SUBJECT: Community Regeneration and Development Fund Annual Partnership and Project Revenue grant applications

REPORT FOR: Decision

This report details the applications that have been received for the third round of Community Regeneration and Development Fund grant support for the benefit of Community Groups and Voluntary Organisations.

Proposal On the 12 th April 2011, following a review of the grant funding the Third Sector, Board approved the establishment of the Community Regeneration and Development Fund. A summary of the requests is shown in the following tables for ease of reference to the full contents of the report:

There is £230,000 for allocation in the 2011/12 financial year, with £65,535 previously allocated,the recommendations detailed in the report amount to £35,000 If all recommendations are approved this will leave £129,465 for allocation.

Welsh Church Act Fund (see appendix 2)

This report details the applications that have been received to the Welsh Church Act Fund requesting support for the benefit of Community Groups and Voluntary Organisations. During the last financial year expenditure exceeded income, however there is sufficient funding within the Community Regeneration service to ensure that the applications received to Welsh Church Act Fund are funded according to the criteria of the Trust.

Aims and objectives of the In an effort to respond to the needs of local youth groups project engaged in working with young people,. The Scheme is aimed at all youth activity clubs, including Young Farmers Clubs and Youth Clubs

Need for the project

The Scheme aims to provide support for properly constituted Voluntary Youth Clubs and Groups working with young people at local level. It is our hope to make the grant scheme as accessible and user friendly as possible, while ensuring the young people who participate in the clubs and groups receive the maximum benefit. This Grant scheme is to assist individual youth groups with small capital applications

The maximum grant available to any club is £400 ( the funding will be in line with the current Community Regeneration and Development Fund criteria ie: Maximum £400 per application at a 50% rate of funding).. This will generate 50 grant awards to youth groups for small capital expenditure through out the County.

Previously the Community Regeneration Manager has sought permission to administer revenue grants to both Voluntary Youth Groups and Senior Citizen Clubs and Pensioners Groups throughout Powys and is now requesting permission to administer capital grants to Youth Groups in line with that system, which has been considerably successful reducing time and financial restraints on the Authority and ensuring a simplified application process for the grant recipients

Supporting voluntary youth groups through out Powys, links with several initiatives such as the Making the Connections agenda, Powys Change Plan and the Welsh Government - National Youth Service Strategy for Wales

Adult Living This project contributes to the quality of life within the wider community and ensures health and wellbeing, offering young people ways to explore, express, learn, work and achieve in a way which is accessible to all who wish to take part

Learning in the Community This grant is to enable clubs or groups to initiate a programme not previously undertaken. The programme must be educational and involve young people in new skills.

Project meets Capital Fund selection criteria? Yes

Aims and objectives of the project To refurbish the existing club room in order to comply with current legislation with regards to health and safety requirements and the disability discrimination act. This will improve the existing welfare conditions of the club room which will benefit the club members in achieving the aims and objectives of the club.

Need for the project

Works are needed to comply with current legislation especially to regard to the Disability Discrimination Act and Health and Safety. The existing building was constructed in the 1950’s and much of the service installation requires upgrading to meet modern standards. The heating system has not worked for many years and heating is done by portable heaters which are not economic and dangerous to younger members

Links to other regeneration initiatives

The proposals will assist in improving the building facilities and possibly will enhance its use by the school and other organisations with permission of the local authority. The proposals form part of a phased improvement to the building which when completed will improve the visual amenity and natural environment for visitors and school children attending the local adjacent primary school. This will be achieved once all phasing is complete by compliance with all current legislation and the upgrading of thermal external fabric.

Project / activity fit in with the Powys County Council One Change Plan:

Adult Living The project will provide a facility for those members who are adults to have a meeting room to enhance their social welfare and education by meeting with others with similar interests.

Learning in the Community The project will allow the members of all ages to meet to enhance their development by allowing by guests speakers and the running of training courses where at present, due to the present condition of the club house is not available

Regeneration The project allows for social regeneration of an existing building/facility which will enhance the social wellbeing of the young people who are members of the club.

Climate Change The proposed improvments, once the building is complete will provide enhanced thermal values, and with consideration to recycling of waste building materials during refurbishment will assist with climate change.

