CC Update Lisa Harvey Service Director for Children’s Health and Wellbeing (CC Senior Leadership Team Rep) An update, focusing on the COVID19 pandemic and how CC is responding to this (and working with partners), was provided by LH. Questions arising after the meeting can be forwarded via ZBJ to LH. All 4. Police Update JM gave an overview of crime incidents in the area over recent months and in comparison to last year. JM emphasised the importance of reporting problems – use 101 or email. Action – JM to advise ZBJ of email contact, for wider distribution. JM/ZBJ 5. Community Network Highways Scheme OJ gave update on list of works proposed. Specific points on the schemes within the Traffic Regulation Order (TRO) were raised, as follows: i. Reference should be Summerleaze Crescent not Downs; OJ Page 2 of 6 Information Classification: PUBLIC ii. Add Ocean View Road to list re camper vans parking restrictions; OJ iii. Crooklets car park to Downs View - displaced parking needs looking at; OJ iv. Parking issue at Crackington Haven Bridge needs addressing (OJ explained temporary TRO going in); OJ v. Speeding at Grimscott - speeding data for Grimscott is to be discussed at the next meeting of SCARF (Speed Compliance Action Review Forum); and, OJ vi. At Shop/Woodford, an extension of the speed limit zone needs looking at. OJ Other points included: i. Parking restrictions on A3072 (particularly between junctions A3072/A39 and A3072/Sandpiper Road/Stuckley Road) to discourage on-street parking needs thinking about – TG to raise with BSTC for consideration in a future TRO; and, TG ii. The MVAS on Kings Hill needs attention. OJ Additional sites for mobile speed unit can be added to list – no cut-off date at moment, so requests to be forwarded to OJ. All Any additional request(s) to be included on the TRO should be submitted to OJ & ZBJ by 13th Dec. All OJ presented proposals for Year 4 Highways Scheme spend and a formal vote was held on the following two recommendations of the Panel to Cornwall Council. The results are also set out below and the Panel unanimously agreed to make these recommendations to the Portfolio Holder. OJ/ZBJ Recommendation 1: Cornwall Council to spend £20,684.90 of the uncommitted Highway Scheme Budget on the purchase of an additional speed sign. Vote result: All (8) in favour Recommendation 2: Cornwall Council to spend the remainder of the uncommitted Highway Scheme Budget (estimated £25,779.23) on a Community Network Area (CNA) Wide TRO as outlined (and where there is scope to include additional schemes forwarded to OJ by no later than 13th Dec 2020). Vote result: All (8) in favour Page 3 of 6 Information Classification: PUBLIC OJ confirmed both recommendations are eligible from a highways perspective and, at a total estimated cost of £46,464, were affordable within the remaining highways budget. 6. Consideration of a Health Cross Border Working Party DP gave an update on and explained proposal to set up meetings in the in New Year to progress x-border approach to shaping health provision in the area (where area would cross into Devon, reflecting the Bude & Holsworthy Primary Care Network). Panel informally voted in favour of this proposal. Action – DP & ZBJ to arrange standalone sessions ahead of the next CNP, where a further update will be provided. DP & ZBJ 7. Bude-Holsworthy Multi Use Trail NC explained origin of proposed cycle trail. It is to be looked at again. Another meeting is to be held in New Year - NC to update the CNP accordingly. NC 8. Working Together the Border Community Network Panels AL explained the issues with cross border traffic and connectivity and proposed a cross border (Devon & Cornwall) summit is arranged for Summer 2021 (post the May elections). Aim is for communities to jointly consider issues and work together to progress long term solutions and, in doing so, provide a larger voice or representation for these areas. The Panel voted to support working towards this with the border CNAs (Launceston, Caradon & Cornwall Gateway). Action - ZBJ to confirm to AL Bude Panel support. ZBJ/AL 9. Screen break 10. Bude Coastal Community Team PT/IS/JG explained the role of the group and the plan to liaise with BSTC and Town & Parish Councils for the benefit of economic development in the area (BCCT covers the full geography of Bude Area Community Network, not just Bude). Actions – Leaflets to be distributed from Tim. ZBJ Page 4 of 6 Information Classification: PUBLIC BCCT to contact PCs directly, with a view to attending a forthcoming PC Meeting. BCCT 11. Cornwall Councillor Updates No action 12. Town & Parish Council Updates Morwenstow (JH) - Funding secured for play equipment. Concerns re planning decisions/clarity. Planning workshop requested by NC/JH. Specific planning questions to be sent to ZBJ in order to arrange. JH/ZBJ BSTC (LD) – Please look at the new website. All 13. Public Questions No actions. 14. It was disappointing to note that despite information being sent to all households in the parish that there has been no public feedback. Litter bin for Layby south of Red Post – Thanks were expressed to Graham Tape for clearing rubbish from the temporary bin and Margaret Cleave agreed to attend to the matter again shortly. It would appear that the bin is well used but the situation will be monitored for a few more months before a decision is taken on whether to erect a more permanent bin and arrange for contractors emptying service. Bin on the Commons – Local waste collectors have been contacted and are not prepared to provide a clearance service for this dog waste bin. Alan Whittle agreed to carry out initial clearing of the bin and it was unanimously agreed that he should be re-imbursed for expenditure.

