E. Executive Summary

E.1 General

 The Ministry of Road Transport & Highways (MoRT&H), Gov. of India, has announced a comprehensive programme to improve road connectivity across the nation under proposed Bharatmala Pariyojana. Many defined highway stretches totalling about 50,000 km are proposed to be developed as "Economic Corridors, Inter Corridors & Feeder Routes” under “Bharatmala Pariyojana”.

 The Consultancy Services for preparation of DPR for development of Economic Corridors, Inter Corridors & Feeder Routes to improve the efficiency of freight movement in India (Lot-3/Chhattisgarh/Package-1) under Bharatmala Pariyojana for a total length of 405.04 km was awarded to M/s. Transys Consulting Pvt Ltd., in association with Accrete Consulting Engineers (P) Ltd. by the National Highways Authority of India.

 The Letter of Acceptance was issued on 05.04.2017 and the date of commencement of services was on 1 st May 2017 vide letter ref no. NHAI/Planning/EC/2016/DPR/Lot-3/9842 and minutes of negotiation of contract meeting held on 22.03.2017. The contract agreement was signed on 30.04.2017. The duration of the consultancy services is 11 months..

 The project road under consideration aims at developing Durg-Raipur section of NH- 53 from km 329+400 to Km 229+730 in the state of Chhattisgarh to four lane access controlled Highway. The corridor is one of the most important prime arterials of Chhattisgarh state, traversing from west to east in the central part of the state. This section is part of Mumbai-Kolkata economic corridor.

E.2 Present Submission

 Draft Feasibility Report (DFR) was submitted on 02/06/2018. Subsequently, The Consultants presented the Draft Feasibility Report in a meeting chaired by CGM(T) BM at NHAI HQ, Delhi on 04/06/2018.

 This Final Feasibility Report (FFR) is being submitted in response to the Terms of Reference Clause 10.3, Stage 2 – Final Feasibility Report incorporating the observations of DFR. This report contains the findings of survey and investigations, design of highway, pavement, bridges, CD structures and grade separated structures, cost estimate etc. The consultants throughout the preparation of this report has endeavoured to ensure safety of road users and enhanced operational efficiency of the highway.

 Vide Transys/01/406/CG/NHAI/2017-18/81 dated 31-01-018, the consultants have submitted Plan & Profile, Cost estimate, and Technical Schedules considering 6- lane main road and 2-lane service road on either side, designed for 30years period

as per RFP and “Policy for Design of full access control Economic Corridor under Bharatmala Pariyojana” issued by NHAI vide NHAI/Planning/EC/DPR/2016 dated 03.01.2018.

 Subsequent to various meetings and Discussions at NHAI (HQ), MoRT&H, RO/PIU (Raipur) and office memorandum no. NHAI/ Planning/ EC/ DPR/ 2016 dated 03.05.2018 issued by MORTH regarding “Design specifications for various category of roads under Bharatmala Pariyojana including Economic corridors and cost optimisation” the proposals have been revised and included in the present submission.

 In present submission the lane configuration has been modified to 4-lane with full access control, service roads at built-up areas, span and width of grade separated structures as per said office memorandum.

E.3 Study Objectives

 The primary objective of the consultancy services is to establish the technical, economical and financial viability of the project and to prepare a detailed project report for development of these corridors to at least 4 lane access controlled or 6 lane access controlled in certain stretches, depending upon the traffic condition.

 The viability of the project shall be established taking into account the requirements with regard to rehabilitation, upgrading and improvement based on highway design, pavement design, provision of service roads wherever necessary, type of intersections, rehabilitation and widening of existing and/or construction of new bridges and structures, road safety features, quantities of various items of works and cost estimates and economic analysis.

 Aspects of value engineering, quality and safety audit requirement in design.

 The preferred mode of implementation on which the Civil Works for the stretches are to be taken up.

