CALL FOR APPLICATIONS 2021 WINTER HEALTH SERVICES TEAM NOMINATION

U SPORTS, as the franchise holder of the Fédération Internationale du Sport Universitaire (FISU) in , is responsible for the coordination and entry of the Canadian team in the Universiade. Every two years, Canadian delegations are sent to Summer and Winter Universiade supported by a Canadian Mission Team composed of university sport leaders from across the country.

2021 WINTER UNIVERSIADE The will be held in , . The 11 days multi winter sport event is scheduled to take place from Thursday January 21st to Sunday January 31st, 2021. The HST must be prepared to arrive about 3 days prior to the Opening Ceremony and leave 2 days after the Closing Ceremony.

The Universiade takes place every two years in various cities around the world. It is one of the largest winter multisport events worldwide, second only in size to the . The 30th Winter Universiade will feature the following 10 sports: , , Cross-Country Skiing, , , , Short Track Speed Skating, , , Ski- Orienteering.

CANADIAN DELEGATION The Canadian delegation is anticipated to be composed of approximately 110 members, including athletes and support staff. Athletes must meet specific eligibility criteria to participate and coaching staff must satisfy the Team Canada Universiade Coaching Certification Policy.

TEAM CANADA HEALTH SERVICES TEAM COMPOSITION U SPORTS is currently seeking: • Chief Medical Officer (1) • Chief Therapist (1) * • Physician (1-2) • Therapists (2-4) *

* may include both physiotherapists and athletic therapists, with priority given to those who can also provide massage therapy.

FUNDING The positions are voluntary; there is no salary or honorarium. Expenses for participation as a member of the Mission will be covered by U SPORTS. Administrative support for the entire Mission is provided by U SPORTS International Programs.

APPLICATION PROCESS Applicants must apply to their Expert Group. Deadline for the applicants to apply to be determined by the Expert Groups. The Chief Medical Officer and the Chief Therapist will be involved in the selection of the medical support team. Final selection is expected to be announced in September.

ADDITIONAL INFORMATION Preference for selection will be given to personnel associated with U SPORTS member institutions. Gender equity, bilingual language requirements, and team environment compatibility will be considered. Although previous Universiade experience is an asset, medical staff selection will take a balanced approach in the view to develop games volunteers. Multiple games experiences will not guarantee selection. All candidates may be subject to a screening process, including a police records check, criminal records check and driving offence check, prior to the confirmation of their selection.

IMPORTANT NOTICE As of the date of publication, FISU continues with its plans to present the 2021 Winter Universiade in Switzerland and U SPORTS plans on sending a Canadian delegation to the games. Should the situation change and the Organizing Committee, FISU and / or U SPORTS announce the cancellation of the event or participation in the event, selected candidates will be notified. U SPORTS will not assume any financial risk of the selected candidates and ask that you make appropriate arrangements to mitigate the risk of this and any other unforeseeable circumstance. The selected professionals would not be given priority in future selections as compensation either.

POSITION OVERVIEW – CHIEF MEDICAL OFFICER

The Chief Medical Officer (CMO) will be responsible for managing the Health Services Team (HST) including all logistical issues (selection, scheduling, ordering, village clinic set up and planning, team related administration, etc.). He/she oversees all human resources allocations and management, assignments, training and scheduling. He/she coordinates the staffing and scheduling of the physicians at the venues and in the Health Centre and will manage the overall health care risk of the Canadian Team. This is in addition to the roles and responsibilities of physicians on the Canadian Team.

SKILLS Superior project management and people management skills; excellent communicator; experienced at building and motivating teams; able to solve problems quickly and efficiently; sound judgement; multi-sport Games experience; CASEM diploma; U SPORTS physician preferred, bilingualism preferred (French and English).

