Election Division Presidential Electors FAQ Q1: How many presidential electors does Indiana have? What determines this number? Indiana currently has 11 presidential electors. Article 2, Section 1, Clause 2 of the Constitution of the United States provides that each state shall appoint a number of electors equal to the number of Senators or Representatives to which the state is entitled in Congress. Since Indiana has currently has 9 U.S. Representatives and 2 U.S. Senators, the state is entitled to 11 electors. Q2: What are the requirements to serve as a presidential elector in Indiana? The requirements are set forth in the Constitution of the United States. Article 2, Section 1, Clause 2 provides that "no Senator or Representative, or person holding an Office of Trust or Profit under the United States, shall be appointed an Elector." Section 3 of the Fourteenth Amendment also states that "No person shall be... elector of President or Vice-President... who, having previously taken an oath... to support the Constitution of the United States, shall have engaged in insurrection or rebellion against the same, or given aid or comfort to the enemies thereof. Congress may be a vote of two-thirds of each House, remove such disability." These requirements are included in state law at Indiana Code 3-8-1-6(b). Q3: How does a person become a candidate to be chosen as a presidential elector in Indiana? Three political parties (Democratic, Libertarian, and Republican) have their presidential and vice- presidential candidates placed on Indiana ballots after their party's national convention. -

A precursor to the more infamous New York draft riots of 1863, the violence was triggered by the prospect of a draft and the rumored arming of black soldiers. Fearing that their jobs would be threatened by emancipation and an influx of black workers, immigrant laborers tried to establish themselves as true citizens and African Americans as interlopers. During the Civil War, as at other times in the nation’s history, black men staked their claims to citizenship on their loyal labor and their armed service—not just in federal armies, but in defense of their homes and livelihoods. When black workers organized in self-defense, white Cincinnatians quickly formed militia units in response. This wartime rioting followed patterns of antebellum riots, but the emancipation of African Americans and their military service during the war created a clear turning point in black demands for social citizenship. Publication Number: M-617 Publication Title: Returns from U.S. Military Posts, 1800-1916 Date Published: 1968 RETURNS FROM U.S. MILITARY POSTS, 1800-1916 On the 1550 rolls of this microfilm publication, M617, are reproduced returns from U.S. military posts from the early 1800's to 1916, with a few returns extending through 1917. Most of the returns are part of Record Group 94, Records of the Adjutant General's Office; the remainder is part of Record Group 393, Records of United States Army Continental Commands, 1821-1920, and Record Group 395, Records of United States Army Overseas Operations and Commands, 1898-1942. The commanding officer of every post, as well ad commanders of all other bodies of troops such as department, division, brigade, regiment, or detachment, was required by Army Regulations to submit a return (a type of personnel report) to The Adjutant General at specified intervals, usually monthly, on forms provided by that office. Several additions and modifications were made in the form over the years, but basically it was designed to show the units that were stationed at a particular post and their strength, the names and duties of the officers, the number of officers present and absent, a listing of official communications received, and a record of events. In the early 19th century the form used for the post return usually was the same as the one used for regimental or organizational returns. Printed forms were issued by the Adjutant General’s Office, but more commonly used were manuscript forms patterned after the printed forms. -

Lincoln's New Mexico Patronage: Saving the Far Southwest for the Union DEREN EARL KELLOGG New Mexico Territory receives scant mention in connection with the administration of President Abraham Lincoln. Historians have generally concluded that Lincoln and other federal officials attached no great value to the territory and mostly neglected it. It is true that Lincoln could devote little attention to the administration of the western territories during the Civil War, which threatened the very future ofthe country. However, evi I, dence suggests that Lincoln did care about saving New Mexico:for the Union and should be given some credit for achieving this goal. Aithough Lincoln's western patronage record was generally undistinguished, his appointments to the New Mexico Territory were popular men who had' experience in the Southwest and who often did not identify themselves with the Republican Party. -
Resignations and Removals: a History of Federal Judicial Service-And Disservice-1789-1992
RESIGNATIONS AND REMOVALS: A HISTORY OF FEDERAL JUDICIAL SERVICE-AND DISSERVICE-1789-1992 EMILY FIELD VAN TASSEL- Thomas Jefferson's dismay over the failed impeachment of Supreme Court Justice Samuel Chase in 1805 led him later to complain that "impeachment is not even a scarecrow."1 Subse- quent events have proven Jefferson wrong. Although the full panoply of the impeachment process has been used rarely, its existence has given Congress an impressively big stick to wield in persuading miscreant judges to leave the bench.2 Since Jefferson's time, our experience has suggested two important conclusions about judicial discipline and removal. The first is that investigations, threats of investigations, and threats of impeachment can be very powerful tools in inducing judges to resign from office voluntarily. The second is that these tools have a great potential for misuse. Judicial independence is a core value supported by the constitu- tional structure of the federal judiciary. The appointment process, salary protection, and removal mechanism are all means to ensure that federal judges be independent and impartial in their decision- t Visiting Associate Professor, Widener University School of Law. Admitted to the Union in 1816, Indiana was carved out of the Old Northwest Territory, which the U.S. Government had wrested from Native Americans by force during the late 18 th and early 19 th centuries. Indiana encompasses 36,185 square miles and is bordered by Lake Michigan and the state of Michigan to the north, Ohio to the east, Kentucky to the south, and Illinois to the west. Indiana’s long southern border formed by the Ohio River gives the state excellent access by water to points farther east and ready access to the Mississippi River to the south and west. On the eve of the Civil War in 1861, Indiana’s population stood at 1.35 million; the state had undergone a significant population boom in the decades preceding the war. Indiana residents generally supported the Abraham Lincoln administration’s efforts to maintain the Union during this conflict, although there was significant opposition to the war effort and some level of sympathy for the Confederacy, especially in the southern portion of the state.