E.4 Methodology for Feasibility Study

 The feasibility study is carried out and firmed up based on the data of existing features collected/ developed in the following manners:  Data collection from secondary sources pertaining to project corridors and project influence area  Inventory and conditions surveys of the existing road, bridges, culverts, structures; Topographical Surveys; Detail pavement and material investigations  Traffic surveys including classified volume counts, OD, turning movements at junctions etc.  Environmental and socio- economic survey & community consultation

E.5 Project Description

 The Project Highway is Durg – Raipur section of NH-53, which starts at existing km. 329+400 of NH-53 near Tendesara in Durg and terminates at existing km. 250 of NH-53 near . The project road is part of Mumbai – Kolkata economic corridor and total existing length of the Project Road is 80.00 km.as per RFP.

 The existing road is four-lane dual carriageway with raised median throughout the length. Except Durg bypass, Two/Single lane service road also exists for most of the length. The pavement condition for most of the stretch is good. There are total 16 existing underpasses/ overpasses/ flyover. Also there are 4 existing ROB across the project road. Total number of existing bridges are 16, out of which 2 are major bridges and 14 are minor bridges.

 At present this road is being operated under BoT . There are five toll plazas along existing road at km. 312+790 (NHAI), 307+600 (PWD), 285+200 (PWD), 276+140 (NHAI) and 242+800 (NHAI). Two toll plazas are under PWD and three under NHAI. Four of them are operational and one toll plaza at 276+140 (NHAI) is under dispute. The concession period for three toll plazas under NHAI will be completed by April 2030. Concession period for other two toll plazas which under PWD is completed.

 The existing ROW, as per data received from State PWD NH Division, Raipur is 40.95m from km. 281+000 to km. 307+600. For rest of the stretches the existing ROW data varies from 30m to 45m.

 The existing road is an urban continuum passing through three major built-up areas Durg, and Raipur along with many other minor built-up areas. Bhilai steel plant, which is one of the biggest steel plants of India is located along this road. These settlements require bypasses at frequent intervals because of continuous and thick ribbon developments and non-availability of RoW. Hence, bypass have been proposed in entire length as it would not be possible to accommodate proposed improvements through these settlements within the available ROW.

 Due to the proposal of green field alignment in entire length, end point has been shifted from Km 250/000 to Km 229/730. Now, the Proposed alignment takes off from the starting point as mentioned in RFP which is Km. 329+400 at Tendesara Village near Durg and terminates near Arang village (approx. 35 kms away from Raipur) at km 229/730 just before Mahanadi Bridge . Length of proposed alignment is 92.230 km, whereas the existing length is 99.670km. The end of proposed alignment is approx. 20km away from the end point as per scope of project.

 The proposed alignment traverses mostly through cultivated land bypassing all major/minor built-up areas en-route. The proposed alignment runs close to Naya Raipur at Ch. 62+000 thus, providing direct connectivity to Naya Raipur and Raipur

Airport. The proposed alignment traverses through three districts of Chhattisgarh, namely (0+000 to 3+500), Durg (3+500 to 44+500) and Raipur (44+500 to 92+230). The entire section is under five Tehsil offices, namely Rajnandgaon, Durg, Patan, Abhanpur and Arang. These three districts are affluent in carbonate rocks like Limestone and Dolomite, which are mainly used for cement manufacture and metallurgical purposes.

E.6 Traffic

 The project road is characterised by different levels of traffic at various sections. Present traffic varies from 26853 pcu to 50644 pcu . Following table gives details of present traffic at different homogeneous sections:

 The traffic in section 2 is 50644 pcu, which is the highest compared to other sections of project corridor. This is due to the major traffic generating Steel plant and other industrial establishments in Bhilai and the local traffic between Bhilai and Raipur.

 The likely amount of diverted traffic from existing NH-53 have been assessed considering the road network in the project influence area and Inter-zonal movements on the basis of O-D. The following table gives details of expected traffic on to the proposed alignment once open to traffic.

 Level of service (LOS) ‘B’ offered by the proposed 4-lane facility will cease by year 2031 and Level of Service (LOS) ‘C’ will be cease by year 2038. Hence, 6/8-lane facility shall be required by the end of 2038.

