    STA Justification and Engineering Statement WFLD Channel 24 Chicago, IL July 22, 2020 As a result of the now concluded Incentive Auction, WFLD was repacked from channel 31 to channel 24. WFLD is located on the Willis Tower and is one of seven stations at this site repacked in Phase 6. The repack required replacement of the existing antennas that in turn requires significant structural work to the building itself. Due to the lengthy delay in the required site work, WFLD previously requested and was granted an extension of its Construction Permit. In order to meet the Phase 6 deadline for transitioning to its Repack channel 24, WFLD requested and was granted a Special Temporary Authority (STA) to operate on its new channel (24) utilizing an existing master antenna located on the West Tower of the building now named 875 North Michigan Avenue (previously The John Hancock Center). This facility is temporarily allowing WFLD to provide service on its repacked channel. Since the above discussed facility at 875 North Michigan Avenue was authorized, WFLD has completed the installation of its new transmitter at the site (Willis Tower) authorized in its repack construction permit (CP); however, the antenna installation authorized in the CP has not been completed. The 875 North Michigan Avenue site will continue to provide service until the Willis Tower facility is completed; however, the facility requested in this STA application will be to provide backup should the other facility fail or need to be down for routine maintenance. The proposed new STA facility will utilize the newly installed transmitter at the Willis Tower and an existing master antenna system at Willis.

As is demonstrated below, grant of this applications isp rima facie inconsistent with the public interest standard set forth in Section 309(a) of the Communications Act. Accordingly, these applications should be designated for hearing. INTRODUCTION This petition challenges the renewal of all the commercial television stations in the Milwaukee market. The basis of this challenge is that, singly and together, each of these stations has failed to meet the needs of their community of license and, therefore, that renewal of their licenses would not serve the public interest. Specifically, as documented below, these stations failed to present adequate programming relating to state and local elections during the 2004 election campaign. In the four weeks prior to the election, less than 1% of newscast time was devoted to state level elections, about 2% to ballot issues and about 1% to other local elections. The current policies relating to license renewals were adopted in 1984.

    List of DirecTV channels (United States) Below is a numerical representation of the current DirecTV national channel lineup in the United States. Some channels have both east and west feeds, airing the same programming with a three-hour delay on the latter feed, creating a backup for those who missed their shows. The three-hour delay also represents the time zone difference between Eastern (UTC -5/-4) and Pacific (UTC -8/-7). All channels are the East Coast feed if not specified. High definition Most high-definition (HDTV) and foreign-language channels may require a certain satellite dish or set-top box. Additionally, the same channel number is listed for both the standard-definition (SD) channel and the high-definition (HD) channel, such as 202 for both CNN and CNN HD. DirecTV HD receivers can tune to each channel separately. This is required since programming may be different on the SD and HD versions of the channels; while at times the programming may be simulcast with the same programming on both SD and HD channels. Part time regional sports networks and out of market sports packages will be listed as ###-1. Older MPEG-2 HD receivers will no longer receive the HD programming.
