Preamble:

On June 9, 2020, the Government of announced that in-classroom learning will resume for the 2020-21 school year. This plan complies with the guidelines prescribed by Saskatchewan’s Ministry of Education and the recommendations of the Chief Medical Health Officer (CMHO). This document is responsive in nature and will continue to evolve as required by emerging health risk assessments under the advisement of the Director of Education for Horizon School Division or designate.

Punnichy Community High School recognizes the importance of implementing prevention and mitigation efforts. When necessary, we must act upon well-established procedures when disruptive events threaten the safety of a person, property, or learning. We are committed to protecting the health and safety of our staff and communities. In an effort to reduce the risk of spreading the COVID-19 virus.

Beginning August 24, 2020 all staff will be required to report to their place of work respecting these guidelines.

We will continue to review and modify the COVID-19 work and instructional arrangements as necessary based on recommendations from the Chief Medical Health Officer. Physical distancing of 2 metres shall be maintained as much as possible, as well as staying away from worksites when sick. Punnichy Community High School recognizes the need to be flexible due to the varying nature and configuration of schools, however, the guidelines listed should be adhered to.

Purpose

With the introduction of Phase IV of ‘Reopen Saskatchewan’ we will be shifting from a Learning From Home environment (during the initial stages of the Pandemic), to all students returning to school. This document outlines the processes and procedures that will be followed to assure parents, students, and families, as well as staff members that all necessary precautions will be taken to provide a safe and caring learning

Part I - Hygiene:

● Student safety is our primary concern. Staff are expected to maintain a safe and secure work environment and follow directions from the Government of Saskatchewan and/or Chief Medical Health Officer;

● Staff will engage in frequent handwashing and sanitization following recommended processes. Sanitization products in public or shared places will be provided by the school division;

● When in close contact with a sick student, Personal Protective Equipment (PPE) including masks and eye protection are required and will be made available by Horizon School Division; ○ See guidelines around personal protective equipment; ​ ​ ○ See AP166.1 - Illness in Care; and ​ ​ ● This plan is intended to ensure that everyone (including parents, staff, and students) will maintain physical distancing of 2 metres as much as possible.

Returning to School:

Punnichy Community High School cannot eliminate all risk of COVID-19 spread in our school. It is our desire ​ ​ to minimize risk as much as reasonably possible by following appropriate cleaning, disinfection, and physical distancing protocols, providing hand sanitizers, scheduling caretakers to clean before and after building use, and using personal protective equipment (PPE) when appropriate.

Staff:

● Horizon School Division will be implementing mandatory masking for all staff and for students in grades 4 to 12 in common areas and in classrooms where physical distancing of 2 metres cannot be maintained. At this time, the CMHO has not recommended mandatory masking for students below grade 4. Horizon Division recommends that all staff wear masks when physical distancing of 2 metres cannot be maintained;

○ For staff, masks shall be worn at all times when a physical distance of 2 metres cannot be maintained.” staff will be responsible for supporting the sanitization of classroom touchpoints and materials as required; Creating a better world, one student at a time 3

○ All PPE (including masks, gloves, and face shields) will be available at each site and provided by Horizon School Division; ■ See Personal Protective Equipment for guidelines around personal protective ​ ​ equipment; ● Punnichy Community High School has been provided with Vangard (or a comparable product) as a sanitizing product. It is safe to use and hospital grade quality; ● When using photocopiers and/or teacher workrooms staff will ensure that procedures for the use of these spaces are aligned with COVID-19 sanitization protocols and appropriate physical distancing guidelines; and ● Whenever reasonable staff should limit their movements as much as possible, adhering to sanitization and hand-hygiene protocols when transitioning between locations.

