Legislative Update  Page 1 ACCG Legislative Update page 1 Legislative Update Volume # 6, Issue 14– May 14, 2015 2015 Session of the General Assembly Each year, ACCG compiles a final Legislative Update to summarize legislation of importance to counties passed by the Georgia General Assembly and signed or vetoed by the Governor. This Legislative Update is designed to serve as a final guide to legislation from the 2015 session of the Georgia General Assembly and includes a brief summary, effective dates and impact to counties for each bill and resolution. Please note that major pieces of legislation impacting counties have a more detailed summary in the Appendix. For the full text of any of the bills in the legislative update, click here. ACCG staff has reviewed the final appropriations bills and has compiled a list of items of interest to counties by state agency. Items listed in black are increases to agency programs, while items listed in red are reductions to agency programs. For a complete overview see Appendix A.     JUDICIAL COUNCIL OF GEORGIA ADMINISTRATIVE OFFICE OF THE COURTS WEEKLY LEGISLATIVE REPORT March 24, 2017 legislation.georgiacourts.gov Week 11 (Legislative Days 36-38) After several days of busy committee meetings but few floor votes, both chambers ended the week with long debate calendars. Only two legislative days remain for the 2017 session. It is expected that both of these days will be busy as many bills move towards final passage. Both chambers have agreed to the Conference Committee version of HB 44, the State budget for Fiscal Year 2018. The tracking document with the final appropriations can be found here. The Criminal Justice Reform bills were passed on the House floor late Friday – SB 174 and SB 176 will go back to the Senate for a final “agree” and SB 175 has achieved final passage. House and Senate Rules Committees are both expected to meet Monday, March 27. The General Assembly will reconvene on Tuesday, March 28, for Legislative Day 39. This report is a compilation of the items acted on this week affecting Georgia’s judiciary. Belton (112th) Through the Ways & Means Committee Final Bill Summary: House Bill 32 amends O.C.G.A. 20-2-251 to create a refundable income tax credit for a teacher recruitment and retention program managed by the State Board of Education. Eligible teachers include those with a bachelor's degree in education from a postsecondary institution in Georgia that has a teacher certification program certified by the Georgia Professional Standards Commission. Additionally, a teacher must accept their first school-year contract in the 2021-2022 school year in a high-need subject area in a rural school or a school that performed in the lowest five percent of schools in this state and must hold a valid five- year induction or professional certificate from the Georgia Professional Standards Commission. Regional Education Service Agencies determine which three content areas are considered a high-need subject area. Eligible teachers must submit an application to the Department of Education to participate. The department will identify no more than 100 rural and low-performing schools, and the recruitment and retention program is limited to 1,000 participating teachers. Participating teachers are eligible for a non- refundable tax credit of $3,000 per each school year for no more than five years. The tax credit earned may be carried forward for up to three years.
