On March 23, 2021, the Long Beach City Council unanimously voted to support this important legislation. Reforming the nation’s immigration system will not only improve the livelihood of undocumented individuals and families, but also will strengthen our economy, workforce development, and tax revenues. The U.S. Citizenship Act proposes a comprehensive approach to modernizing legal pathways to immigration in the United States. The Act would allow undocumented individuals currently in the country, including Dreamers, immigrant farmworkers, and Temporary Protected Status holders, to apply for green cards if they pass background checks and pay taxes. The legislation also seeks to make the family-based immigration system more efficient and to support workforce development through employment-based green cards. The Long Beach immigrant community is diverse and strong, and the City supports comprehensive immigration reform that will provide a dignified path to United States citizenship to strengthen the nation’s workforce and economy. The City further supports legislation that maintains existing allowances for undocumented immigrants who qualified for the Deferred Action for Childhood Arrivals Program to remain in the United States and to enable immigrants to apply for work permits and have paths to citizenship through education or military service. For these reasons, the City supports the U.S. Citizenship Act. This bipartisan legislation is crucial to expanding the physician workforce and to ensuring that patients across the country are able to access quality care from providers. The need for physicians continues to grow faster than supply, leading to an estimated shortfall of between 54,100 and 139,000 primary care and specialty physicians by 2033. The COVID-19 pandemic has further exposed the significant barriers to care that patients face, and has also highlighted rising concerns of clinician burnout. This is particularly alarming given that more than two of five currently active physicians will be 65 or older within the next decade, raising concerns about the impact of physician retirement. Additionally, the U.S. population is continuing to both grow and age, and access issues persist in rural and underserved areas. The physician workforce is a critical element of our nation’s health care infrastructure, and if we do not address this impending problem, patients from pediatrics to geriatrics and nearly everyone in- between, will find it even more difficult to access the care they need. America’s medical schools, teaching hospitals, and their physician partners are doing their part by investing in physician and health care provider training and leading innovations in new care delivery models that are more efficient and include better use of technologies — like telehealth — that improve patient access to care.

Since 1994, the DLT grant program has helped to establish hundreds of distance learning and telemedicine systems, improving the quality of life for thousands of residents in rural communities all across the United States. DLT specifically helps rural communities invest in telecommunications-enabled information, audio and visual equipment, and advanced technologies to assist its residents in accessing educational and health care services. Recipients have used the program to provide distance learning paramedic courses to first responders, improve access to specialty health education, and establish partnerships between rural high schools and community colleges. Recent DLT recipients have used the grants to help address opioid abuse treatment and mental health counseling in rural America. These educational and health services are vital.