Value for money:

This projects represents value for money as it is refurbishing an existing facility which provides a meeting room for, at present 47 members between the ages of 10 – 26. The enhance facilities will provide improved opportunity for the members to meet the objectives of Young Farmer Clubs as stated within the constitution

• The project, on finalisation of the works will provide enhance facilities for the members of the Young Farmers Club. • It will also provide an environment where guests speakers and trained events can be encouraged. • It will, hopefully encourage the retention and of the existing membership and also encourage new members to join

Organisation Ystradgynlais Miners Welfare & Community Hall

Project meets Capial grant Yes selection criteria? Aims and objectives of the The Welfare aims to provide and support a wide range of project arts, cultural, education and community focussed activities. Activities: which may not be provided otherwise; reflect the bilingual and cultural diversity of the community; are inclusive and encourage community participation. Need for the project

1. Architectural Plans: Th Organisation wish to draw up architectural plans that can be used to redevelop the physical aspects of building within the brief of creating sustainable, energy efficient and economically viable adaption’s that meet business and community needs as identified in previous business feasibility studies. Realistic redevelopment plans would be drawn up and used to attract support from Welsh Government schemes such as the Western Valleys SRA and other funding sources during 2012-13

2. New Heating Controller: There is a need to urgently replace our existing heating control system (installed in 1991), the current system is no longer possible to use. The control system is urgently needed as our main hall / theatre / cinema back up heating system (a gas air handling unit) is not working and not reparable. If not effectively control the building heating this winter events will have to be cancelled or the building may have to close. A new control system would allow the building open while awaiting further redevelopment following the Architects input.

The Welfare has contributed to all the recent Ystradgynlais and Valleys regeneration consultations, and features very prominently in local development plans Project / activity fit in with the Powys County Council One Change Plan:

Climate Change Carbon footprint reduction specifically, and our activities within this building will educate about re-cycling and other global issues.

Brecknock Society & Museum Friends

Publishing of ‘Brycheiniog’ Volume XLIII

Reason for Recommendation

Brecknock Society and Museum of Friends are a local history society. With this application they are seeking financial assistance towards the publishing costs of the annual historical journal ‘Brycheiniog’ Volume XLIII. The publication documents many interesting facts and figures relating to the Shire and is a valuable source of social history. The applicant has received grants in the past for publishing costs, and a grant is recommended again on this occasion.

An award of £500 is therefore recommended,

YW0051 £21,000 £500 A grant of £500 is recommended Cambrian Educational subject to being Foundation for Deaf Children allocated to Powys individuals only. Financial Assistance to Children with a hearing impairment.

Reason for Recommendation

The Cambrian Educational Foundation for Deaf Children offers financial assistance to young people, including those in Powys who have a hearing impairment. Awards are made within areas of psychological, social and educational development and where funding cannot be obtained from any other source. The Welsh Church Acts Fund has made a contribution to the Foundation’s work in the past, specifically for the benefit of young individuals from within the Powys area. In the past the applicant has stated that they expend £21,000 in the region – whatever they can raise from Charitable Trust Funds etc.

A contribution of £500 is again recommended subject to confirmation that the award will be allocated to Powys individuals only.

Church of St Anno Llananno

Restoration of rood screen

Reason for Recommendation

St Anno Church is in the Diocese of Swansea and Brecon, in the community of Llanbadarn Fynydd, Powys .

The single-cell church was rebuilt in 1876/77 and the magnificent late fifteenth century carved rood screen survived from the medieval era as did the font and stoup. The screen is Grade 11* listed and is termed “an architectural survival of national importance”. A full description and assessment of the screen is detailed in the 2007 edition of the Transactions of Radnorshire Society.

The application received to the Welsh Church Act is for funding towards the specialist works needed to restore the rood screen and other remedial works within the Church, a grant award of £18,400 has been secured from CADW and a further £33,200 from the Heritage Lottery Fund.

An award of £2,000 is therefore recommended.

Annual Eisteddfod

Reason for Recommendation

The Cwmdu Eisteddfod takes place near Crickhowell on an annual basis and encourages good competition in fostering the developments of the Welsh culture. The Eisteddfod will take place on the 10 th November 2011.

The Eisteddfod expenditure is made up of advertising programmes, adjudicator, pianist, and hire of village hall, sundry expenses, piano tuner and prizes. The Welsh Church Acts Fund has considered the requests for such items of cultural projects in the past. It is understood that this applicant is not a registered charity and therefore the maximum grant would be £100.

