PREFACE

I am happy to inform you that this is the second road accident analysis of this year 2020 (Upto August 2020) in Tamil Nadu. This analysis report contains the target fixed for total accidents and accident deaths to be reduced during this year. During the year 2020 (upto August) all districts except Perambalur and has controlled the total accidents as per the target fixed and all districts except Salem , Chennai City,. Perambalur, and Pudukottai districts has controlled the total deaths as per the target. The total accidents during August 2020 is decreased by 10.32 percent when compared to the previous year August 2019. Suggestions and recommendations are welcome for the improvement of Road Accident analysis.

1. Introduction

Expansion in road network, motorization and urbanization in the State has been accompanied by a rise in road accidents leading to road traffic injuries and fatalities as a major public health concern. Today road traffic injuries are one of the leading causes of deaths, disabilities and hospitalizations with severe socio economics costs across the world. Consequently road safety has become an issue of concern both at national and International level. Various Road Safety awareness programme and Due to the lockdown against the prevention and spread of COVID-19 there is a reduction in road accidents and road fatlities during this year 2020. The accident data for the month August 2020 is analysed in this report.

The top 10 districts in total accidents are Chennai City, Tiruppur, Coimbatore, Salem, Madurai, Cuddalore, Villupuram, Erode, Dindigul and Tiruchirapalli.

The top 10 districts in total deaths are Chennai City, Coimbatore, Salem,Tiruppur,

Kallakurichi, Chenglepet, Dindigul, Villupuram, Virudhunagar and Cuddalore during the month of August 2020. In seven districts, Perambalur, Karur, Tiruvarur, Vellore, Ariyalur, Ranipet and The Nilgiris less than 10 fatalities were occurred during the month of August 2020.

During the month of August 2020, there are no persons grievously injured in thirteen districts viz., Ariyalur, Chengalpattu, Erode, , Kancheepuram, Perambalur, Pudukottai, Ranipet, Theni, , Tirupathur, Tiruvannamalai and Villupuram. 81 of grieviouly injured persons were from Chennai city.

Only one person got grievously injured in four districts namely Dindigul, Madurai, Nagapattinam, Sivagangai, The Nilgiris, Tiruchirapalli and Tiruppur. In the remaining districts, except Chennai city and Coimbatore District, the number of grievously injured persons are less than 25.

The top 10 districts the number of persons minor injured are Tiruppur, Chennai city, Erode, Salem, Madurai, Villupuram, Tiruchirapalli, Cuddalore, Dindigul and Pudukottai.

During the month of August 2020, the total accidents have been increased in eleven districts Virudhunagar, Perambalur, Tiruppur, Ramanathapuram, Pudukottai, Tiruchirappalli , Karur, Ariyalur, Salem, Theni and Dindigul when compared to August 2019. The fatalities have been increased in nine districts i.e. Tiruvarur, Theni, Virudhunagar, Ariyalur, Thiruvallur, Salem, Tiruppur, Thoothukudi and Villupuram Districts when compared to previous year August 2019. In Dindigul, Pudukottai, Perambalur, Tiruchirappalli and Karur Districts the fatalities have come down inspite of increase in total accidents. Eventhough the total accidents are in decreasing trend, the fatalities have been increased in Tiruvarur, Tiruvallur, Thoothukudi and Villupuram Districts when compared to previous year August 2019. The Chenglepet, Kallakurichi, Ranipet,Tenkasi and Tirupathur are newly formed districts.

In Perambalur and The Nilgiris Districts fatalities are in increasing trend inspite of total accidents are in decreasing trend when compared to previous year upto August 2019. In the 11

remaining districts, the decrease in both total accidents and total deaths upto August 2020 is due to the lockdown from 25th March 2020 against the prevention and spread of COVID-19. The Chenglepet, Kallakurichi, Ranipet,Tenkasi and Tirupathur are newly formed districts.

It is in increasing trend when compared to previous month. Significantly, the number of persons killed in road accidents during August 2020 are decreased by (-)6.56 per cent comparing to the previous year. During this year 2020 (upto August ) 13050 accidents were reduced when compared to previous year ( upto August 2019). Similarly, 2765 fatalities were reduced when compared to previous year upto August 2019. One of the reason may be the lockdown against the prevention and spread of COVID-19 on sundays. During the month August 2019, 800 persons killed out of 755 fatal accidents. More than one person died in some accidents.

45.44% Percent of the Death in two wheelers were occurred due to non wearing of helmets. When compared to previous year 2019 (upto August) death caused due to non wearing of helmet was 1402, which has been decreased by 44%.

The highest death due to non wearing of helmet was happened at (48) followed by Thanjavur (46), Coimbatore (46), and Krishnagiri (39).

This decrease is due to the lockdown from 25th March 2020 against the prevention and spread of COVID-19, the buses were not operated . Total accidents by three wheelers reduced by (-)47.21% when comparing to the previous year upto August2019. Total accidents by two wheelers have been decreased by 25.13% and by other vehicles by 33.30%. From the above table it reveals that the most number of accidents occurs in State Highways (34.48%) followed by National Highways(31.39%) , other district roads 21.36% and other village roads 12.77%. Accidents according to State highways has been reduced by 32.12 per cent and National Highways by 32.77 per cent when compared to previous year upto August 2019. Similarly accident deaths in State Highways has been reduced by 38.77 percent when compared to previous year upto August 2019. Accident deaths in National Highways has been reduced by 46.09 percent when compared to previous year upto August 2019. Accident deaths by other village roads have been decreased by 31.73 per cent when compared to previous year upto August 2019.

A total of 26521 road accidents have been reported by the State in the calendar year 2020(upto August), claiming 4635 lives and causing injuries to 29746 persons. The Accidental death has reduced around 37.36 percent during the year 2020 (upto August) and total accidents have been decreased by 32.98 comparing the previous year 2019 (upto August).

19. Highlights

o In Tamil Nadu , around 156 accidents and 28 fatalities were occurred every day during 2019 which has been reduced to 108 accidents (approximately) and 19 fatalities (approx.) were occurred every day during 2020 (upto August 2020) o The maximum accidents and fatalities are caused by the two wheelers

20. Conclusion

Necessary stringent action has been taken by enforcement authorities of the Stake Holder departments Transport, Police, Highways, Health and Education of the State along with District Collectors to achieve the Goal. Apart from this, due to lockdown from 25/3/2020 for preventing pandemic COVID-19, both total accidents and total fatalities have been reduced during the year 2020 (upto august ) by 32.98 percent and 37.36 percent respectively when compared to previous year 2019(upto August).