E.7 Proposed Cross-Sectional Elements

 The project road is to be developed as fully access controlled highway with 4-lane configuration at present and extendable to 8-lane in future within the proposed RoW of 70m. Accordingly following typical cross sections have been developed in accordance with the 4-lane manual and the office Memorandum no. NHAI/Planning/ EC/DPR/2016 dated 03.05.2018 issued by MORTH regarding design specifications for various category of roads under Bharatmala Pariyojana. E.8 Access Control Measures

 The project road cuts across Nationals Highways, State Highways, and Major District Roads at a number of locations. In addition, there are many crossings of village roads. Since the project road in being developed as fully access controlled highway, access to project road has been provided at NH/SH crossings and any other road connecting to major built-up areas. At all other roads only crossings have been provided with suitable grade separated structures. The type and span grade separated structures have been decided based on the classification of cross road.

Rationalisation of grade separated structures:

 Maintaining the existing mobility or better at cross roads, controlled access to Project Highway and minimum rise and fall along the Project Highway are the primary guiding factors while deciding the type of grade separation facility.

 At all NH crossings, interchanges have been provided with Flyover/Overpass as per the terrain condition; At SH crossings Flyover/ Overpass has been provided with at- grade junction below the flyover.

 At MDR crossings 1x20x5.5m span vehicular underpass has been provided; At all other 2-lane roads 1x15x5.5m span vehicular underpass has been provided.

 For 1-lane village roads, if the cross road under consideration is the main connecting road to a village, 1x15x5.5m span vehicular underpass has been provided. If any other connecting road exists for the village, 1x12x4.0m span light vehicular underpass has been provided; at all cart track crossings, 1x7x4.0m span small vehicular underpass has been provided.

 If any road is not provided with grade separation facility due to site condition, the same is connected through service road with the nearest grade separator.

E.9 Slip roads/Service roads

 Slip roads have been provided to provide access to Project Highway at certain grade separated structures.

 The service roads were proposed under 2 scenarios: a) At built-up areas to facilitate the movement of local traffic. b) If any road is not provided with grade separation facility due to site condition, the same is connected through service road with the nearest grade separator. Details are given below:

 The life cycle cost analysis has been carried out for the selected options for 30 years period. The option selected is based on the principle of minimum net present value (NPV) of costs, estimated by adopting life cycle cost analysis method. The estimated NPV at 12% interest rate and 5% inflation for 30 years life cycle of the project is given below:

 The proposed alignment crosses Major Rivers/canals at the following locations – Seonath River at 6+380; Tandula Canal at 23+430; Karun River at 43+780; Mandhar Branch at 59+716; Mahanadi Main Canal at 73+185 and Nisda Canal at 89+500

 Total 200 nos of cross drainage structures are required along the project road consisting of 6 major bridges, 27 minor bridges and 167 nos of culverts. The summary of the cross drainage structures is given below:

E.16 Cost Estimate

 The cost estimate has been worked out separately for each package using quantities of different items of works derived from the preliminary designs and drawings. The cost estimate has been prepared both with the rates as per PWD Chhattisgarh Schedule of Rates (SOR) for Road Works 2015 and analysed rates.

 The items which are not listed in the SOR, analysed rates have been adopted.

 The machinery rates are adopted based on the rate given in Standard Data Book of MoRT&H 2003 with cost escalation factor of 5% per annum to arrive rates at current fiscal year 2018-19. Material rates have been referred from PWD Chhattisgarh Schedule of Rates (SOR) for Road Works 2015, internet sources like inampro.nic.in (from MORTH), IOCL website, and SAIL web site etc. Labour rates have been referred from revised minimum wages rate effective from 01.04.2018 for Chhattisgarh as per Memorandum dated 10-04-2018 from Dy. Chief Commissioner (C) Raipur.

 GST as applicable has been added to basic rate to arrive at the final rate of material. GST applicable for major items of work is given below:
