3. CC Update Lisa Harvey Service Director for Children’s Health and Wellbeing (CC Senior Leadership Team Rep) An update, focusing on the COVID19 pandemic and how CC is responding to this (and working with partners), was provided by LH.

4. Police Update JM gave an overview of crime incidents in the area over recent months and in comparison to last year. JM emphasised the importance of reporting problems – use 101 or email. Action – JM to advise ZBJ of email contact, for wider distribution. JM/ZBJ

5. Community Network Highways Scheme

OJ gave update on list of works proposed.

Specific points on the schemes within the Traffic Regulation Order (TRO) were raised, as follows:

i. Reference should be Summerleaze Crescent not Downs; OJ

ii. Add Ocean View Road to list re camper vans parking restrictions; OJ iii. Crooklets car park to Downs View - displaced parking needs looking at; OJ iv. Parking issue at Crackington Haven Bridge needs addressing (OJ explained temporary TRO going in); OJ v. Speeding at - speeding data for Grimscott is to be discussed at the next meeting of SCARF (Speed Compliance Action Review Forum); and, OJ vi. At Shop/Woodford, an extension of the speed limit zone needs looking at. OJ

Other points included: i. Parking restrictions on A3072 (particularly between junctions A3072/A39 and A3072/Sandpiper Road/Stuckley Road) to discourage on-street parking needs thinking about – TG to raise with BSTC for consideration in a future TRO; and, TG ii. The MVAS on Kings Hill needs attention. OJ

Additional sites for mobile speed unit can be added to list – no cut-off date at moment, so requests to be forwarded to OJ. All

Any additional request(s) to be included on the TRO should be submitted to OJ & ZBJ by 13th Dec. All

OJ presented proposals for Year 4 Highways Scheme spend and a formal vote was held on the following two recommendations of the Panel to . The results are also set out below and the Panel unanimously agreed to make these recommendations to the Portfolio Holder. OJ/ZBJ

Recommendation 1: Cornwall Council to spend £20,684.90 of the uncommitted Highway Scheme Budget on the purchase of an additional speed sign. Vote result: All (8) in favour

Recommendation 2: Cornwall Council to spend the remainder of the uncommitted Highway Scheme Budget (estimated £25,779.23) on a Community Network Area (CNA) Wide TRO as outlined (and where there is scope to include additional schemes forwarded to OJ by no later than 13th Dec 2020). Vote result: All (8) in favour

OJ confirmed both recommendations are eligible from a highways perspective and, at a total estimated cost of £46,464, were affordable within the remaining highways budget.

6. Consideration of a Health Cross Border Working Party DP gave an update on and explained proposal to set up meetings in the in New Year to progress x-border approach to shaping health provision in the area (where area would cross into Devon, reflecting the Bude & Holsworthy Primary Care Network).

Panel informally voted in favour of this proposal.

Action – DP & ZBJ to arrange standalone sessions ahead of the next CNP, where a further update will be provided. DP & ZBJ

7. Bude-Holsworthy Multi Use Trail NC explained origin of proposed cycle trail. It is to be looked at again. Another meeting is to be held in New Year - NC to update the CNP accordingly. NC

8. Working Together the Border Community Network Panels AL explained the issues with cross border traffic and connectivity and proposed a cross border (Devon & Cornwall) summit is arranged for Summer 2021 (post the May elections). Aim is for communities to jointly consider issues and work together to progress long term solutions and, in doing so, provide a larger voice or representation for these areas. The Panel voted to support working towards this with the border CNAs (Launceston, Caradon & Cornwall Gateway). Action - ZBJ to confirm to AL Bude Panel support. ZBJ/AL

9. Screen break 10. Bude Coastal Community Team PT/IS/JG explained the role of the group and the plan to liaise with BSTC and Town & Parish Councils for the benefit of economic development in the area (BCCT covers the full geography of Bude Area Community Network, not just Bude).
