a service the entire Rogue Valley benefits from so all communities have a stake in the preservation and long term sustainability of the service. Figuring that out has been difficult at best. The STIF Intercommunity Discretionary funds will allow for that planning to take place.

Within the Rogue Valley there are multiple private/public interests in the preservation of the service. One of which is Rogue Community College. While RCC does have pass programs, which they fund, for JCT and RVTD, there is no distinct contribution for the RVCL. Same could be said with the medical facilities, which not only rely on the RVCL for patient access, but also cross county employee access.

Between the two MPO's, the RVACT, two counties and multiple vested interests this will be accomplished within the 2019-2021 funding period.

23. Does this project depend on other funding sources including other discretionary grant processes whose outcomes are uncertain? If yes, identify the fund source and anticipated timing of funding certainty. If no, write N/A. The project does not depend on other funding sources to be continued and improve overall success. JCT included the funding of the RVCL for Saturday in their STIF Formula Fund plan. So, JCT is still dedicating funds being generated locally to this cross county service. RVTD has also allocated STF funding for the support of the RVCL. With that said, those funds are not required for the continuation of the existing service and the additional two runs per day for Monday through Friday.

The AVL system that the RVCL utilizes is part of the overall system deployed by JCT. Same with administrative an support services that are utilized as well. There is no additional cost associated with the funding request other than the Monday through Friday operation of revenue miles and hours. If funded, Saturday service will be provided through JCT provision of Saturday service system wide.

All support services and technology being deployed for the RVCL is being included in the operation of regular JCT services. This includes the WiFi, AVL system, GTFS and advertising efforts. All data collection efforts such as passenger surveys is also included in regular JCT planning expenses, or include in the MRMPO UPWP.

Environmental and Public Health (Score weights: Discretionary = 15%, STN = 10%)

24. Describe how the project reduces greenhouse gas emissions, reduces pollution, and/or supports positive health outcomes. There current boarding, per day, per community, are as follows: Grants Pass - 25 Rogue River - 7 Gold Hill - 2 Medford - 26

More rides are being generated in Jackson County than in Grants Pass, which further emphasizes the difficulties presented in Question 22.

The ridership for the RVCL annually is projected to be 15,250. While passengers of the RVCL were surveyed within the JCT survey, exact answers from those passengers only is unavailable, in terms of trip length and total use of public transit.

It can be assumed that the majority of passengers are transit dependent and would not be making the trip at all without the service's availability. With that said, the trips being made can be considered somewhat critical to the communities in general.

JCT has purchased two 100% electric vehicles, which be used to provide the service on the RVCL. While they won't be assigned 100% to the RVCL, they will be used to help promote public transit and zero emission technologies for the entire Rogue Valley.

The use of the 100% electric vehicles will undoubtedly raise awareness of the of the RVCL, but should help drive overall ridership. Combined with the added passenger conveniences, such as free WiFi, and additional runs per day, the service should do a better job at attracting more commuter passengers overall.

Safety, Security, and Community Livability (Score weights: Discretionary = 25%, STN = 10%)

25. Describe how the project increases use and participation in active transportation, including public transportation. Providing public transportation at both ends of the Rogue Valley is important in itself. Providing a connection between the two urban areas and uniting other rural communities into the mix is invaluable. What it allows is the access to multiple employment options, educational opportunities and medical care facilities and resources across the entire Rogue Valley.

It removes auto use off of I-5 and reduces overall VMT in all communities. The RVCL links and provides service between two CO2 non-attainment areas and increases the transportation options for all residents.

By improving the overall access available via public transit, there is a natural increase in the access by passengers using it. Service is not only available between two urban areas, but can be fed by the exiting public transit systems already available. Not all trips can be made on public transit, due to limitations in access and availability. By improving service frequency and providing for the continuation of the RVCL the number of trips that can be taken by public transit ultimately increases. As more trips can be made the great the audience participating in taking them becomes.

26. Describe how the project supports and improves safety of passengers in transit vehicles and safety of other roadway users. The RVCL service improves the safety of other auto users by eliminating the less competent and unsure drivers off I-5. There are people that are capable of driving in each individual community, but getting on and safely accessing the I-5 corridor is another matter.

The safety of the RVCL is being provided generally through the other support services of JCT. This includes the AVL system for knowing when the vehicle is coming and assuring connection to other supporting routes. It is also supported by access to WiFi on this generally longer (36 mile) commuter type trip.

All vehicles are maintained within the recommended OEM guidelines. Those maintenance records are then verified and reviewed by the FTA during Triennial Reviews for overall compliance. All vehicles are included in the ODOT TAM for conditional assessments and adherence to FTA replacement schedules.

Capital Assets Capital assets are items that cost at least $5,000 and have a useful life of at least 3 years.

With that said, new capital acquisitions and support technologies will be utilized in the provision of the RVCL service. Some of which include the use of new 100% electric transit vehicles, the provision of WiFi to RVCL passengers for free, the use of the AVL app and web based service for trip assurances and limited passenger waits and the inclusion of the RVCL information in the GTFS trip planning capabilities.

Any new technology or capital equipment being deployed by JCT will, by default, include the RVCL as well.
