Webb and Mitchell A. Harris Center for Biodiversity Illinois Natural History Survey 607 East Peabody Drive Champaign, IL 61820 (217) 333-6846 In 1992 a research proposal was submitted to the Nongame Wildlife Conservation Fund to survey the State of Illinois to determine the current status of 21 rare species of stoneflies. For purposes of this report "rare" status indicates the species is known from 1to 3 localities in Illinois. The following report outlines the collecting effort expended to ascertain presence or absence of these 21 species during 1992 and 1993. For each species, "Previous Records" indicates where the species was originally reported in Illinois; "New Records" lists where the species was collected during 1992 and 1993, with a few previous collections by E. A. Lisowski; "Negative Records" lists the sites that collections were made in and around the original reported sites at the appropriate time of year; and "STATUS" outlines our current evaluation of this species. Of the 21 species examined, two species Acroneuria lycorias and Pteronarcys dorsata were found to have been incorrectly attributed to llinois; Illinois specimens of Alloperla banksi were found by Surdick to be a new species Alloperla roberti which has since been listed as extinct by the Fish and Wildlife Service; two species Allocapnia illinoensis and Isoperlaconspicua appear to have been extirpated from Illinois; seven species Allocapnia nivicola, A smithi, Zealeuctra fraxina,Z. narfi, Nemoura trispinosa, Prostoia completa, and Haploperlabrevis were either recollected at the original site(s) or at one or two new localities but are still considered rare in Illinois; seven species Nemocapnia carolina, Paracapnia angulata, Leuctra sibleyi, L. tenuis, Amphinemura nigritta, Isoperla marlynia, and Isogenoides varians were not recollected in Illinois but we feel that continued collecting is required before a definitive evaluation on these species can be made; one species Alloperla caudatawas found to be widespread in small streams across the Shawnee Hills. On further examination of stonefly records for illinois, six additional species should be considered "rare" in Illinois: Shipsa rotunda (Claassen), Acroneuria filicis Fnson, A. perplexa Frison, Paragnetinamedia (Walker), Isoperlaburksi Prison,I. mohri Frison. Shipsa rotunda is a new record for the state. Enclosed is a revised list of the stoneflies species in Illinois and their relative abundances. Allocapnia illinoensis Frison Capniidae Previous Records: This species was originally reported from two localities in Illinois: Clark Co., Rocky Branch, Dolson (arksville), 1 March 1931, Frison; 14 January 1932, Frison & Ross, matin pi; 5 January 1933, Frison & Ross; 1 February 1965, Rotramel and Braasch; stream at motudf Rocky Branch, Dolson, 14 January 1932, Frison & Ross; stream near mouth of Rocky Brai• Doson, 14 January 1932, Frison & Ross; near Rocky Branch, Dolson, 14 January 1932, • so Ross, on fence post; tributary of Rocky Branch, Dolson (Clarksville), 5 January 1933, Frison & Ross; 1.5 miles NE Dolson, 23 February 1958, Smith. Negative Records: Clark Co., East Fork of Big Creek, 0.5 miles W Oliver, 29 January 1992, Webb & Harris; tributary of West Fork of Big Creek, 2.5 miles SW Oliver, 29 January 1992, Webb & Harris; West Fork of Big Creek, 3 miles SW Oliver, 29 January 1992, Webb & Harris; Rocky Branch of West Fork of Big Creek, 1.5 miles NE Clarksville, 29 January 1992, 2 Webb & Harris; East Mill Creek, 2 miles NW Marshall, 29 January 1992, Webb & Harris; Fox Creek of Mill Creek, 5 miles NW Marshall, 29 January 1992, Webb & Harris; Mill Creek, 2 miles NNW Clarksville, 29 January 1992, Webb & Harris; East Fork of Big Creek, 12 December 1992, Webb & Harris; Tributary of East Fork of Big Creek, 0.8 km West of Oliver, 12 December 1992, Webb & Harris; Rocky Branch of West Fork of Big Creek, 2.4 km NE Clarksville, 12 December 1992, Webb & Harris; East Fork of Big Creek, 1 km WNW Oliver, 28 January 1993, Webb & Harris; Tributary of East Fork of Big Creek, 1 km WNW Oliver, 28 January 1993, Webb & Harris; Rocky Branch of West Fork of Big Creek, 2.4 km NE Clarksville, 28 January 1993, Webb & Harris; West Fork Creek, 4 km E Westfield, 25 March 1993, Webb; Rocky Branch of West Fork of Big Creek, 3 km NE Clarksville, 25 March 1993, Webb; Tributary of Big Creek, 5 km NE Clarksvile, 25 March 1993, Webb; East Fork of Big Creek, 1 km WNW Oliver, 25 March 1993, Webb. Edgar Co., Big Creek, 6 miles SW Paris, 29 January 1992, Webb & Harris; Flemington Creek, 6.5 miles SW Paris, 29 January 1992, Webb & Harris. STATUS: This species is known from only scattered localities widely distributed in southern Canada and northern United States from eastern Minnesota to the Atlantic coast, with isolated records known from southern Wisconsin, central Illinois, and southeastern Ohio (Ross & Ricker 1971). Four separate collecting trips were made during 1992 and 1993 to Edgar and Clark counties. No specimens of Allocapnia illnoensis were collected during any of these trips. We feel that Allocapnia illinoensis has been extirpated from Illinois. Allocapnia nivicola (Fitch) Capniidae Previous Records: This species was reported from one locality in Illinois: Coles Co., Fox Ridge State Park, 14 February 1938, Frison & Mohr, 25 February 1938, Frison & Mohr. New Records: Vermilion Co.: Forest Glen Forest Preserve, tributary of Vermilion River, 8 km SE Westville, 28 January 1991, Lisowski, 5 male 2 females, 28 January 1993, Webb and Harris, 12 males 5 females. Negative Records: Coles Co, tributary of Embarras River, Fox Ridge State Park, 28 January 1993, Webb and Harris; 27 April 1993, Webb; Embarras River, 4.5 km SE Charleston, 28 January 1993, Webb and Harris; 27 April 1993, Webb. Vermilion Co., Whippoorwill Creek, 8 km ENE Georgetown, 28 January 1993, Webb and Harris; Little Vermilion River, 8.4 km SE Georgetown, 28 January 1993, Webb and Harris Yankee Branch of Little Vermilion River, 7 km SE Georgetown, 28 January 1993, Webb and Harris. STATUS: Alocapnia nivicola is an eastern species and its occurrence in Illinois represents the westernmost extension of it range. During the two trips to Fox Ridge State Park in 1993, no specimens of this species were collected. Specimens of Allocapnia nivicola were collected in a small tributary of the Vermilion River in Forest Glen Forest Preserve in 1991 and 1993. This species is restricted to small stony brooks. It was disappointing that this species was not recollected fia it original llinois locality in Fox Ridge State Park but it is possible that A. nivicola may be found in other small streams in eastern llinois. We still classify this species as rare in Illinois. Allocapnia smithi Ross & Ricker Capniidae Previous Records: This species was previously reported from only one locality in Illinois: Pope Co., Lusk Creek, 5 miles SE Eddyville, 5 March 1958, Ross & Stannard; 20 February 1969, Stannard. 3 New Records: Pope Co., East Fork of Little Lusk Creek [Hartsville], 7.4 km SW Herod, 20 January 1993, Webb & Harris, 2 males. Saline Co., tributary of Battle Ford Creek, 3.5 km NE Delwood, 20 January 1993, Webb & Harris, 2 males. Negative Records: Gallatin Co., 1.6 km W Highway 1, 22 January 1993, Webb & Harris. • Outdoor Recreational Needs & the Hunter Lake Opportunity Illinois
Outdoor Recreational Needs & The Hunter Lake Opportunity Illinois Department of Natural Resources December 3, 2018 Introduction In 2015, the Illinois Department of Natural Resources (IDNR) entered into agreement with the City of Springfield to manage city-owned property surrounding the City’s proposed secondary water supply (Hunter Lake). The City has already acquired 7,138 acres for the project located in southeastern Sangamon County. The lake is expected to cover 2,560 surface-acres with water. Outdoors recreation generates about $32 billion in economic activity each year for the State of Illinois, according to the U.S. Fish and Wildlife Service. All this activity supports 90,000 jobs statewide. As the population of the United States continues its gradual migration from rural to urban areas (U.S. Census Bureau), demand for recreational land, open space and hunting and fishing opportunities will continue to grow. With 95 percent of Illinois land in private hands, the state ranks 46th in terms of land in public ownership. The IDNR owns and manages about 480,000 acres. The partnership between the City and IDNR is intended to provide additional public access for outdoor recreation, education and habitat conservation on Hunter Lake and its surrounding area. The City concluded the IDNR is the appropriate state agency to help the City achieve this objective. IDNR has statutory authority to manage the state’s fish and wildlife resources. To this end, the City chose to enter a Memorandum of Cooperation with IDNR (Appendix A) and tasked the Agency with managing the property’s outdoors potential for recreational opportunity, including hunting, fishing, bird-watching, biking, hiking and camping.