Students:

● Horizon School Division will be implementing mandatory masking for all staff and for students in grades 4 to 12 in common areas and in classrooms where physical distancing of 2 metres cannot be maintained. At this time, the CMHO has not recommended mandatory masking for students below grade 4. Horizon Division recommends that all students wear masks when physical distancing of 2 metres cannot be maintained;

○ Masks for students will be required in hallways, entrances, and common areas within the school;

1. Students will be trained in mask wearing protocol (See Personal Protective ​ Equipment); ​ 2. Students shall take their mask off as they get outside the porch doors and put their mask back on prior to re-entry;

3. Masks will be mandatory in classrooms where a two metre physical distance cannot be maintained and only for students grade 4 and up;

4. Horizon School Division will provide one reusable mask to each student. Parents are requested to purchase reusable masks for their children.

a) See Appendix A: Personal Protective Equipment for guidelines around ​ ​ ​ personal protective equipment;

● All students regardless of grade are required to wear a mask while riding any Horizon bus; and

● The hygiene protocols at Punnichy Community High School will be:

○ Hand sanitizing stations will be located in each of the school’s entrances, in each classroom entrance, in each office, and two in the hallways

○ Students and staff will be required to hand-sanitizer upon entering the classroom/school, upon using any communal tool.

○ Staff and students changing classrooms-

■ Teachers, who will be teaching students in high school (Grades 10-12), will remain in the same classroom for the duration of the day. The morning cohorts will not change, but the afternoon cohorts will be a new cohort that may consist of students that were in many cohorts in the morning. Teachers will ask students to wipe down the tops of the tables and chairs prior to leaving the classroom at lunch time and the end of the day.

■ Teachers who will be teaching Grade 9 will move to the classroom that the students are in, as Grade 9 students will not be changing classrooms. Teachers and Support Staff will be expected to sanitize prior to entering the classroom. Teachers will use their personal chair as their trolly to move supplies from one class to another. Teachers will ask students to wipe down the tops of the tables and chairs prior to leaving the classroom at lunch time and the end of the day.

○ Items that cannot be sanitized will be removed from the classrooms (ie-fabric furniture, etc)

Part II - Limiting Physical Distance and Physical Contact:

● Punnichy Community High School will minimize physical contact and maintain physical distancing whenever possible. Minimizing physical contact and maintaining physical distancing for students within a building will include: ○ PCHS will have staggered breaks where only two groups of students are in the hall at the same time. ○ Our timetable will dictate that students in Grade 9 are in the same classroom all day and students in Grades 10-12 will be in a morning and an afternoon class. ○ AT PCHS we will ensure that our student seating plan will dictate that students face the front of each classroom and there will be no side facing. ○ Our timetable will dictate that all students will only have 3 or less teachers per day. ○ Educational Assistants are assigned to specific students and are assigned in half day time slots. ○ Students in Grade 9 and 10 will enter via the main entrance and students in Grades 10-12 will enter via the secondary doors by the home ec room. ○ At PCHS our timetable dictates that no student will be in more than three classrooms during the course of any day. ○ The PCHS Administration will ensure that there are staggered departure times for all at the end of the day. Students will be dismissed bus by bus. Students who live in town will be dismissed after the buses.

○ When students arrive off of their bus the expectation will be all students who enter into the school will sanitize and put on masks until they enter into their classrooms which may or may not require them to wear masks depending on the ability to social distance in the classroom. ○ At PCHS we will have supervisors at the door ensuring that students put on their masks and sanitize prior to entering the school.

○ PCHS will create equipment bins for each of the Grade 9 classrooms and other classrooms as needed.

○ PCHS will have supervisors for both in the school and out that will be reminding students of the need for physical distancing (if the students are not adhering.)

○ The Tansi area and cafeteria area will remain closed for non-instructional purposes until further notice.

○ PCHS does not permit students to be at school during a spare. As our classes are all morning or all afternoon, students who wish to only take one class a morning class or an afternoon only, need to have parent transportation or arrangements to go home.

○ At Punnichy Community High School our division 4 students have one class all morning and one all afternoon. The cohorts have been divided so that there are no more than three having a break at any one time, each in their own designated areas.

○ All classes will have a designated seating plan. This plan will be kept on file by the teacher and the administrator.

○ Teachers will be expected to take attendance for each of their 4 classes per day. Students will be required to sign in and out of the classroom each time they exit it during the class, they will need to include the time they left the room and the time that they re-entered.

