ORDER: WHEREAS,in the Notificationissued with the S.O.first readabove, by invoking sub-rule(3) of the rule 120of the TamilNadu Panchayats (Elections) Rules, 1995, the Commissiondirected that all the contestingcandidates in the electionslisted therein shalllodge a true copy of their electionexpenses kept by them or by their respective election agent under sub-rule (1) of rule L20 of the said Rules in the format prescribedtherefor under sub-rule(2) of the rule 120 of the said Ruleswith the officersmentioned therein, within thirty days from the date of declarationof the resultof the elections; 2 2. WHEREAS,in the Notificationissued with the S.O.second read above,this Commissionprescribed a format for the said purposeby invokingsub-rule (2) of the rule120 of the saidRules; 3. WHEREAS,this Commissionconducted Ordinary Elections to the RuralLocal Bodiesduring October 20LL; 4. WHEREAS,the DistrictElection Officer/District Collector, Ramanathapuram, in the letter third read above reported that 4L7 candidatescontested in the said OrdinaryElections for variousoffices failed to lodgecopies of their accountof election expensesas directedby this Commission; 5. WHEREAS,based on the report of the said District ElectionOfficer/District Collector,a show causenotice was issued in the referencefourth read aboveto each of the contestedcandidate who failedto lodgea true copy of the accountof election expensesin the OrdinaryElections held during the monthof October,2Ol1,through the DistrictElection Officer/District Collector, calling for explanationwithin 20 days-of the receiptof the said Notice,as to why actionshould not be taken againsthim/her as per sub-section(4) of section37 of the Tamil Nadu PanchayatsAct, Lgg4 (Tamil NaduAct 21 of 1994); 6. WHEREAS,on receiptof show causenotices 17 numberof candidateshave submitted their account directly to the Commissionand the same have been forwardedto District ElectionOfficer in the referencesixth cited and requestedto sendhis remarksalong with the reportsof othercandidates. 7' WHEREAS,the said District ElectionOfficer/District Collector, in his letter seventh read above, has now reportedthat out of the said total number of 4L7 contestedcandidates one candidatehad expired, 238 contestedcandidates have submittedtheir accountsalong with the explanationwithin the time prescibedand 178 contestedcandidates, have neithersubmitted their explanationsnor lodgedthe accountof electionexpenses in spiteof the showcause notices issued to themf and B' WHEREAS,in view of the said report of the DistrictElection Officer/District Collector,the Tamil NaduState ElectionCommission is satisfiedthat 178 candidates listedin column (3) of the Tablebelow against the contestedelection mentioned in the correspondingentry in column (2) thereof, have failed to lodge an accountof electionexpenses as requiredby or underthe said Act and have no justificationfor the failure. 9.     RAMANATHAPURAM DISTRICT EXTRACT OF RULE 4(1) (B) OF THE RIGHT TO INFORMATION ACT- 2005 i) The particulars of its organization, functions and duties :- Organisation :- The Ramanathapuram Police district was created on 11.03.1985 as per G.O.Ms.No.57. It has the jurisdiction of Ramanathapuram Revenue district. It has 6 police sub – divisions viz. Ramanathapuram, Paramakudi, Kamuthi, Rameswaram, Keelakarai and Thiruvadanai. The district is under the charge of the Superintendent of Police assisted by Additional Superintendent of Police, Crime and Prohibition and Deputy Superintendents in charge of 6 sub – divisions and the special units District Crime branch, District Crime Records Bureau and Prohibition. The 6 sub – divisions have been divided into 12 circles which are under the charge of inspectors of Police, helped in some cases by Sub – Inspectors. Circles are sub - divided into Police stations under the charge of Sub – Inspectors who are assisted by an appropriate number of police officers in the rank of Head Constable, Grade I Police constable and Grade II Police constable. It improves the capability of individuals and results in empowerment of them. Universal Declaration of Human Rights 1948, identified literacy as a basic human right. Needless to state that increasing literacy rates leads to better health care and improved quality of life. According to the Census of India, a person is identified as literate who can both read and write with understanding in any language. The literacy rate in India since independence has been witnessing gradual significant increase. The state-specific analysis revealed that in states like Kerala, Tamil Nadu, Himachal Pradesh and Uttarkhand the group disparity among the youngest age cohort has disappeared that it suggested the effective implementation of adult literacy to attain full literacy (Shukla and Mishra 2019). Among the 28 states and seven union territories, Tamil Nadu which ranked in twelfth position in 2001 census has been pushed to fourteenth place in 2011 census. Objectives The present paper makes an attempt to examine the trends in literacy rates in Tamil Nadu and the disparities across districts in Tamil Nadu.
