Two Iran-based news sites were also blocked in a reflection of mounting tensions between the two countries (seeBlocking and Filtering). • A July 2015 law designed to combat discrimination and hate speech also outlines jail terms of six months to over 10 years and fines from US$ 14,000-550,000 for online posts deemed to insult “God, his prophets, apostles, holy books, houses of worship, or grave- yards” (see Legal Environment). • In June 2015, Nasser al-Faresi was sentenced to three years in jail for tweets found to have insulted the Federal Supreme Court and the ruler of Abu Dhabi. Fordham International Law Journal is produced by The Berke- ley Electronic Press (bepress). http://ir.lawnet.fordham.edu/ilj Israel, Palestine, and the Olso Accords JillAllison Weiner Abstract This Comment addresses the Middle East peace process, focusing upon the relationship be- tween Israel and Palestine. Part I discusses the background of the land that today comprises the State of Israel and its territories. This Part summarizes the various accords and peace treaties signed by Israel, the Palestinians, and the other surrounding Arab Nations. Part II reviews com- mentary regarding peace in the Middle East by those who believe Israel needs to surrender more land and by those who feel that Palestine already has received too much. Part II examines the conflict over the permanent status negotiations, such as the status of the territories. Part III argues that all the parties need to abide by the conditions and goals set forth in the Oslo Accords before they can realistically begin the permanent status negotiations. Finally, this Comment concludes that in order to achieve peace, both sides will need to compromise, with Israel allowing an inde- pendent Palestinian State and Palestine amending its charter and ending the call for the destruction of Israel, though the circumstances do not bode well for peace in the Middle East. However, freedom of the press varies across states and is especially lacking in autocratic ones. This paper asks how the press in autocracies tackles the challenge of reporting on contentious mobilization, i.e. protests events that threaten the very survival of the regime. For this, it relies on count and structural topic models applied to an original dataset of roughly half a million newspaper articles published before and after the events of the Arab Spring (January 2009 – December 2011), and on new protest event data from the Mass Mobilizations in Autocracies Dataset. We find that both the extent of coverage and its content is influenced by the overall degree of censorship in MENA countries. Moreover, threats to authoritarian regimes, measured both as intensity of domestic protests and intensity of protests across the wider MENA region, also influence the coverage of the issue. We also find that these effects are stronger forstateowned newspapers.     HARD-WON PROGRESS AND A LONG ROAD AHEAD: WOMEN’S RIGHTS IN THE MIDDLE EAST AND NORTH AFRICA by Sanja Kelly As the governments of the Middle East and North Africa (MENA) under- take the diffi cult process of enacting social and political change, the unequal status of women presents a particularly formidable challenge. In Iraq, deliberations over women’s legal status have been as contentious as negotiations over how to structure the government. In Jordan, measures to increase penalties for so-called honor crimes faced strong resistance by ultraconservative parliamentarians and ordinary citizens who believe that tradition and religion afford them the right to severely punish and even murder female relatives for behavior they deem immoral. These debates are not just legal and philosophical struggles among elites. They are emo- tionally charged political battles that touch upon fundamental notions of morality and social order. In order to provide a detailed look at the conditions faced by women in the Middle East and understand the complex environment surrounding efforts to improve their status, Freedom House conducted a comprehen- sive study of women’s rights in the region. The fi rst edition of this project was published in 2005. The present edition offers an updated examination of the issue, with a special focus on changes that have occurred over the last fi ve years. Although the study indicates that a substantial defi cit in women’s rights persists in every country in the MENA region, the fi ndings also include notable progress, particularly in terms of economic opportu- nities, educational attainment, and political participation.