A £100 is recommended on this occasion.

Eisteddfod 2011

Reason for Recommendation Llanrhaeadr Ym Mochnant Eisteddfod Committee is requesting funding towards its Annual Eisteddfod to be held in November 2011. Monies awarded from the Welsh Church Acts Fund will be put towards the cost of providing prizes in the Music Section, and in particular the Choir competition.

The application meets the criteria of the Fund and a grant is recommended to this organisation which is a registered Charity and therefore eligible for a grant in excess of £100.

Annual Eisteddfod 2011

Reason for Recommendation

The Eisteddfod is an annual event to be held on 26 th November 2011 and provides a cultural focus for a mainly agricultural community. The event gives local children the opportunity to start their Eisteddfod careers and to perform in public in a ‘home’ environment and help to ensure the future of the Welsh language in the area.

Financial assistance is being sought towards the Eisteddfod’s ongoing costs and a grant is recommended towards this organisation that is a registered charity, although it should be noted the applicant is requesting a grant in excess of the current criteria.

Past awards for local Eisteddfodau that are registered Charities have been at a 10% rate. Therefore the recommendation for this request would not exceed £200

Reason for Recommendation

Kerry Eisteddfod Committee is seeking financial assistance towards staging of their annual Eisteddfod. The event is similar to all other requests of this nature in that the Eisteddfod fosters and promotes the Welsh language and culture through a number of activities such as music, literary, recitation etc. This application is towards meeting the costs of: adjudicators; accompanists; prize money; hire of hall; insurance; and piano hire.

The application meets the criteria of the fund and as the applicant is a registered charity, is eligible for assistance over £100.

2011 Eisteddfod

Reason for Recommendation Llandrindod Wells Eisteddfod Committee is seeking financial assistance towards their 53 rd Annual event to be held on 9 th October 2011. The Welsh Church Acts Fund has actively supported this type of activity in the past in order to encourage and foster the development the Welsh language and culture. Llandrindod Eisteddfod Committee have been successful in obtaining a grant from this fund over a number of years and it is recommended that assistance again be considered on this occasion. It is understood that applicant is not a registered Charity; the maximum grant award on this occasion therefore should not exceed £100.

Gwyl Gregynog Festival 2011

Reason for Recommendation

The Gwyl Gregynog Festival is held in Gregynog House and grounds near Newtown and offers a varied programme of musical events. This year’s events were held in June. The Festival included: The Cardinall’s Musick, The King’s Singers. London Baroque, Craig Ogden and Judith Hall as well as the Gregynog Young Musician of the Year 2011 final.

Throughout the festival there is also an exhibition of paintings in the Music Room and Gallery. The Festival is well thought of by local people for its high quality music and varied programme. With this request for financial assistance, the festival is seeking funds towards the School Open day held on Wednesday 21 st June and the Montgomeryshire Young musicians Concert Saturday 25 th June and it is recommended that support be given again on this occasion and a grant of £2,000 is recommended.

Annual Eisteddfod

Reasons for Recommendation

The Llannau Area Committee has responsibility for the organisation of the Area Eisteddfod as well as the arrangements for transportation of children to Area and District Eisteddfodau. The committee also organises competitions throughout the year in athletics, swimming and various other activities.

The Grant application is towards the ongoing costs of Eisteddfod events. The applicant is requesting a grant in excess of that permitted under the grant criteria. A grant of £100 is recommended

Structural repairs

Reason for Recommendation

Church of St Cynllo at Nantmel may have early beginnings but much of it was rebuilt in 1792. Only the base of the west tower is 17th century or earlier. A 13th-century capital from a pillar, once re-fashioned into a stoup, was recovered from the vicarage garden and is believed to have originated at Cwmhir Abbey. The church chest is thought to be of 17th- century date but little else surviving the Georgian reconstruction.

The churchyard (1609) has a somewhat irregular shape, but there is an internal bank on the north side, probably an earlier 'llan' boundary which provides a more circular perimeter, closer to what is shown on the Tithe map in the middle of the 19th century.