The presentation of all monitoring features into these catchment maps will assist in developing an integrated approach to catchment management and operation. The water quality monitoring maps and index were originally incorporated into the Catchment Action Plans. They provide a visual presentation of monitored sites within a catchment and enable water quality data to be accessed easily by all departments and external organisations. The maps bring together information from different sections within Water Quality. The routine river monitoring and tidal water monitoring points, the licensed waste disposal sites and the monitored effluent discharges (pic, non-plc, fish farms, COPA Variation Order [non-plc and pic]) are plotted. The type of discharge is identified such as sewage effluent, dairy factory, etc. Additionally, river impact and control sites are indicated for significant effluent discharges. If the watercourse is not sampled then the location symbol is qualified by (*). Additional details give the type of monitoring undertaken at sites (ie chemical, biological and algological) and whether they are analysed for more specialised substances as required by: a. Using microfiche loaned to the project by the LDS, volunteers, recruited online transcribed the pages of the enumerators’ books for the Cornwall 1851 census. Other volunteers checked the data using Free Census software. Finally, the organiser validated the data, using yet another piece of Free Census software. The data was collected in 1851. The raw data was in the form of microfiche, organised in accordance with the PRO regulations. Copyright is held by the Crown and TNA confirmed that publishing the transcripts online is allowed. Road safety measures are still being investigated – a traffic monitor has appeared in the village, the PCSO has offered to assist with further monitoring and concerns are to be brought to attention of highways for traffic calming consideration. Community Network Area SOS Scheme –Cornwall Council volunteers – Colum & Zoe – assisted with tree planting in Playing Field and on The Commons. Thanks were expressed to Maxwell Allin & Andrew Hargreaves for pre-planting works which made the task much simpler. A decision yet to be reached on planting of remaining trees (approx 40). It was suggested planting some behind one of the bus shelters at Red Post, subject to obtaining permission from Cornwall Highways Dept who own and manage the land.     THE LEES OF QUETHIOCK CORNWALL THEIR FAMILY HISTORY FROM ANCIENT TIMES "Brave men have lived before Agamemnon, lots of them. But on all of them - eternal night lies heavy, for they left no records behind. (`ODES` Horace 65-8BC) This is the story of those who did This is the story of my ancestors, the Lee family, who have left records behind and from which the line can be traced from Alexander and Thomas born 1994 and 1990 respectively, back to John of Legh, alive in 1433, and Richard de Leye, alive in 1327. John and Richard lived at, and took their surname from Legh, a pre-Norman settlement in Cornwall recorded in the Domesday Book of 1086. Legh is situated in the present parish of Quethiock, some 5 miles west of the River Tamar and 5 miles east of Liskeard, just in the southeast corner of Cornwall. To uncover the history took ten and more years of research. So what stimulated me to commence? In 1986 I watched a television programme on early portraiture. It was explained that during the time of the Roman Empire (146BC-410AD) it was fashionable to have a statue carved of oneself together with ones father and grandfather. To illustrate this a statue from the 1st century AD was shown; I was astounded to note that it bore a likeness to my family and in particular to my brother, David Henry Lee. I immediately commented on this to my wife, Brenda, who replied `No, it is more like you`. From that moment the question lay in my mind `I look like a Roman from 2000 years ago; I have the surname of Lee which is derived from a Saxon-German word meaning pasture; my father`s family were known to have come from Cornwall and so presumably I have West Welsh Celtic blood; my mother claimed her family came from Devon and I was born in Devonport on the borders of Devon and Cornwall; so who am I? Cornwall over the millenniums had been invaded by 6 or so groups of different people; Ancient British (7000BC), Celts (700BC-63AD), Danes (800AD), Romans (63-401AD), Saxons (447-1066AD), Normans (1066).
