As you work to administer vital emergency assistance programs, we are writing to bring an urgent issue to your attention regarding the Paycheck Protection Program (PPP), and to request you ensure rural hospitals and Rural Health Clinics (RHCs) who have facilities owned or operated by counties or districts are eligible for this program, as well as other critical financial assistance programs. H.R. 748, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, was signed into law with our support on March 27, 2020, enacting essential lifelines for struggling businesses. It is critical SBA ensure CARES Act programs, especially PPP, can be used to support our rural hospitals and clinics. We have heard concerns SBA is interpreting the CARES Act language in a way which would preclude rural hospitals and RHCs whose facilities are owned or operated in some way by a district or municipality which they serve from being eligible for certain assistance, despite often receiving no direct funding from these government entities. Should Treasury and SBA interpret the language this way, it would negatively impact numerous rural hospitals and RHCs across the country. Prior to the COVID-19 pandemic, many of these hospitals and clinics had operating deficits; their cash flow problems have become increasingly dire as rural hospitals and RHCs have been forced to cancel elective procedures, their primary source of revenue. During any time period, these rural hospitals and clinics are essential to support rural communities, but they are especially vital during this time of public health emergency. In addition to their irreplaceable role in serving the everyday health needs of our rural communities, many of these health care providers are treating COVID-19 cases in their communities and working to contain further spread of the disease. In many communities these hospitals are also the largest active remaining employer in the economy. We urge you to take immediate steps to ensure rural hospitals and RHCs are eligible for the relevant CARES Act loan programs such as PPP in order to continue their work on the frontlines of fighting the COVID-19 pandemic. We look forward to serving as collaborative partners in SBA’s and other agencies’ work to support rural health care providers as we respond to this crisis.     OKLAHOMA STATE ELECTION BOARD June 2, 2021 The Honorable Jim lnhofe, United States Senator The Honorable James Lankford, United States Senator Senators lnhofe and Lankford: As Oklahoma's chief election official, I am writing to make you aware of my concerns regarding S.1, companion legislation of H.R.1, which was considered by the United States Senate Rules Committee on May 11, 2021. In short, S.1 is an unnecessary (and constitutionally dubious) federalization of election administration policy that would negatively impact our ability to administer fair and secure elections in Oklahoma. The administration of elections should be left to the States, as the Constitution and our federal form of government intends. The justification for S.1 that I hear most often from its proponents is that it is necessary to counter new "voter suppression" la ws in the States. But the concerns about these new election laws seem exaggerated, and in many cases appear to be based on misinformation about the content of those laws. Furthermore, regardless of what is happening in other States, there is no evidence of "voter suppression" here in our state. S.1 seeks to supersede most of Oklahoma's election administration and election integrity laws. For example, it legalizes absentee ballot harvesting and makes it virtually impossible to verify the identity of in-person and absentee voters - in direct contravention of Oklahoma's election laws. S.1 also attempts to micromanage some of the most minute details of election administration, such as voting hours and polling place locations. S.1 is not compatible with Oklahoma's election deadlines.

Terry was also instrumental in the replacement of the public safety software that streamlined the delivery of services from the 9-1-1 call to call completion in Oklahoma. In 2017, Terry was hired as the first 9-1-1 Coordinator for the State of Oklahoma and is charged with coordinating and overseeing 9-1-1 efforts throughout the State. He is employed by the Oklahoma 911 Management Authority, which voted on March 4, 2021, to support his application and represent Oklahoma for the 911 Strike Force.

Due to ongoing workforce shortages, American farmers use the H-2A guestworker visa program to fill vacant farm positions. The most recent available data indicates that approximately 5,000 of these valued essential workers originate from South Africa. We appreciate the Administration’s continued efforts to mitigate the spread of COVID- 19, but we ask that supply chain impacts remain top of mind during these discussions. Without an exemption to the recently imposed travel restrictions, South African H-2A worker absences would have limited the ability of American farms to continue production of food, fuel, and fiber for our nation. We thank you for your flexibility and efforts to provide an exemption for South African H-2A workers in light of national interest. That being said, we request that H-2A workers coming to the United States will be provided similar considerations as appropriate and continue to be exempted from any future travel restrictions. We also request that the State Department review current policies and procedures to ensure that the processing of these visas is not delayed due to COVID-19 related U.S. embassy or consulate closures. American farmers stand ready to implement additional COVID-19 safety protocols in the interest of maintaining worker safety and the continuity of production vital to our national food security interests.