RESPONSIBILITIES – CMO Health Services Team Selection: − Under the guidance of U SPORTS and along with the CT, assist in selecting nominated practitioners to the HST and prepare the overall HST sport and health centre assignments. Team Orientation: − Prepare and lead the HST specific presentation of the Team Orientation Webinar, with the assistance of the CT. Staffing and Training: − Develop overall staffing schedule and sport assignments, in collaboration with the CT. − Encourage open and honest communication between HST members. − Coordinate and lead all on-site HST meetings, with the assistance of the CT. − Establish a mechanism for practitioners to communicate with one another where more than one practitioner is treating a patient in order to design a coordinated treatment plan. Games Logistics Preparation: − Work with Major Games Canada to coordinate all logistics elements of the Games HST operations including equipment, health centre furniture, supplies, drugs, etc. − Inform all HST members and Team Leaders of any special Games-related health issues, risk and requirements (immunization, environmental concerns, dietary concerns, etc.) − Liaise with Canadian universities to ensure athletes are aware that the policy on doping at the Universiade differs from that during U SPORTS competition as TUE applications and confirmation are required prior to participation at the Games. − Establish an emergency protocol in the case of a life-threatening situation. − Initiate a review of the medications being used by the athletes prior to departure and at the medical intake at the Games to ensure no banned substances are being consumed. Games Operations: − Manage the HST, with the assistance of the CT. − Act as physician on the HST. Post-Games: − Prepare a final report on the Health Services support for Games with input from the CT and the HST members to be submitted to U SPORTS.

Team Orientation: − Assist the CMO with the preparation and execution of HST specific presentation at Team Orientation Webinar. Staffing and Training: − Develop overall staffing schedule and sport assignments, in collaboration with the CMO, for all HST members. − Encourage open and honest communication between HST members. − With the CMO, establish a mechanism for practitioners to communicate with one another where more than one practitioner is treating a patient in order to design a coordinated treatment plan. Games Logistics Preparation: − Work with Major Games Canada to coordinate all logistics elements of the Games HST operations including equipment, health centre furniture, supplies, drug. − In collaboration with the CMO, analyze the host facilities and services and determine the appropriate supplies to bring to the Games. − In collaboration with the CMO, establish an emergency protocol in the case of a life- threatening situation. Games Operations: − Assist the CMO with the management of the overall HST, and in particular the athletic therapists and physiotherapists. − Act as therapist on the HST. Post-Games: − Assist the CMO with the preparation of a final report on the Health Services support for the Games with input from the HST members to be submitted to U SPORTS.

RESPONSIBILITIES – HEALTH SERVICES PRACTITIONER

PRE-GAMES • Attend and participate in the Team Orientation Webinar. • Participate in the medication review procedure to ensure that all the Canadian athletes are not using banned substances.

AT GAMES/ONSITE − Adhere to the established Health Services Team Protocol and day to day operations. − Act as a liaison to assigned teams. − Ensure that field first-aid kits are replenished and ready for immediate use. − Provide updated information on the health status of the athletes to the Chief Medical Officer. − Refer a patient to another practitioner where that practitioner's training, specialization and skills may better help serve the patient's need. − Fully and accurately complete the required forms and enter the information into the EMR. − Provide medical coverage at the Health centre and sporting venues as schedule.

As a medical physician: − Provide medical diagnosis and treatment to Canadian athletes in the health centre and when possible at the sporting venues. − Accurately document the distribution of any pharmaceuticals, and any conversations &/or counseling with athletes regarding the use of medications/drug. − Use only medications carried to the Games by U SPORTS or available by prescription at the polyclinic. Verify to ensure that any substances prescribed are NOT banned according to WADA.

As a therapist: − Assess injuries referred from a medical physician. − Plan and apply treatment for the injury, conferring with other practitioners treating the same patient. − Advise the athlete of the care for the injury in relation to preventing further injury and promoting rehabilitation. − Provide pre-event tape support and/or massage for athletes when necessary. − Provide primary first aid for injured athletes on the field or playing surface. − Aid/supervise the evacuation of an injured athlete to the Canadian Health Centre. − In the absence of a medical physician, fully assess the situation and take necessary action to ensure proper evacuation and care of any injured Canadian athlete. − Communicate all injuries to the Chief Therapist and Chief Medical Officer to ensure a complete evaluation and documentation.

POST-GAMES − Assist the CMO and CT with preparation of injury reports for U SPORTS medical team to ensure adequate hand over of care when athlete arrives home in Canada. − Participate in the evaluation process established by U SPORTS.
