The theme of the Summit was "Global Stability, Shared Security and Innovative Growth”. President Jair Bolsonaro of Brazil, President Xi Jinping of China and President Cyril Ramaphosa of South Africa also participated in the Summit. Prime Minister conveyed his appreciation to President Putin for the momentum in BRICS under the Russian Chair, despite the challenges of the COVID-19 pandemic. He noted that BRICS has played a significant role in fight against terrorism and in promoting the global economy. Prime Minister called for necessary reform of the UN and especially the Security Council, and other international bodies like WTO, IMF, WHO etc. to make them relevant to contemporary realities. Prime Minister called for cooperation in addressing the Covid-19 pandemic and in this regard noted the supply of essential medicines to over 150 countries by India. He said that during its Chairship of the BRICS in 2021, India would focus on consolidation of intra-BRICS cooperation, including in the fields of traditional medicine and digital health, people-to-people ties and cultural exchanges. Political Implementation Risk in South African and Brazilian Climate Policy Britta Rennkamp Abstract The Paris Agreement has changed the structure of international climate policy. Nationally determined contributions (NDC) stand at the core of the Agreement, providing a vehicle for loosely coordinated international cooperation. What can go wrong with this approach that emphasises the implementation of national climate action as the critical solution to the world’s climate crisis? While most scholarly attention focuses on large emitting nations in the Europe, North America and East Asia, this analysis investigates the political risk associated with the implementation of the NDCs of the largest emitters in Latin America and Africa: Brazil and South Africa. These two nations also count as the most unequal societies in the region. The paper assesses political implementation risk within the structures of domestic environmental and climate policy networks. The central argument is that climate policy outcomes emerge from negotiations between competing implementation networks, which operate partially as open programmatic issue networks and partially as closed policy communities in the same climate policy arena. While issue networks attract large numbers of interested actors who engage in national public climate policy debate, policy communities are much smaller, dominated by like-minded actors who protect the sources of resources divided between them. These historically grown networks resist climate policy change as they might potentially lose from technological change and ambitious climate action. Both Brazil and South Africa have witnessed changing balances between open climate policy networks and closed communities, which aim to protect the status quo. Global governance functions have been influential in strengthening domestic climate policy networks, in the Earth Summits in Brazil and the COP 17 in South Africa.

Issued: 10 June 2019 WEEKLY INVESTOR RESEARCH Clear thinking from Singapore By Jan Dehn Singapore Prime Minister Lee Hsien Loong has proposed that Emerging Markets (EM) countries form closer regional ties in bid to offset the fallout from the US trade war against China. The need for closer cooperation arises from the fact that the largest problems in the world are of the cross-border variety, such as immigration, the environment, economic and financial contagion and terrorism. Moreover, these types of problem will increase over time as the world inevitably integrates further on the back of rising living standards in EM countries and greater cross-border communications, trade, finance and travel. Cross-border solutions solve cross-border issues. Hence, the logic of forming closer ties between countries. The ideal solution would be cooperation at global level, but if the US does not want to lead then the second best solution is for smaller countries to form highly inclusive regional groups to promote free trade, cross-border capital flows and security. Abstract This Paper Explores the Under-Appreciated Role of Business
Business and the South African Transition Itumeleng Makgetla and Ian Shapiro Draft: February 20, 2016 Abstract This paper explores the under-appreciated role of business in negotiated transitions to democracy. Drawing on our interviews of key South African business leaders and political elites, we show how business played a vital role in enabling politicians to break out of the prisoners’ dilemma in which they had been trapped since the 1960s and move the country toward the democratic transition that took place in 1994. Business leaders were uniquely positioned to play this role, but it was not easy because they were internally divided and deeply implicated in Apartheid’s injustices. We explain how they overcame these challenges, how they facilitated negotiations, and how they helped keep them back on track when the going got rough. We also look at business in other transitional settings, drawing on South Africa’s experience to illuminate why business efforts to play a comparable role in the Israeli-Palestinian conflict have failed. We work together to curtail illicit financial flows through the promotion of a transparent, accountable and sustainable financial system that works for everyone.1 We are encouraged to see the adoption of the mandate to curb illicit financial flows last month at the BRICS Tax and Customs meeting. In this regard, we are writing to share some policy recommendations for a unified strategy against illicit financial flows ahead of the 10th BRICS Summit. Illicit financial flows (IFFs) are funds that generate from activities like crime, corruption, trade misinvoicing, tax abuse (evasion, avoidance and dodging) by multinational corporations and elite, abusive transfer pricing, facilitated by a network of enablers, gatekeepers and legal structures. Despite being a key part of the Sustainable Development Goals (SDGs) and the Financing for Development Agenda, the definition of IFFs is limited in its scope for national governments to appropriately prioritise. IFFs are known to exacerbate income and wealth inequalities2. It studies the language utilised by the government leaders in these countries and finds extensive war-time semantics. The brief explores the interrelationship of such rhetoric with the legitimisation of extreme measures by constructing an issue as an “existential threat”— a process analysts call “securitisation”, and contrasts the official narratives with actual preparedness on-ground. It explores the implications of these state actions and legislations that are being employed to support their war discourse—for instance, the heightening of surveillance measures and curbing of democratic freedoms. He also announced that China will provide African countries with US$60 billion between 2019 and 2021, in addition to $US60 billion promised during the Johannesburg FOCAC Summit in 2015, to address infrastructural, trade and investment, manufacturing, health, and education needs across the continent. After over four decades of unprecedented economic growth, China has gone from being a relatively minor economic and diplomatic player in Africa to the region’s largest trade and investment partner.2 The most com- mon view outside of China (including in parts of Africa) is that China is a neo-coloniser or neo-imperialist, epitomised by headlines such as: ‘Chi- na’s Ugly Exploitation of Africa — and Africans’ (from The Daily Beast),3 ‘How China has created a new slave empire in Africa’ (Daily Mail),4 and ‘China in Africa — The new Imperialist?’ (The New Yorker).5 Neocolonial interpretations of China’s activities in Africa focus on how it uses money to ‘buy influence’ across the continent.