Part II - Limiting Shared Material and Equipment

● It is the expectation classroom materials used by students will be disinfected and maintained as per guidelines outlined by the Chief Medical Health Officer;

● Microwaves and common cooking areas are to be removed. Parents will need to send lunches and snacks that do not require reheating or cooking;

● PCHS students will have the majority of their own supplies.

○ Those supplies that need to be handed out to the students will be done by the teacher on an individual basis and following the school division protocols. Materials will be handed out by the teacher or adult directly to the student (it will not have been in a shared space). Students will not share supplies. Anything that needs to be reused (ie- art supplies) will be sanitized between users.

● At PCHS students will be expected to have their belongings in their backpack or on their person and not to bring nonessential items to school.

● PCHS will not be assigning lockers to students at this time.

● PCHS will ensure the non transferring of contagions by giving each student a zip-lock bag to store their assigned novel and/or textbooks if they leave the classroom.

○ These books will then need to sit for three days in a secured tub, once a student has finished with them, prior to being given to another student.

● Student papers are contained in an individual student hand in folder and not a shared hand in folder;

● Wherever possible, paperless classrooms and assignments are encouraged;

● teachers will follow protocol of sanitization prior to photocopying and distributing paper to students.

○ Once students have completed an assignment they will hand it on to the teacher- as the student has sanitized prior to entering and the paper has not left the classroom it will be submitted in an individual student assignment folder.

○ Any paper that has gone home will be placed in a zip log bag for a minimum of three days prior to the teacher correcting.

● Any materials mailed or distributed from the school will be transported directly from the school to the post office or the courier;

● Any materials received through the mail or from couriers including inter-office mail will sit for a minimum of three days prior to opening. ● When using photocopiers and/or teacher workrooms teachers and staff will ensure that procedures for the use of these spaces are aligned with COVID-19 sanitization protocols and appropriate physical distancing guidelines; and ● Whenever reasonable teachers and staff will limit their movements as much as possible, adhering to sanitization and hand-hygiene protocols when transitioning between locations.

● Technology use will follow the protocols in Horizon’s Technical Guidelines for COVID-19; ​ ​ ○ Students must wash their hands / use approved hand sanitizer before signing out a device ● All shared devices must be sanitized prior to returning the device to the cart using the Approved cleaning and disinfecting procedures; ​ ● Students must wash their hands / use approved hand sanitizer once the device is returned.

Libraries:

● At PCHS the Librarian will monitor that all individuals who enter into the library will need to sanitize and wear a mask. Once this has been done students will be free to choose a book of their choice and sign it out.

● When books are returned to the library the librarian will store the books in a tub for three days prior to putting them back into circulation.Insert your library protocol here.

● The librarian will have a sign out sheet for teachers to bring their classes in if they so choose. Students and staff will follow the guidelines of sanitizing and masking when in the library.

● At PCHS there are many classrooms that have their own library. In these classrooms, students will be allowed to use the book in the classroom and if they choose to take them home, they will then need to store the book in a tub to be stored for 72 hours, prior to it being returned to the shelf for another student.

● Books returned to the library will need to sit for a minimum of three days before being recirculated or put back on shelves unless otherwise indicated by the CMHO; and

● Classroom libraries - student selections will need to be kept in an individual place - student desk or ziploc bag and upon return will need to be removed from circulation for three days.

● Our Chromebooks will be housed in the library and the librarian will be assigned the task of sanitizing or wiping down all chromebooks.

● The librarian will be required to wear disposable gloves when they are handling any technology or returned books. (Refer to Horizon’s protocol for cleaning and disinfecting technology: ​ Cleaning and Disinfecting Technology Devices-Aug-2020) ​

Part II - Extra-Curricular and Field Trips:

Extracurricular Activities:

● Plans for extracurricular activities will be developed in consultation with Horizon School Division in consideration of the CMHO guidelines.

Noon Period Activities:

● Noon period clubs, intramural sports, etc. will be postponed until further clarification is provided by Horizon School Division in consultation with the CMHO guidelines.

Educational (Field) Trips:

● All Educational/Field Trips will be postponed until direction is provided from Horizon School Division in consideration of the CMHO guidelines; and

● Individual programming for students with intensive needs will continue as appropriate under the direction of Horizon School Division in consideration of the CMHO guidelines. Students will not be traveling off-site.

