Guidance Notes for Horse Riding On Beaches Horse riding is permitted on Skegness, Mablethorpe and Sutton on Sea beaches throughout the year, with the exception of the periods listed below. During the period between 1st April and 30th September horses are not permitted on the beaches between the hours of 9.00am and 6.00pm. While the Blue Flag is flying at Skegness, Mablethorpe and Sutton on Sea, central beaches horses are not permitted. For the duration on any event being held on the beaches Any ride must at all times be conducted in an orderly and responsible manner and must not cause nuisance or danger to any other persons using the beach. The horse rider is entirely responsible for removing all droppings from the foreshore area, deposited by the horse where reasonably practical giving due consideration to other users of the beach. Permission is only granted in respect of the exercising of horses and ponies and does not allow the hire of animals on the beach for gain or any other commercial purpose of whatever nature. No vehicles are permitted on the beaches or promenades Riders must indemnify the council against all claims, actions, damages, or proceedings of whatever nature arising directly out of the granting of this permission. The area south of Skegness central beach is a Site of Special Scientific Interest (SSSI). As a nature conservation site, horse riding is not permitted here due to ground nesting birds and other animals that may be endangered. The land and beach area north of Mablethorpe Central Beach stretching towards Saltfleetby is designated as a Coastal Conservation Area (CCA1). Horse riding is by permit only and restricted to the southern end of the beach and off of all vegetated areas. Accessibility Guide Kingfisher Caravan Park Sea Lane, Ingoldmells, Nr Skegness, PE25 1PG Introduction Kingfisher Caravan Park is a static caravan site occupying approximately 40 acres, and is owned and managed by East Lindsey District Council, with 726 static caravan plots. All caravans on the Park are privately owned. Some owners rent out their caravans to holiday makers, but this is undertaken independently of the Site Office as the Council is not involved in the sub-letting of caravans. The site facilities include a Site Caravan Sales Office, Shop, Children’s Play Area, and a Launderette. The Council works in partnership with the sales agents and grants them the sole right to sell new and used caravans during the licence period from mid-March to mid- November each year. The current sales agents can be contacted on Kingfisher Sales 01754-871454 Pre-Arrival . The Park is situated in the centre of Ingoldmells on Sea Lane . The nearest bus route is just outside the entrance road to the Park . Most buses are the low threshold type with raised access kerbs . Accessible taxis are available locally . All documents are available in large print, Braille of another language by calling 01430-457377 . Entry to the park is via a barrier system, which is operated by an access card issued to all licensees upon purchase of the caravan. COUNTY COUNCIL MEETING – 20 MAY 2016 Statement from: Councillor R A Shore, Executive Councillor for Waste & Recycling PRESENT SITUATION Service Changes Decisions have recently been finalised for changes to take place in the waste and recycling service in order to help the Council to fill the shortfalls in the budget. These included: Our Household Waste Recycling Centre (HWRC) policy is to make sure that 95% of residents are within a 12 mile radius of a recycling facility and the closure of the Centre at Whisby and Leadenham, won't affect that. Additionally, these sites are not owned by the Council and would require additional costs to the Council and staff resource to make required improvements. Residents who previously took their recycling to the HWRC at Leadenham are encouraged to visit the newly built HWRC at Sleaford instead; those who used Whisby are encouraged to visit the site at Great Northern Terrace in Lincoln. We understand this may mean slightly longer journeys for some people and there is a concern that this will result in increase in fly-tipping. As most fly-tip waste is trade in origin, it is considered that the vast majority of Lincolnshire residents are law abiding and the potential for an increase in fly-tipping is minimal. We have stopped offering recycling credits to voluntary and charity groups. Unfortunately, due to budgetary constraints, we can no longer afford to do this. This was a difficult decision, but it is necessary to ensure the Council continues to provide the core waste disposal service which is essential for our residents.