The report to the Parochial Church Council has detailed the necessary works required, these include the repairs to the roof so that water does not enter at the chancel arch, over the transepts and in the gallery, this involves re-laying the entire transept roof so that the joins between slate and stonework is watertight. The crack in the west wall of the south transept and repair to external stonework that has been damaged by water ingress and replacement of gutters and downpipes as necessary.

A grant of £1,650 is recommended

Festival 2011

Reasons for Recommendation

The Montgomery County Festival dates back to 1921, being an annual concert at Theatr Hafren involving choristers and helpers across north and central Powys the 2011 event was held on Saturday 5 th May. This was the 90 th Anniversary concert with soloists: Richard Allen (Tenor); Owen Webb (Base) and Megan Llewellyn Dorke (Soprano) and Jeremy Huw Williams (Baritone) who will perform. The festival choir is expected to be approx 90 in number, its membership being drawn from a number of local choral societies across the Montgomeryshire area. Whilst the cost of the event has increased slightly on last year, the applicant is requesting the same level of grant at £1,200. The main elements of expenditure as follows: conductor and soloists £2,100; orchestra, instrument hire, music hire/purchase, performing rights £4,300; advertising and printing £1,160; theatre hire and costs £570; rehearsals (venue, payment to conductors/accompanists) £1,500; commission on ticket sales £560; insurance £342; and sundry expenses £583. Ticket prices also remain static for the paying audience (as the organisation feels that in increase could be detrimental to sales, but that its prices were constantly under review. Ticket income is predicted at £2,800 based on 2005 and 2006 audience numbers. Usually around 300 tickets are sold generating gross ticket sale monies of £2,800 before commission of 20% by the Theatre box office. Approx 400 - 450 tickets should be available dependant of space required by the orchestra. Balance of the proposal will be met from: programme sales; choir donations and subscriptions; appeals/patronage; personal and business donations; programme advertising and tax returned under the gift aid scheme. The Welsh Church Act Fund has awarded grants in previous years for the promotion of artistic elements of this event, and for which a grant is again recommended.

Annual Eisteddfod 5th November 2011

Reason for Recommendation.

Pantydwr Eisteddfod Committee hosts an annual competition in the local village hall. Last year’s event attracted approx. 105 competitors who competed in vocal, musical and written events. The Welsh Church Acts Fund considers arts and cultural as one of the main thematic areas of benefit and this request meet that criterion.

The applicant is a registered Charity and is therefore eligible for a grant in excess of £100. This year’s event is to take place on Saturday 4 th November 2011 and for which a grant of £200 is recommended.

Presteigne Festival of Music and the Arts

2011 Festival

Reason for Recommendation

The twenty-ninth Presteigne Festival takes place over six music-filled days from 25 – 30 August 2011. The Festival will promote some thirty events of which fifteen are concerts together with many complimentary music-related activities. The main venue for concerts is St Andrew’s Church in Presteigne; other performances are given at village churches and halls nestling in the beautiful countryside of the surrounding Welsh Marches.

In spring 2011 outreach work is planned in association with Live Music Now; this will include a series of concerts for elders in nursing homes and day care centres. The concerts will feature music previously commissioned by the Festival from David Bruce, John McCabe and Huw Watkins.

Continuing its association with Dr Dominic Horne and the Birmingham Conservatoire, the Presteigne Festival promoted a second competition for composers. The competition, for a solo piano work, was open to composers born in the UK between the ages of twenty and thirty-five. The winning piece, by London-based composer Jon Opstad, will be awarded the second Alan Horne Composition Prize and will be premiered at the Festival by Anglo- Russian pianist Alissa Firsova.

Powys County Council has supported this event in the past and it is recommended that assistance be considered.

Structural repairs

Reason for Recommendation

St Garmon's church occupies a near circular churchyard on the east bank of Afon Marteg less than 5km to the north of Rhayader. The church was completely rebuilt in 1821 with subsequent modifications in the early 20thC but historically it is potentially a most interesting site as the mother church of the district in the early medieval era.

St Harmon's churchyard is raised and also one of the most circular examples in Powys. Its northern sector is relatively flat but then the ground falls away to the south.

The Church is the only public building in St Harmon and runs concerts, exhibitions, social evenings and Farmers Markets, the kitchen and toilet facilities have been refurbished by the local community to include a disabled access.

