Hi Tom,

It has come to my attention that Elections Canada failed to provide relevant documents in this case. During his interview with Mr. Matthews and Mr. Ritchie, M.P. Scott Reid provided documentation in support of his evidence. The documentation has never been produced by Elections Canada.

Please make the appropriate enquiries immediately. lf this documentation stillexists please provide it to me immediately with an explanation from Elections Canada as to the failure to provide relevant disclosure evidence. lf it no longer exists we will need to know why.

Obviously time is of the essence given the October 31 return date. I look forward to your prompt response.

Thanks,

Jeff

Frank,

Because you have made several attempts, since last Friday, to contact me by telephorre, I have phil instructed to call yod beck, and to deliver the followlng messagq to you verbatim.

Flease be advised that I will not speak to you, or communicate with you uhder any pretext or thiough any intermedlary until the investigation of Dean Del Mastro is complete. The reason for this course bf action is that Dean Del Mastro is ryry colleagui. An outsider might reasonably assurne that I should want him to be found to have done nothing wrong. An outsider migit inporrectly also assume that I would be willing to take action to rjnsure that evidence that fnight establish his guilt is withheld.. The resultr of this, for my credibility as a citizen who respects the law, could be ruinous, given the following. assumptions which could be made by a reasonable person udng the only available public information;

7. That you are the source of inforrriation which might oq might not establish'Dean's guilt or innocence. According to a report in last Friday's Otfiwa Citizen,("MP allegedly flled 'false ' document"', by 6len McGregor.and Sfephen Maher], the.most serious allegations against Dein are contained "in an lnformatian to Obtain'a production order (lTO!, signed by Elactign$.Canada investigator Thomas Ritchle, that compelled Holinshed president Frenk Hatl to produce the records," 2. ThatyouarecopperatingwithElectlonsCaheda.onlyrnd"rco*pulsion.Thesamearticlenotes, 'Ritchie writes that Hall wbuld not provlde the iecords unless a court ordered him to do 5o." 3. That contact between yourself and one of Dean's colleaguei could be perceived as collusion, 4. The fact that I have been, until recently, your creditor, mean$ that an outsider might.conclude that I am in position your your part to comply with ' a to influence actlons, and that any failure on your legal ar.td / or moral obligatlons has my sanctlon, o[ was even instigated by me.

The aQove consideratiofts cause rne to conclude that the appropriate course of action is to have an interrrlediary contact you to request that you cease all contact, and to recommend that you compty fully with the law,

I will be sending the Ethics Commissioner a copy of the text that you have just beeri read, as a way of erisuring futl dlsclosure of my own position and of my own actions, I willfoltow,"to the letter, eny advice or instrilctions that she provides

I am now trying tn determine wheiher a particular antlnn wuuld, in yaur judgment, ,on*r,rrr* "improperly {urtharing" nre nf these"private inlnrests.

' ln August I was approerhed hy Mr, Ilul Mastru's lawyer, whn had heard irf my previaus business dualings with [rln. Hall. and in partirulan uf the fact that I had heen very dissatisfied with the uutrome af these dealings. lrYe had a lengthy nnnversstion. in whirh I desuribed une dealing whirh he regarded as heing perticularly retevant.

Sparifically. I reprrted un a deating {rsm the ZUJE electiun campaign. ln Z[[5, well in advanue af ihe eluctiun. hlr Hall had takrn-a cunsiderahle amoilnt of nruney (8fl,[]fl[, as I renall) as advanrn payment fnr a pruduct whrch he then called "Vnte lracker." I gather that this product was, in practirn. nearly identiual to tha sne that lrlr. Hall snld tn lvlr. [el trlastro in advance ufthe Z[liE electioft.

We wure promised tfiat dalivery uf the VotE Tracker prnduct wuuld take plare prior ts the elartion. Ihe delivery did nuttake place as antirlpated, and the ilelivrry dBtB r#as pushed hark at least unue. and perhaps twlre (l'd hsve ts review my email aruhives tn cunfirrn this de'taill. Firrally, in 0trember 2BIl5. after tile riurit had already &een drnppnd, lrlr. Hall gave a product demrnrtratinn. Alung wiih my campaign mflnauEr. filike Iirth, and my nxecutlve assistant, Mindy [rnfin. I watched the demsnstration from my uampaign office in fiarletsn Plaue, Ir4r^ Hefi atteinpted to demsnstrate the praduet unline, frrm the headquarters 0f his cflmpflny in [ttawa. ' 2A 10-'14 15:10 FR0l'll- S. Reid l,4P T-042 P00091001fr F-22+ ;.' G13-947-2218

Ihe demonsffatinn was eoniiually inrpt--sn cffiicnl. in faet, that at nne puint we had tr make use of the rnute buttnn nn our speaker phme tu keap Mr. Hall frorn heaning our gigglps as we watnhad e display nf inermpetenue sn complete that it hsd hacnmt tnmital. The most striking prnblnm was. the sgftware's,hahit of showing volers as living in pulls miles from their actual lscation

The end result was that we did nut take delivery bf a product that wnuld have turned the voter data entured in it,- -\ into unusable gibberish, Thus. a pruduct that wsuld have been ari elsutinn ExpEHEB was nEuEr used during the Z[lllE elsrtinn. In fact, rhe prnduct wal nlvrrdelivered by Mr. Hsll. even sftEr ths electirn uampaign. (Eut t't never refunded the money, amnuniing tn sayeral thousand duilars, that I had paid lrim in advance,)

' This is precisely the scennriu ihat seems to have unfurled, all nvnr sgain. in lilr. [Jel Mantru's 2[EE campaign. The 'sanTa prndurt was marketed ts him, hn.snems"tn heve prid in advance. as I did, and he seems nst t! have rereived delivery ln time tu use the produrt during thE elactiun,

Furthh reaErrri. Mr. [}el Mastro's lawyer indirated tn me that he rni$ht want.rni tn prnvidn en affadavit outlining the facts that I have descrihed ahuve, He rould then presEnt the statement tu flectisns [anada, as r wsy nf ' demunstrating s patteril uf behaviour un l'{r. Hall's pari (specifically. the nnn-delivery nf servines during a writ perind). Tha lawyer is'sf the vierru that this might cause Eleutiuns ianeda to urncluds that l!lr. Hall'r assertions regarding lrlr. [)el Mastrn's alleged ruerspending during tha 2[[B electinn.are nan-rredihle, and cnuld have a significant impart on the Butcome nf thn invastigatiun.

I am uncsrtqin hnw I ought tu ant, if ! am asked tu provide such an effadavit. ls it your pnsitinn that ihe fiunflict of lnterest Eade ttvould preclude me swearing uut an affadavit in whish ell the statementg are lrur statemenis sf fdnt (as. by law, they must hr),
