WANDERERS FC VS MELBOURNE HEART 09 HEART IN THE WEST story by Chris Hills @Christopher__H Iacopo La Rocca is on the ball just outside Melbourne Heart’s penalty area, the rain teeming down at a drenched aaMI Park as he drives forward, towards goal. wo Heart defenders step out and challenge La Rocca and in that instant he slips a straight ball Tinto the space in front of him, half with his instep, half with his toe, just to the right of the penalty spot. While the Heart defenders have focused their attention on La Rocca, Labinot Haliti has slipped his marker undetected and curved a ghost run in-behind to meet his threaded pass. Without a touch or hesitation, Haliti strikes the ball hard above the outstretched hands of Heart keeper andrew Redmayne and into the roof of the net. The goal was Haliti’s second in the match and was crucial in sealing the 3-1 win that extended the Wanderers record winning streak to 10 matches and spring-boarded them towards eventual Premiership glory. For a man who doesn’t often hog the limelight Haliti has built his career on chiming in at the right time. one need only cast their mind back to his playing days at the Newcastle Jets where he’d regularly pop up for an equaliser or winning goal, often in the dying stages of a match. a hero for the home supporters; a cruel nightmare for everyone else. For all of Haliti’s goal scoring exploits, he averages approximately one for every three matches played in the Hyundai a-League, he has often been used as an impact player off the bench. Not that it phases him, he just gets on with the job.

    THE AUSTRALIA INSTITUTE Funding Sport Fairly An income-contingent loans scheme for elite sports training Background Australian taxpayers spent more than $97 million on elite sportspeople in 2001-2002 (ASC 2002). A significant proportion of this expenditure went on providing Australian Institute of Sport (AIS) ‘scholarships’ to 673 athletes and grants to national sporting bodies for their elite athlete programs (ASC 2002). Major expenses associated with assistance to elite sportspeople include the provision of training facilities (such as swimming pools and playing fields), coaching, medical advice and international and domestic travel costs associated with competition. While there is no doubt that the Commonwealth Government has a role to play in encouraging excellence in all fields of human endeavour, be they sporting, educational or artistic, there is an important equity issue associated with providing taxpayer funded training to individuals who go on to earn millions of dollars per year from their sporting prowess. As shown in Table 1, sportspeople who make it to the top of some sports earn extremely high incomes. For some, sporting success while young can also be translated into high incomes in later life either through sponsorship, public speaking or commentary positions. Many would question the fairness of a system that delivers huge incomes to a handful of elite sporting stars; but that is how the sports market works. However, there are good grounds for taking action to recover some of the publicly funded costs of training sportspeople who go on to earn very high incomes. In order to address this issue it is proposed that the Government introduce a HECS- type scheme whereby those sportspeople who go on to earn high incomes would be required to repay the costs incurred in the public provision of their training and development.

    FOOTBALL FEDERATION AUSTRALIA ‘NEW LEAGUES WORKING GROUP’ RECOMMENDATIONS REPORT 31 MARCH 2019 Introduction and Overview by the Chair As was the case with the Congress Review Working Group work in 2018, this report and the associated recommendations of the New Leagues Working Group are the result of hundreds of hours of work over the past 6 weeks by the individuals listed at the end of this report, many of whom are volunteers. The unity of purpose comes from a shared passion for outcomes that deliver for the good of Australian football. The legal, constitutional, commercial and social issues that underpin the New Leagues Working Group mandate are in many places intertwined, hence added complexity for the NLWG in delivering on this mandate within such a short timeframe. Full credit to all those involved. The calibre and depth and breadth of the presentations, submissions, analysis and debate over the last six weeks is singularly impressive. PART 1 - NEW LEAGUES WORKING GROUP 1. Pursuant to Special Resolution 2 passed by the Members of Football Federation Australia Limited (FFA) at the General Meeting held on 2 October 2018, the New Leagues Working Group (NLWG) was established to consider and propose an Alternate A-League Governance Model for the Professional Australian Football Leagues, comprising of the A- League, W-League and the Y-League. (the Professional Leagues). A copy of that resolution is attached as Appendix 1. 2. A total of 737 clubs entered the FFA Cup 2019, a number that has significantly grown from the first edition of the FFA Cup in 2014, when 617 clubs entered. The FFA Cup 2019 started in February with the Preliminary Rounds to determine the 21 clubs from the semi-professional and amateur tiers. These clubs joined ten of the Hyundai A-League clubs (Western United FC will not participate in this edition) and the reigning National Premier Leagues Champions (Campbelltown City SC) in the Final Rounds. The FFA Cup Final 2019 will be played on Wednesday 23 October with the host city to be determined by a live draw. Each cup tie must be decided on the day, with extra time to decide results of matches drawn after 90 minutes, followed by penalties if required. At least one Member Federation club is guaranteed to progress to the Semi Finals. A record high 879,000 Australians watch the W-League on TV, up 265,000 (+43%) on a year ago. In what represents a huge boost to the Women’s game in this part of the world Australia and New Zealand were recently awarded joint hosting rights for the 2023 FIFA Women’s World Cup – the largest Women’s sporting competition in the world. The 2023 edition will be the first to welcome 32 countries to E compete, a significant increase on the 24 that competed in France in 2019. However, the W-League’s TV viewership growth was not enough to make up for the declines in viewership for the FIFA World Cup, English Premier League, A-League and other forms of Soccer compared to a year ago. Now 4,098,000 Australians watch any of the listed Soccer competitions, down from 4,577,000 a year ago – a drop of 479,000 (-10%). The FIFA World Cup is easily the most popular Soccer competition on Australian TV with 3,391,000 viewers, although this is down 471,000 (-12%) on a year ago. The next FIFA Men’s World Cup is due to be held in Qatar in 2022 with the FIFA Women’s World Cup following a year after in Australia.
