It is one of the recent studies that attempt to identify some of the forces that shape or influence citizens’ engagement in the political process. What is unique about the study is that it goes further than some of the existing studies on governance by incorporating the role of cultural, socioeconomic, attitudes towards democracy, demographic, and social capital attributes in the discussion on civic engagement. Using the 2002, 2005, and 2008 waves of Afrobarometer Survey, this study explored the nature and context of civic engagement in Ghana. Among the questions examined include: (a) the level and extent of citizen of Ghanaians since the return to constitutional rule with focus on the fourth republic, (b) the trends and patterns of engagement over time, (c) how the levels of engagement differ among social groupings, and (d) the factors predicting engagement in Ghana within the period under investigation. The data reveal that generally speaking, the level of civic engagement has been increasing with Ghanaians showing a reasonably positive sense of attitudes towards civic activities in the country. The study also demonstrates that performance of public institutions, country’s well-being, gender, place of residence, respondent’s satisfaction with democracy, social capital, denominational/religious affiliation and involvement, ethnicity and education emerged as the most significant determinants of civic iii engagement over time. Although all these salient determinants showed a positive significant impact on civic engagement, ethnicity, place of residence and actual satisfaction of life negatively affected how Ghanaian citizens engage in the political discourse. This study adds to the literature on governance in Africa.     Afro Asian Journal of Social Sciences Volume 2, No. 2.1 Quarter I 2011 ISSN: 2229 - 5313 POLITICAL APPARATCHIKS AND GOVERNANCE IN GHANA Ransford E Gyampo (Lecturer, Dept. of Political Science, University of Ghana) Abstract Political apparatchiks play a major role in ensuring the electoral victory of their respective political parties. They are also expected to strive hard to keep their parties in power to ensure that they deliver on their promises to make the life of the ordinary citizenry more comfortable and decent. However, their activities sometimes pose a severe challenge to governance. Using Ghana’s Fourth Republic as a cases study, this paper discusses the evolution and role of political apparatchiks and the challenges their activities pose to governance in Ghana. Introduction The Provisional National Defense Council (PNDC), which overthrew the constitutionally elected government of Dr. Hilla Limann on 31st December 1981, started the process designed to return Ghana to constitutional rule and usher in the Fourth Republic. Indeed, this marked the third such transition from de facto military to de jure government in Ghana’s relatively short post-colonial history. In 1969, the National Liberation Council (NLC), which, on February 24, 1966, had overthrown the government of the First Republic led by Dr. Kwame Nkrumah and the Convention People’s Party (CPP), handed over power to the constitutionally elected Progress Party (PP) government, led by Dr. Kofi Abrefa Busia. In 1979, the Armed Forces Revolutionary Council (AFRC), led by former President J.J. Rawlings turned over power to the constitutionally elected government of Dr. Hilla Limann and the Peoples’ National Party (PNP), completing a transition began in 1977 under the Supreme Military Council I & II regimes of Generals Acheampong and Akuffo (Shillington, 1992).

    What the ‘new intergovernmentalism’ can tell us about the Greek crisis blogs.lse.ac.uk/europpblog/2015/08/26/what-the-new-intergovernmentalism-can-tell-us-about-the-greek-crisis/ 8/26/2015 A number of authors have argued that a ‘new intergovernmentalism’ has come to characterise EU decision-making since the financial crisis, with decisions increasingly made through intergovernmental negotiations such as those in the European Council. Christopher Bickerton writes on what the theory can tell us about the Greek crisis, noting that it helps illustrate both the febrile nature of domestic politics in Greece and why the Syriza government was ultimately unsuccessful in its attempts to secure concessions from the country’s creditors. Just as some thought it was over, the Greek crisis has entered into a new and dramatic stage. The Prime Minister, Alexis Tsipras, has declared snap elections to be held on 20 September. This comes just as the European Stability Mechanism had transferred 13 billion euros to Athens, out of which 3.2 billion was immediately sent to the European Central Bank to repay a bond of that amount due on 20 August. Tsipras has calculated that with public backing for the third bail-out, he can use the election to rid himself of the left block faction (Popular Unity) within Syriza, which has been vigorously opposing the bail-out deal. He can then recast himself as a more centrist figure, while the left-wing faction re-launches itself as an anti-austerity, anti-bailout party. The new intergovernmentalism and the Greek crisis What might the new intergovernmentalism have to tell us about the Greek crisis? It is always tricky to use theories to explain a moving target, especially one as protean as the Greek crisis, but there are at least three insights into the crisis that the new intergovernmentalism can provide us with.

    INAUGURAL ADDRESS OF HIS EXCELLENCY, NANA ADDO DANKWA AKUFO-ADDO, ON THE OCCASION OF HIS SWEARING IN AS PRESIDENT OF THE REPUBLIC, AND COMMANDER-IN-CHIEF OF THE GHANA ARMED FORCES. DATE: 7TH JANUARY, 2017 Mr Speaker, The Ghanaian people give thanks to Almighty God for the blessings, favour and grace He continues to bestow on them. Exactly a month ago, that is 7th December last year, 2016, we, the people of Ghana, in all serenity and dignity, exercised our democratic franchise freely to elect a President and Parliament of our Republic. We are met here today to give effect to the outcome of that exercise. In accordance with our republican custom, I, having been declared the winner of the presidential contest on 9th December, 2016, by the returning officer, the Chairperson of the Electoral Commission, Charlotte Osei, have taken the oath of the high office of President of the Republic, in the presence of the newly sworn Vice President, His Excellency Alhaji Dr. Mahamudu Bawumia, and the newly elected Speaker of Parliament, the Rt. Hon. Prof. Michael Oquaye, an oath administered by the Chief Justice, Her Ladyship Georgina Theodora Wood, before the elected representatives of the people assembled in this 7th Parliament of the 4th Republic. This is the day the Lord has made; we will rejoice and be glad in it. Our nation is honoured by the presence, at this solemn ceremony of investiture, of leaders and representatives of friendly countries across the globe, in particular those of the sister nations of our regional body, the Economic Community of West African States (ECOWAS) and of our continental body, the African Union.
