Thiswill heraldnew era with respect tothe availability of convenient, environment-friendly and cheaper natural gas tomore than 70 % of the country’s population, spread across 27 States and Union Territoriesupto10th round.Over 2 crore PNG connections are envisaged to be provided by these entities, and 3,578 CNG stations will be put up in the area. The list of winning entities and the Gas are given in the Annexure. As per provisions of the CGD Authorisation Regulations, authorization shall be granted to the successful bidders after receipt of the requisite PerformanceBankGuaranteefromtheconcernedentitieswithinspecifiedperiod of 30 days. Two international entities have bid in the 10th round and won 10 GAs. He said that the Present Government has been able to achieve historic and unprecedented results, within the same system and resources. He said that within 5 years, the coverage of City distribution area has gone up from 20% of population to 70%. He said that there is large potential in the CGD business, as we are exploring the use of LNG in heavy commercial vehicles, use of gas in steel and other industries. The Minister said the availability of cheap, clean and convenient gas will safeguard our poor from diseases. Congratulating the PNGRB for its proactive role in bringing more areas under the CGD, and completing the process in the record time, he said that besides certain small states/ UTs, big states like Haryana, Gujarat and Punjab will now be fully covered under the CGD. https://pib.gov.in/PressReleaseIframePage.aspx?PRID=1566864 2/8 10/25/2019 https://pib.gov.in/PressReleaseIframePage.aspx?PRID=1566864 10th CGDBidding Round Encouraged with the enthusiastic participation by the industry in the 9th CGD Bidding Round and recognising the need of the country to create infrastructure for distribution of natural gas in various parts of India, PNGRB initiated the 10th CGD Bidding Round on 8.11.2018 which was formally launched by Hon’ble Prime Minister Shri Narendra Modi on 22.11.2018 at VigyanBhavan, New Delhi. 10th round covered 50 Geographical Areas (GAs) spread over 14 states and 124 districts (112 full and 12 part), covering 24% of India’s population and 18% of its area. The e-bidding process was initiated on 8th November, 2018, with last date for bid submission as 5th February, 2019. The bid evaluation for all 50 GAs has been completed in record period of 3 weeks. After this round, 70% of India’s Population, 52% of Area, 402 districts spread over 27 states and union territories and the states of Delhi, Gujarat, Goa, Punjab, Haryana and Union Territories of Daman & Diu, Dadra & Nagar Haveli, Chandigarh would be fully covered with CGD. Why Natural Gas Natural gas is a superior fuel as compared with coal and other liquid fuels being an environment friendly, safer and cheaper fuel.Natural Gas is supplied through pipelines just like one gets water from the tap. There is no need to store cylinders in the kitchen and thus saves space. As per WHO database released in May 2018, India has 14 out of 15 world’s most polluted cities in terms of PM2.5 concentration.Large number of industries also consume polluting fuels like pet coke and furnace oil which emit polluting CO2. Some of the courts recently ordered for banning use of pet coke in states within their jurisdiction. Natural Gas (as CNG) is cheaper by 60% as compared with petrol and 45 % w.r.t. Diesel. Similarly, Natural Gas (as PNG) is cheaper by 40 % as compared with market price LPG and price of PNG almost matches with that of subsidised LPG (based on prices in Delhi). An autorickshaw owner can save Rs. 7000-8000 on his monthly fuel bill by conversion from petrol to CNG. Petroleum Minister unveils India’s first long distance CNG bus: Petroleum and Natural Gas Minister Dharmendra Pradhan unveiled India's first long-distance Compressed Natural Gas (CNG) bus fitted with CNG cylinders at a function in New Delhi. It can travel around one thousand kilometers in a single fill. The first long-range interstate CNG bus will play from Delhi to Dehradun. Mahindra & Mahindra along with Agility Fuel Solutions of USA have partnered with IGL for introducing the new concept of lightweight Type IV composite cylinders in buses. Note: The project has been executed by Indraprastha Gas Limited (IGL) and has been achieved through the design of Type IV Composite Cylinders in buses, replacing traditional very heavy Type-I Carbon Steel cylinders. 2. Rohtang tunnel in Himachal Pradesh named as Atal tunnel: Prime Minister Narendra Modi named Rohtang passageway in Himachal Pradesh as Atal Tunnel to mark the 95th birth anniversary of former Prime Minister Atal Bihari Vajpayee. The tunnel has been named as a tribute to the former Prime Minister who took the historic decision of constructing this strategic tunnel. The strategic Atal tunnel will change the fortunes of this region and will help in promoting tourism in the region. The 8.8-kilometre-long tunnel is the world's longest tunnel above an altitude of 3,000 metres. After completion of the tunnel, it will provide all-weather connectivity to remote areas of Lahaul and Spiti Valley and reduce the distance between Manali and Leh by 46 Kilometres. It is a 10.5-metre wide single tube bi-lane tunnel with a fire-proof emergency tunnel built into the main tunnel itself.