The application to the Welsh Church Act Fund is for funding towards repairs to the East and West walls, re-pointing of all the stonework as necessary and a grant of £1,050 is recommended

Llanfihangel Bryn Pabuan

Structural repairs

Reason for Recommendation

The derivation of the name Llanfihangel Bryn Pabuan is obscure, but the most likely is ‘St Michael's on Pabuan’s hill’, though the personal name is a very unusual one. In 1299 it was simply referred to as Laivyhangel , appearing as Llanvehangyll Brympabean . Llanfihangel Bryn Pabuan is traditionally held to be a daughter church, or chapelry, of the major ecclesiastical site or mother church at neighbouring Llanafan Fawr.

The application to the Welsh Church Act is for the excavation and installation of a drainage system and water supply to the church. This is specialist work, given the fact that the installation will have to cross the church yard, a still used burial site and as such will be done under Archaeologists supervision.

The applicant has requested 50% funding for the project, but under the criteria of the Welsh Church Act Fund awards are made a maximum 10% rate for Churches and Chapels, so therefore an award of £956 is recommended on this occasion.

Trallong Eisteddfod Committee holds their annual Eisteddfod at Sennybridge Primary School on the third weekend in November each year. The event is held from morning to late in the evening and hosts a number of competitions for music, literature, recitation, soloists and choirs. Over half the expenditure is the prize money, other costs include adjudicators, hire of hall refreshments, printing, stationary and advertising.

The Eisteddfod is a popular one with 250 competitors in the musical section and 300 in the literary competitions. The local fundraising committee also work hard during the year notable during Brecon Jazz week selling welsh cakes.

The Welsh Church Act fund assists local Eisteddfodau fostering and developing the Welsh Language and culture. The Applicant is not a registered Charity, therefore the maximum grant under the current criteria of the fund would not exceed £100,

Reasons for Recommendation The event is similar to all other requests of this nature in that the Eisteddfod fosters and promotes the Welsh language and culture through a number of activities such as music, literary, recitation etc.

This application is towards meeting the costs of: adjudicators; accompanists; prize money; hire of hall; insurance; and piano hire. The application meets the criteria of the fund and as the applicant is a registered charity, is eligible for assistance over £100. An award of £250 is recommended.

Troedrhiwdalar Eisteddfod

Reason for Recommendation

Troedrhiwdalar Eisteddfod is seeking funding from the Welsh Church Acts Fund to assist towards the costs of their annual Eisteddfod. Expenditure is made up of prize money, adjudicators and accompanist, advertising, piano tuning etc. The Eisteddfod fosters and encourages all ages to take part in various activities through the medium of the Welsh Language. The application meets the criteria of the Fund, although the applicant is not a registered Charity and only eligible to receive up to £100.

Reason for Recommendation

A national organisation with branches throughout Powys, the organisation supports people with hearing impairments and their families, with hearing aids and other equipment as well as raising deaf awareness at all levels including the Community Health Councils throughout Wales.

Training is also available from the organisation, including lip-reading. Regular fund raising events and raffles are arranged.

Whilst this request is from a national organisation, it relates specifically to work relating to Powys. An award of £600 is recommended on this occasion.

Market Theatre Refurbishment

Reason for Recommendation

Wyeside Arts Centre has been a community venue for over 30 years, operating as a theatre, cinema and arts gallery. It is also an important centre where school, youth and other community groups can develop and present their creativity via workshops and performances. Wyeside’s varied activities reflect its fundamental commitment to presenting an arts and entertainment programme of real quality and breadth, as well as a diverse range of creative opportunities enabling people of all ages and abilities from all walks of life to participate

The Centre is developing a refurbishment and restructuring programme, which will make the theatre space more flexible, increase participation opportunities and audience facilities for its users, and will secure its future sustainability for the next generation.

With this project, Wyeside aims to build on its fine history, the excellence of its mission, the ambience created by its unique auditorium (which so many visiting artists have praised), the quality and experience of its staff and the considerable amount of support it enjoys from national and local authority funders, hard-working Board members and its very active Friends organisation who have just raised funding for work to the exterior of the building – not forgetting the huge amount of ’man-in-the-street’ backing it enjoys – to ensure that it continues being a major element in the strength of its town and region, and a significant factor in the quality-of-life facilities available to the people of mid-Wales.
