World Health Organization (WHO) reported that the number of Ebola cases in the Democratic Republic of Congo (DRC) had doubled over the past week to total 62 cases. Thirty-five of the patients infected with Ebola have died, including seven health care workers. The Ebola outbreak in the DRC is separate from the worsening Ebola crisis in West Africa. All of the cases in the DRC are localized in Jeera country and can all be traced to one initial case that was reported on August 26th. The new statistics for the Ebola outbreak in the DRC were posted here. On September 11th, Liberian Finance Minister Amara Konneh held a press conference on the impacts of the Ebola outbreak in Liberia, warning that the country is at war with an enemy that it cannot see. Minister Konneh’s remarks echo those delivered last week by Liberian Defense Minister Brownie Samukai, who cautioned that the Ebola crisis poses a serious threat to Liberia’s national existence. Both ministers reported that the epidemic has disrupted the country’s ability to function normally and put further strains on Liberia’s already weak health care infrastructure.     THE U.S. SOUTH CAUCASUS STRATEGY AND AZERBAIJAN This article analyzes the evolution of U.S. foreign policy in the South Cauca- sus through three concepts, “soft power”, “hard power” and “smart power” which have been developed under the administrations of Bill Clinton, George W. Bush and Barack Obama respectively. The authors also aim to identify how the US strategy towards this region has been perceived in Azerbaijan, which, due to its geographical position, energy resources and geopolitical environment, is one of the “geopolitical pivots of Eurasia”. Most American experts argue that because of the current priorities of the U.S. government, the South Caucasus region does not get the attention that it merits. Even if they admit that none of U.S.’ interests in the Caucasus “fall under the vital category”1 there is a realization that Washington must reconsider its policy towards this region which matters geopolitically, economically and strategically. The South Caucasus, also referred as Transcaucasia, is located between the Black Sea and the Caspian Sea, neighboring Central Asia to the east, the Middle East to the south, and Eastern Europe to the west, hence connecting Europe to Asia.

Very SAIVETZ: excited that we have such a timely topic to discuss, and we have two experts in the field to discuss it. But before I do that, I'm supposed to tell you that this is an event that is co-sponsored by the Center for International Studies at MIT, the Security Studies program at MIT, and MIT Russia. I should also introduce myself. My name is Carol Saivetz. I'm a senior advisor at the Security Studies program at MIT, and I co-chair a seminar, along with my colleague Elizabeth Wood, whom we will meet after the talk. And we co-chair a seminar series called Focus on Russia. And this is part of that seminar series as well. I couldn't think of a better topic to talk about in the lead-up to the US presidential election, which is now only 40 days away. We've heard so much in 2016 about Russian attempts to influence the election then, and we're hearing again from the CIA and from the intelligence community that Russia is, again, trying to influence who shows up, where people vote. They are mimicking some of Donald Trump's talking points about Joe Biden's strength and intellectual capabilities, et cetera. And we've really brought together two experts in the field.