    PM Modi to head Cabinet committees on growth, employment News To address the twin problems of sluggish economic growth and rising unemployment, the government has constituted two Cabinet committees to be chaired by Prime Minister. 1. Committee on Investment and Growth The five-member Committee on Investment and Growth consists of Home Minister Amit Shah, Finance Minister Nirmala Sitharaman, Minister for Road Transport and Highways and MSME Nitin Gadkari and Railways Minister Piyush Goyal. This committee will be a focussed group to take measures to bring investments and spur growth in the critical sectors including infrastructure, manufacturing and agriculture, as the economy is passing through a highly volatile period. Reason for committee on Investment and Growth With the GDP falling to 5.8% in the last quarter of 2018-19, lowest in last five years, the committee on economic growth will prepare a road map to bring the economy back on the growth trajectory. The GDP growth for 2018-19 was 6.8 %, against the target of 7.2 %. 2. Cabinet committee for Employment and Skill Development The Cabinet Committee on Employment and Skill Development constitutes of 10 members including Union Home Minister Amit Shah, Finance Minister Nirmala Sitharaman, Railway Minister Piyush Goyal, Union Ministers Narendra Singh Tomar, Ramesh Pokhriyal, Dharmendra Pradhan, Mahendra Nath Pandey, Santosh Kumar Gangwar, and Hardeep Singh Puri. Reasons for committee for Employment and Skill Development Employment data for 2017-18, released on May 31, brought out that India’s unemployment rate rose to 6.1% in the said period, which is the highest in 45 years.

Besides actively promoting bilateral relations, the two countries cooperate in multilateral forums. The countries marked the 60th Anniversary of establishment of diplomatic relations in 2019. Resident Embassies have been in Caracas and New Delhi for over four decades. Venezuela has emerged as one of India's largest oil suppliers. Political A major thrust to the bilateral relationship was imparted by former President Hugo Chavez´s State Visit to India on 4-7 March 2005. He held bilateral talks with former Prime Minister Dr. Manmohan Singh and former President of India, Dr. A.P.J. Abdul Kalam. Six Agreements/MoUs were signed, including on setting up of a Joint Commission and cooperation in the hydrocarbon sector. Former Foreign Minister of Venezuela, Mr. Nicolas Maduro (now President) visited India to attend the First Meeting of the India-CELAC Troika Foreign Ministers held in New Delhi on 7 August 2012. India was led by former External Affairs Minister, Shri S.M. Krishna. Mr. Maduro also held bilateral talks with EAM and Minister of Petroleum and Natural Gas. Shri V.S. Sampath, former Chief Election Commissioner of India visited Caracas from 27 August to 1 September 2012 to attend an International Seminar on “Innovation and Technological Vanguard: Automated Voting Systems”. The Election Commission of India (ECI) and the National Electoral Council (CNE) of Venezuela signed an MoU during the visit. The President of CNE visited India in January 2010 to attend the Diamond Jubilee Celebrations of ECI and again in 2011.

    OMCs’ shares are suffering from low energy OMCs’ shares fell by 3-4% on a day when the broad market slipped by 0.8% Investors don’t seem to see the value in state-owned oil marketing companies (OMCs) acquiring a sizeable stake in gas transportation company GAIL (India) Ltd. On Monday, OMC shares fell by 3-4% on a day when the broad market slipped by 0.8%. OMCs include Bharat Petroleum Corp. Ltd (BPCL), Hindustan Petroleum Corp. Ltd (HPCL) and Indian Oil Corp. Ltd (IOC). News reports indicate that BPCL and IOC may acquire the government’s equity holding in GAIL, by buying around a 26% stake each. That could see an outflow of around Rs19,500 crore for each OMC at current prices. While the move is said to be part of the government’s decision to create integrated energy companies, it’s not clear how this will do that. Both businesses are very different. OMCs run refineries and retail fuel, while GAIL transports gas through its pipelines and maintains transport infrastructure. What the move will certainly do is help the government add to its disinvestment kitty from the sale proceeds. Some worry about the lack of synergies in such a deal and the extent to which it will stretch the balance sheets of BPCL and IOC. At the end of fiscal year 2017, IOC’s and BPCL’s total consolidated borrowings stood at Rs58,800 crore and Rs31,473 crore, translating into a debt-to-equity ratio of 0.57 and 0.96, respectively. “HPCL too succumbed under the pressure, as people take a view on OMCs as a pack,” said an analyst, requesting anonymity.
