BANGKOK, March 22, (AP): In the jungles of southeast My- anmar, the army was shooting and otherwise oppressing civil- ians long before last month’s military coup. This largely unseen repression continues even now. In the country’s remote southeast, an army offensive has driven as many as 8,000 ethnic Karen people to fl ee their homes in what aid groups say is the worst upheaval there for nearly 10 years. They’re now living in the jungle, with fears growing for their health and security, and no prospect of an early return. This crisis in the borderlands has been overshadowed by the deadly crackdown on the mass movement protesting the military’s takeover of power from the elected government of Aung San Suu Kyi. But it also is a reminder of the brutal force Myanmar’s army has long used against civilians, and in particular the country’s ethnic minori- ties. The Karen National Union, the lead- ing political body for the Karen, for now is shouldering all of the displaced people’s basic needs for food, shelter and security. Japan’s import limit for American beef of 242,000 metric tons was reached in early March, and so tariffs will be raised from 25.8% to 38.5% for a month, starting Thursday through April 16, according to the Japanese Finance Ministry. Japan’s limits on imports of meat and other farm products have been a recurring trade issue with the US, which heavily imports Toyota cars and Nintendo video games. “Triggering of the beef safeguard is not unexpected,” US- MEF, which promotes American beef, said in a statement. “In fact, based on our 15-year outlook, USMEF projects that without an increase to the safeguard threshold, Japan’s imports of US beef are likely to trigger the annual safeguard every year.” A bilateral trade agreement signed in 2019 provided for US beef imports to gradually rise, and taxes to drop from 38.5% fi rst to 25.8%, and eventually to 9% in 15 years. The Japan-US Trade Agreement also says that if the safe- guard gets set off, Japan agrees to consult with the US to adjust the level. Japan’s imports of US beef rose 3% in the fi rst part of the year compared to the previous year. American beef exports to South Korea and China have also been growing. For decades, Japanese consumers preferred the local, mar- bled but expensive beef. In recent years, tastes have gradual- ly changed. In 2018, the United States exported $2.1 billion of beef and beef products to Japan. Japan is the US largest export market for beef, based on value. In an effort to make up for the decline in dining out be- cause of the coronavirus pandemic, US meat exporters have been carrying out a social media campaign in Japan with recipes and photos to encourage cooking beef at home. Australia is the biggest rival for the US in beef exports to Japan, but the cattle supply in Australia has suffered lately because of drought. But some proved especially helpless at stopping the spread of COVID-19, despite having nine months to stockpile protective equipment and refi ne preventative measures. At least 15 homes each saw at least 30 patients die between November and early February, with most of the deaths oc- curring in a matter of weeks, recently released public records show. Seven homes had more than 40 patients die, a tally that does not include specialized nursing homes that treat only COVID-19 patients. The unusually swift and deadly outbreaks stand out in a state where the great majority of nursing homes reported fa- talities in the single digits during that time period. The Commons on St. Anthony, a 300-bed home in Auburn, was among those hit hardest. It held the virus at bay for months, making it to Christmas Day without a single COVID-19 death. But by the end of January, the disease had claimed 57 lives - just as vaccinations were beginning. Nursing homes had nearly a year to refi ne visitation policies, ramp up testing programs and hone infection- control practices.
