The Inter-Departmental Committee to establish the facts of State involvement with the Magdalen Laundries (“the Committee”) was established pursuant to a Government decision in June 2011. At that time, Government decided the Committee should be chaired by an independent person. It tasked the Committee with a function of establishing the facts of State involvement with the Magdalen Laundries and producing a narrative report thereon. An initial report on progress was requested within 3 months of commencement of the Committee‟s work. 2. It was decided that, in addition to the independent Chair, the Committee should be composed of representatives of six Government Departments, as follows: Department of Justice and Equality; Department of Health; Department of Environment, Community and Local Government; Department of Education and Skills; Department of Jobs, Enterprise and Innovation; and Department of Children & Youth Affairs. -

The Proposer of a Resolution or of an Amendment thereto may speak for five minutes, but not more than five minutes. 2. A Delegate speaking to a Resolution or an Amendment must not exceed three minutes. 3. The Proposer of a Resolution or of an Amendment may speak a second time for three minutes before a vote is taken, but no other Delegate may speak a second time to the same Resolution or Amendment. 4. The Chairman may, at any time he considers a matter has been sufficiently discussed, call on the Proposer for a reply, and when that has been given a vote must be taken. 5. A Delegate may, with the consent of the Chairman, move ‘that the question be now put’, after which, when the Proposer has spoken, a vote must be taken. 6. Standing Orders shall not be suspended for the purpose of considering any matter not on the Clár, except by the consent of a majority equal to two-thirds of those present and voting. News Ministers and Secretaries Bill 2011 to establish new Department The Minister for Public Expenditure and Reform, Brendan Howlin TD, has published the Ministers and Secretaries (Amendment) Bill 2011. This Bill provides the legislative basis which will allow for the formal establishment of Department for Public Expenditure and Reform. The Bill facilitates the transfer of certain functions from the Minister of Finance to the Minister for Public Expenditure and Reform specifically all functions relating to the public service. Public service reform functions, including modernisation functions will also be placed on a statutory footing. Responsibility for managing public expenditure will also be transferred to the new Department including the management of gross voted expenditure and the annual estimates process. The Department will also be allocated general sanctioning powers in relation to expenditure and policy matters. The minister for finance will retain responsibility for budgetary parameters. A number of the offices currently under the remit of the Department of Finance will also be moved to the new Department including the Valuation Office, State Laboratory, Commissioners of Public Works, Public Appointments Service and the Commission for Public Service Appointments. The new Department will also take over modernisation, development and reform functions. The Minister stated that he hoped the “legislation will be given priority status in its passage through the Oireachtas.” The mission statement on the new Departments newly created website outlines its goals as being “to achieve the Government’s social and economic goals by ensuring the effective management of taxpayers’ money and the delivery of quality public services that meet the needs of citizens”. -

Independent Alliance Breda Burke Committee on Procedure and Privileges Standing sub-Committee on Dail Reform Dail Eireann Leinster House Dublin 2 1 16 h March 2016 Dear Breda, As instructed, please now find below the submissions for Dail reform, as proposed by the members of the Independent Alliance. Dail Reform The Independent Alliance is committed to fundamental Dail Reform. We are seeking that power be decentralised. Following the election, we believe there is a unique opportunity to return power to the Dail and reduce the power of the government. We believe the following measures are imperative for true Dail reform; a. The Independent Alliance will not be imposing any party whip, except on votes of confidence. This automatically rebalances power in favour of the Dail, against the cabinet. We would welcome a reciprocal gesture from other parties. If this is not possible for them on all aspects of Dail votes, perhaps parties might commit to removing the whip for certain topics? b. We believe the Taoiseach's prerogative on when to call a general election can be abused and manipulated to suit the Taoiseach of the day and their party, as opposed to acting in the country's best interest. For that reason, we want to remove this unique power and create stability and certainty for the lifetime of a government, thus increasing the work rate. For that reason we propose that Ireland follow the example of many other countries and introduce fixed terms for the Dail. There would of course be provision for an impromptu election if the Taoiseach fails to retain the support or confidence of a majority of the Dail. -

Check this out. In 2010, Boden participated in 1,500 competitive games across the four codes. Given that this also involved 1,500 teams from Criostóir Ó Cuana, Úachtarán Cumann Lúthchleas Gael performs the official opening of the other clubs with an average of 20 players per squad this Sancta Maria Complex watched by Terry O’Neill, Club Chair; Cllr. Eamonn Maloney, Mayor of South Dublin; Joan O’Flynn, Úachtarán, Cumann Camógaíochta; Colin Moran and Fr. Jimmy amounts to a total of 60,000 players taking part in gaelic games Murray, O. Carm., PP, St. Colmcille’s Knocklyon playing activity involving the club. And of course don’t forget the 1,500 referees. It is a phenomenal number. Add in all the training sessions and discussions associated with each team and the impact of this voluntary activity is truly enormous. As the country faces into difficult economic times, it is heartening to see such endeavour complemented with characteristics like passion, spirit and hope. These qualities are not in short supply in Ireland and if we can harness them properly we will overcome our problems. The club itself was overcome with joy in 2010 with the marvellous four-in-a-row senior hurling titles – an achievement that places the club among the ranks of great clubs. -
