World Bank Document Second Shandong Environment Project (P077752) PROCUREMENT PLAN I. General Public Disclosure Authorized 1. Project information: The Government of the People’s Republic of China proposes to apply for a loan in the amount of USD 147million equivalent from the International Bank for Reconstruction and Development towards the cost of the Second Shandong Environment Project (SDEPII). The development objective of the project would be to promote sustainable improvement of the environment in participating municipalities-counties of Shandong Province through (a) upgrading of (i) facilities for wastewater, solid waste, and water supply; and (ii) financial performance, efficiency, and effectiveness of wastewater, solid waste and water supply urban services; (b) replicating the GEF-supported pilot demonstration in Yantai and elsewhere in Shandong Province; and (c) setting-up of foundations for use of a carbon finance facility in the project’s solid waste components. The proposed project has following components: (a) waste water treatment and collection Public Disclosure Authorized network in Gaomi, Huantai, Qixia, Weifang, Weihai, Yantai and Zaozhuang with associated river improvements in Qixia, Weifang and Zaozhuang; (b) water supply in Gaomi and Huantai; (c) solid waste management in Heze and Rizhao; (d) assistance with implementation of physical and institutional components, sector development and capacity building; and (e) development of septic tanks management in Yantai supported by GEF (Global Environment Facility) grant. Shandong Provincial Government is the executing agency (EA) responsible for overall management of the project, which is expected to become effective during the second half of 2006. By using a super-SBM model, the construction and cultivated land-use efficiency of 17 cities in Shandong from 2006 to 2018 were estimated and the spatial-temporal variation was analyzed. The results showed that: (1) The land use efficiency levels were quite different, and low-efficiency cities impacted the overall development process. (2) The efficiency values of construction land generally fluctuated and rose, meaning that room remains for future efficiency improvements. Cultivated land generally showed a high utilization efficiency, but it fluctuated and decreased. (3) The construction land-use efficiency was highest in the midland region, especially in Laiwu city, followed by the eastern region and Qingdao city, and the western region. The spatial variation in cultivated land presented a trend of “high in the middle, low in the periphery,” centered on Jinan and Yantai city. (4) Pure technical efficiency was the main restriction driving inefficient utilization in the western region, while scale efficiency played that role in the east. Based on the findings, policy suggestions were proposed to improve the land-use efficiency in Shandong and promote urban sustainable development.
