We support immediate passage of H.R. 367, with the addition of USPHS and NOAA. Though continued funding for the U.S. Army, U.S. Navy, U.S. Marine Corps, and U.S. Air Force is provisioned through the U.S. Department of Defense, members of the above three federal uniformed services critical to defending our city and port remain unpaid, and their families are left to suffer the consequences in an unforgivingly expensive metropolitan area. While we oppose the shutdown generally, it is especially abhorrent that our city’s defenders have been forced to suffer. New York City last year was named a “Coast Guard City,” yet our Coasties are being asked to sacrifice greatly just to keep serving us.

    ILLINOIS CONGRESSIONAL DELEGATION 117th Congress Two Senators represent each state in the U.S. Senate and are elected to serve six-year terms. U.S. Senator Dick Durbin (D) of Springfield was elected to represent Illinois for a fifth term in 2020. Tammy Duckworth of Hoffman Estates (D) was elected to the U.S. Senate in 2016. (See pages 16-19 for U.S. Senator photos and biographies.) In the November 2020 general election, Illinois voters elected 18 candidates to serve in the U.S. House of Representatives for two-year terms. Thirteen Democratic and five Republican U.S. Representatives were elected to serve in the 117th Congress. The November 2020 general election was historical, with the most women ever elect- ed to serve in Congress. Democrat Marie Newman and Republican Mary Miller — repre- senting districts that were previously held by men — added to the increase of female Representatives. Newman definitively won the general election to represent the 13th District after defeating 16-year incumbent U.S. Rep. Dan Lipinksi (D) in the March pri- mary. Miller won the 15th District seat that was previously held by U.S. Rep. John Shimkus (R), who served 12 terms in Congress and opted not to run for reelection.     H CURRENT HISPANIC-AMERICAN MEMBERS H Albio Sires 1951– UNITED STATES REPRESENTATIVE 2006– DEMOCRAT FROM NEW JERSEY “I am in a good position for New Jersey and my district,” Albio Sires told a Newark reporter in 2009. With seats on powerful committees overseeing the interests of his busy upstate district, Sires has been able to champion transportation and immigration issues that hit close to home. As he said, “You’re always trying to help your constituents.”1 Image courtesy of the Member Albio Sires was born on January 26, 1951, in Bejucal, Cuba. His family fled Fidel Castro’s government in 1962 and settled in West New York, New Jersey, where his parents, who had a grade school education, worked in the factories. He graduated from West New York’s Memorial High School in 1970 and earned a bachelor’s degree from St. Peter’s College in Jersey City in 1974. Sires returned to his old high school to teach Spanish and English as a Second Language, coaching the basketball team after classes. In 1985 Sires received a master’s degree in Spanish from Middlebury College in Vermont. He is married to Adrienne Sires and has a stepdaughter, Tara Kole.2 In his first bid for public office, Sires ran as a Democrat for mayor of West New York in 1983, losing to longtime incumbent Anthony DeFino. Three years later he ran as a Republican for New Jersey’s 14th U.S. Congressional District seat held by Democrat Frank J. Guarini, Jr. Sires lost that year, but New Jersey Governor Thomas Kean soon hired him to improve the communication between his administration and the Hispanic community.

    A RESOLUTION IN REJECTION OF THE INSULAR CASES Authored by: Eliot Tricotti (TX) Sponsor: Gabriela Medina Marrero (PR) WHEREAS the set of United States Supreme Court decisions referred to as the Insular Cases rely on a racist, Plessy-era doctrine of “separate and unequal” to establish the constitutional relationship between the United States and its territories. WHEREAS the Insular Cases rest on an explicitly White Anglo-Saxon supremacist vision of the country, made clear by the inclusion of deeply offensive language such as “alien races” and “people with an uncivilized race” when referring to the people living in U.S. territories. WHEREAS the racially grounded holdings in the Insular Cases are contrary to the text and history of the Constitution and have no modern relevance whatsoever. WHEREAS the legacy of the Insular Cases is an unequal legal and political relationship between the U.S. and the territories that continues to threaten the rights and interests of Americans living in the territories. WHEREAS the ongoing discrimination against citizens in U.S. territories reinforces the need to stop relying on the discredited assumptions about the people living in U.S. territories and antiquated notions of racial inferiority on which they were based. WHEREAS the U.S. Department of Justice continues to rely on the Insular Cases to argue for the continued exclusion of the territories from essential federal programs and benefits.1 BE IT RESOLVED that the Young Democrats of America call on the U.S. House of Representatives to pass H.Res.2792, introduced by Natural Resources Committee Chair Raúl Grijalva (D-AZ) with Rep.