Part III - Facilities

Punnichy Community High School will be an open campus for lunch. When students return after lunch they will be expected to follow the same protocol that they would follow when they arrive in the morning off the bus. Masks will be worn in the common area and classroom if physical distancing is not possible and they will hand sanitizer.

● In the event it is necessary, Horizon School Division reserves the right to shorten the lunch period and close campuses.

● All division facilities will maintain restricted and controlled access for the public outside of scheduled deliveries. Until further notice, community functions in school facilities are suspended unless specific permission is granted by the Director of Education;

● Groups such as sport camps, dance groups, outside music groups, etc. are not permitted access to or use of the building at this time;

● Parents, caregivers, or community members (including outside agencies) entering the building:

○ Parents and others who are coming to the school will need to adhere to the following:

■ expectation is that parents/guardians will call the school to arrange for their student to meet them outside and will only come in the school if no phone call can be made

● If a parent needs to come into the school the following will be required:

○ they will be only allowed to use the main entrance

○ they will need to sanitize and wear a mask as per policy

○ report to secretary who will monitor the sign in and sign out

○ they will not be allowed to go into the school past the secretaries office

○ by entering the school, they are declaring that they have no flu-like systems, have not been outside of the country in the past 14 days, and have not been in contact with anyone that is not voluntarily being tested or has tested positive for COVID-19;

Part IV - Cleaning and Sanitation

● At PCHS the Janitorial staff will continue with their regular responsibilities, but there will be added duties assigned to disinfect the school, such as increased touch point cleaning, washrooms cleaned and sanitized during the day, and cleaning and disinfecting high traffic areas. ● Horizon school division has supplied PCHS with hospital grade sanitizers. Teachers will not be required to clean classrooms, but will be required to sanitize their own personal area, and custodians will be responsible for disinfecting all contact surfaces with the disinfectant spray provided by the Division. ● At PCHS all persons entering the school will be required to wear a mask and to sanitize their hands. There will be sanitizing stations set up in classrooms, hallways and offices to ensure that people sanitize prior to entering into an area. ● There will be an increased amount of deep cleaning of washrooms and common areas during the course of the day. ● You may include the provision of tissue protectors for toilet seats, the protocol with hand sanitizing when leaving or entering the school/classrooms and the increased number of deep cleaning of washrooms, touch point areas and common areas during the day. ● As per school division protocol, PCHS will have a Registered Nurse come into the school to give demonstrations to the staff and students in regards to proper hand sanitizing procedures.

Part V - Illness in Care

1. In the event that a student becomes ill or begins to exhibit symptoms identified with COVID-19, Punnichy Community High School will follow the protocols outlined in Horizon School Division AP166.1 - Illness in Care. ​

Part VI - Nutrition Programs

● Nutrition programs will be allowed to continue under the following conditions:

○ food preparation will comply with the recommendations found in the Educational Institution ​ Guidelines - June 18. Students who are not part of a credited commercial food preparation ​ program are not permitted to prepare food for public consumption. (See PAA Food Studies ​ Programs) ​ ○ In an effort to continue supporting our students at Punnichy Community High School’s ​ need for nutrition, we will be continuing the Breakfast Program and Lunch Program:

■ Breakfast Program: teachers hand out individually wrapped granola bars or cheese and crackers on Monday, Wednesday, and Friday during DEAR time to students in their period one class. Teachers will have a locker outside of their classroom for safe storage of the snacks.

■ Lunch Program: the nutrition coordinator will deliver lunch to each classroom for those students that want to participate on Tuesday and Thursday of each week. *Judy will need to input the exact plan.

○ Students will remain in their classrooms to eat their lunches or breakfasts;

○ All microwaves and common cooking areas will not be available to students. Parents will need to send lunches and snacks that do not require reheating or cooking;

○ At present the canteen will not be open.

Part VII - Mental Health and Social-Emotional Supports

● Support for students and staff health and wellness will be provided, including helping students understand the importance of preventative measures that are in place and practicing proper hand hygiene and coughing/sneezing etiquette. Hygiene materials will be provided by Horizon School Division including hand sanitizer, paper products, gloves and masks. These materials have been stockpiled in the event of a shortage to maintain continuity;

● Social emotional support shall include personal wellness and safety protocols;

○ All Punnichy Community High School staff have completed the Respect in Schools online training program. As needed, PCHS staff will connect students and families with additional mental health supports that are available within the division, communities, and the Ministry of Education. The supports may include but are not limited to: the school counselor, Touchwood student and Family Services, Regina-Fort Qu’Appelle Mental Health and Addiction Services and Kids Help Phone.

○ The majority of the Punnichy Community High School staff are trained in ASIST. The PCHS staff will be vigilant in monitoring students who appear to be in stress and will follow protocol in getting support in place for the individual.

● Punnichy Community High School will use trauma-informed practice to support students, staff and families.

○ We recognize that each student or staff member may have a variety of feelings and emotions as they re-enter school. Using our 7-Habits training, we will ‘seek first to understand, then to be understood’ as we work together to support the individual needs of all students and staff. PCHS will provide a compassionate and inclusive learning environment.

○ During the first few days of school, teachers will be explicitly teaching all students about proper hand washing and hygiene, coughing and sneezing etiquette, proper physical distancing, the importance of wearing a mask in certain situation and areas of the school, and any other new procedures that the school has implemented to ensure the safety of everyone. We will promote and encourage student independence in supporting the new guidelines and procedures implemented at the school. Learning about health, well-being and safety will be ongoing throughout the school year.

○ Students at PCHS will have access to TAB support as needed either occasionally or on a continuing basis.

Part VIII - Students with Intensive Needs

● Updated assessments and appropriate goals will be completed as needed when students return;

● Inclusion and intervention plan goals of all students with intensive needs shall be reviewed by the school team to ensure student health and safety;

● Appropriate goals based on time that has gone by/supplemental learning that occurred will be set;

● CMHO safety orders will be in place for students who require a more hands-on approach and have personal care needs;

○ Where there is a requirement around PPE, Horizon School Division will provide such materials;

● When utilizing specialized areas for instruction for students with compromised immunity every effort should be made to ensure students feel included and safe;

● All health and safety measures must be in place and communicated with the relevant staff and family prior to the provision of the service;

○ Students with compromised immunity will receive their classes or service in consultation with parents, medical professionals, and Horizon Student Services;

● Students with intensive needs will continue to be supported unless otherwise advised;

○ It may not be possible to support all students with intensive needs in-school due to health and safety guidelines. In such instances, supports will be provided in consultation with family, Student Services and the appropriate professionals;

● Specialized therapies, professional assessments and unique transitions that can’t be provided virtually may be provided face-to-face as per guidelines from the CMHO;

● Students with intensive needs shall have an individual orientation prior to the start of the school year in consultation with parents; and

● Students will not be attending supported employment workshops, such as those at MDSI, Interlake Human Resources, or other supportive agency programming.

Part IX - Transportation

Transportation Considerations:

● Staff will not transport students in personal vehicles at any time without explicit permission to do so; and Creating a better world, one student at a time 15

● When transporting students in a division vehicle, the driver and supervising staff shall wipe all contact surfaces between transports and exercise strict hand-washing. Permission to transport students with a division vehicle must follow division guidelines for approval.

Transportation Considerations for Busing: (May be included) ● After consulting with members from Daystar First Nation, George Gordon First Nation and , each has indicated that they will follow the guidelines that have been set out by Horizon School Division in regards to their busing policies.

● All Students are required to wear masks when utilizing Horizon Transportation Services; ● All adults riding or entering the bus must wear a mask. If they do not have access to a mask but are required to board the bus, a disposable mask will be provided. (This includes parents/caregivers of preK students who must unbuckle their child); ● Students will be assigned seats; ○ One student per seat as much as possible, with the exception of siblings; ● Family members shall be required to sit together; ● Seating plans shall be shared with the school and Horizon School Division; ● All surfaces shall be sanitized between trips; ○ Sanitizing products: Bus drivers have been, and will continue to be, provided with Vangard (or a comparable product). This is the same product currently used in our schools. It is safe to use and is hospital grade quality; ● Students may carry personal use hand sanitizer, stowed securely in their backpack; ● Guest riders shall be disallowed; ● Alternate stop locations for occasional riders shall be disallowed except in the case of childcare. There will be a schedule for this arrangement; ○ Drivers shall keep an attendance record for the riders who are approved for this service; and ○ These children will also be accounted for on the seating plan. ● Buses will stagger their students exiting the bus at their discretion in the effort of limiting cross cohort interaction.

Students of Intensive Need or students new to the school community: Punnichy Community High School will be posting an opportunity for parents and students to come and visit the school on September 2nd, 3rd and 4th by appointment. This will give parents an opportunity to meet the staff, see their student’s classroom and have an opportunity to ask any questions they may have.

Part XI - Students who are considering not attending

● Some families may choose to “learn from home” even when the option to return to school is offered. These situations should be based on a medical need to accommodate the student or family members in the home. Public assurances and communication will continue to be shared in order for parents/caregivers to make informed choices around their child(ren)’s learning.

● Students who are in attendance on a rotational schedule due to their busing, will be required to participate in their classes via life stream video.

● Horizon School Division is prepared to offer options for learning from home that may include the following options;

● Option 1: Children may video conference into classrooms with their peers but are not ​ physically present. This option may not be practicable in every situation. ● Option 2: In the event that families who have children or adults in the home or extended family who are immunocompromised and who, as a result, need an option for learning from home. Horizon will have a Learning From Home (LFM) teacher meet the needs of children; ○ Based on the number of students needing this option, a cohort/classroom will be created and a teacher shall be assigned to support the learning of that cohort; however If a parent chooses to keep their child(ren) at home, the student must be registered with the local school.1 ● High school students will have the option of working through Horizon School Division’s online courses.

Part XII - Communications

Communication is key to the success of Phase III of re-entry. This safety and instructional plan document will be shared with parents/caregivers and students.

● At Punnichy community High School we have used a number of methods to contact parents/guardians and we will continue using these methods: ○ phone ○ text ○ message ○ social media ○ email

Part XIII - Other

Fine Arts Classes:

● Visual arts, dramatic arts, performing Arts or other Fine Arts offerings must follow strict sanitization and physical distancing protocols. Shared tools must be properly sanitized or isolated where a single student will be the sole user (pencils, brushes, other tools labeled and stored away from each other - ziploc bags are suitable so long as they are properly sealed and sanitized once the tools are securely zipped.)

Physical Education:

● Physical Education outcomes should be viewed through the lens of physical fitness rather than team or collaborative games where physical contact cannot be controlled or limited; and

● Changing clothing for PE will not be required as a condition of participation. Where students choose to do so, the school will provide guidelines ensuring that no more than 5 students enter a change room at any time and that separate change areas and storage of personal items be clearly identified to maintain physical distance and assure that there is no cross contamination in the change room (student personal items be separated at all times.)

PAA Food Studies Programs: ● Students will learn about safety and sanitation in the preparation and storage of food; ● Students will not be involved in the preparation of foods for public consumption; ● The teachers will dispense communal items (such as flour, etc.) to be used in the classroom; and

● Students who participate in commercial cooking programs as part of their coursework may do so following the direction of the CMHO and in compliance with the Restaurant and Licensed ​ Establishment Guidelines2.

Other off-site Study Programs: ● Any off-site venue providing opportunities for student instruction will follow the guidelines and protocols of Horizon School Division; and ● Any student transported in a Horizon vehicle (or other special circumstances) to such venues will follow the transportation guidelines for students riding a bus. ​ ​

Work Experience: ● The practical work experience component for any course for students outside the school building ​ without express permission by the Director of Education or designate is prohibited. If approved, protocols will follow the recommendations of the RPT for Work Placement Guidelines. ​

Appendix One: Personal Protective Equipment Resources Please note the following recommended guidelines for the proper use and disposal of masks, gloves, and other personal protective equipment. These signs should be posted to any sanitation station located within the facility.
