Abstract This guidebook examines traffic incident management practices that are implemented by transportation management centers on managed lanes. The document examines the unique operating environment of managed lanes from an incident management perspective. The roles of the transportation management center in the managed lane environment are discussed in terms of incident preparedness and real-time incident management activities and support. A comparison of best practices for eight case studies is presented, and an in-depth analysis of the role of the transportation management center in incident management is presented for three of the managed lane facilities examined in the case studies. 17. PREFERENTIAL AND MANAGED LANE SIGNS Section 2G.01 Scope Support: 01 Preferential lanes are lanes designated for special traffic uses such as high-occupancy vehicles (HOVs), light rail, buses, taxis, or bicycles. Preferential lane treatments might be as simple as restricting a turning lane to a certain class of vehicles during peak periods, or as sophisticated as providing a separate roadway system within a highway corridor for certain vehicles. 02 Preferential lanes might be barrier-separated (on a separate alignment or physically separated from the other travel lanes by a barrier or median), buffer-separated (separated from the adjacent general-purpose lanes only by a narrow buffer area created with longitudinal pavement markings), or contiguous (separated from the adjacent general-purpose lanes only by a lane line). Preferential lanes might allow continuous access with the adjacent general-purpose lanes or restrict access only to designated locations. Preferential lanes might be operated in a constant direction or operated as reversible lanes. Some reversible preferential lanes on a divided highway might be operated counter-flow to the direction of traffic on the immediately adjacent general-purpose lanes. 03 Preferential lanes might be operated on a 24-hour basis, for extended periods of the day, during peak travel periods only, during special events, or during other activities. 04 Open-road tolling lanes and toll plaza lanes that segregate traffic based on payment method are not considered preferential lanes. Chapter 2F contains information regarding signing of open-road tolling lanes and toll plaza lanes. 05 Managed lanes typically restrict access with the adjacent general-purpose lanes to designated locations only.

    2009 Edition Page 237 CHAPTER 2F. TOLL ROAD SIGNS Section 2F.01 Scope Support: 01 Toll highways are typically limited-access freeway or expressway facilities. A portion of or an entire route might be a toll highway, or a bridge, tunnel, or other crossing point might be the only toll portion of a highway. A toll highway might be a conventional road. The general signing requirements for toll roads will depend on the type of facility and access (freeway, expressway, or conventional road). The provisions of Chapters 2D and 2E will generally apply for guide signs along the toll facility that direct road users within and off the facility where exit points and geometric configurations are not dependent specifically on the collection of tolls. The aspect of tolling and the presence of toll plazas or collection points necessitate additional considerations in the typical signing needs. The notification of the collection of tolls in advance of and at entry points to the toll highway also necessitate additional modifications to the typical signing. 02 The scope of this Section applies to a route or facility on which all lanes are tolled. Chapter 2G contains provisions for the signing of managed lanes within an otherwise non-toll facility that employ tolling or pricing as an operational strategy to manage congestion levels. D uncan Field Engineer, Bureau of Construction Illinois Division of Highways Springfield, Illinois INTRODUCTION Illinois has constructed concrete shoulders on portions of three con­ tracts. During the 1963-1964 construction season, our contracts per­ mitted the contractor the option of the type of stabilizing agent to use with a gravel or crushed stone material to produce a stabilized shoulder. We had progressed to this high type shoulder as have most highway departments in order to try to reduce maintenance problems, eliminate drop-offs at pavement edges, and provide a year-round safe recovery and emergency stopping areas. W e have on the Illinois highway system earth shoulders, gravel shoulders, crushed stone shoulders, cement aggre­ gate mixtures (or CAM ) shoulders, bituminous aggregate mixtures (or BAM) shoulders, and pozzolanic mixtures (or PA M ) shoulders. None of these shoulders have proven to be trouble-free. FIRST CONCRETE SHOULDERS IN ILLINOIS—1965 In the spring of 1965, a contractor requested the division of high­ ways to consider a proposal to place Portland cement concrete shoulders in place of the options provided in the contract. After consideration by the division, it was decided to permit this change in plans. W e hoped to determine the extent of any construction problems and by observation, in future years, to see what maintenance problems might develop. This first construction of Portland cement concrete shoulders is located just north of East Peoria on U.S. 150 between Interstate 74 and Illinois 87. The project is approximately five miles long. The roadway begins at the urban limits of East Peoria and varies from a 4-foot concrete median to a 40-foot depressed median as it leaves the urban area.

    High Occupancy Toll Lanes in the Houston Area DESCRIPTION Communities in the United States use high occupancy toll (HOT) lanes as a way to maximize the capacity of existing high occupancy vehicle (HOV) lanes. The attached paper describes the concepts and benefits of HOT lanes. ISSUES The Metropolitan Transit Authority of Harris County (METRO) has approached the department with a request to operate HOT lanes on portions of five existing HOV lanes in the Houston/Harris County area. REFERENCES See attached description and background information. DESIRED ACTIONS The Commission will be asked to act on a proposed Minute Order authorizing the operation of HOT lanes on approximately 83 miles of existing HOV lanes in Harris County at the January 27th meeting. OTHER None. High Occupancy Toll Lanes in the Houston Area Under agreement with the department, the Metropolitan Transit Authority of Harris County (METRO) currently operates six high occupancy vehicle (HOV) lanes in the Houston area. These traditional HOV lanes expand the ability of these highways to move more people through the corridor by providing dedicated lanes to carpools, vanpools, and transit vehicles. Currently, the HOV lanes in Houston require a minimum of two or three passengers1 before a vehicle is eligible to use the lane. METRO has approached the department with a request that METRO be allowed to begin operating five of the HOV facilities as high occupancy toll (HOT) lanes: I-45 North Freeway: From downtown Houston to north of FM 1960 (19.9 miles); I-45 Gulf Freeway: From downtown Houston to Dixie Farm Road (15.5 miles); US 59 Eastex Freeway: From downtown Houston to Loop 494 (20.2 miles); US 59 Southwest Freeway: From downtown Houston to West Airport Boulevard (14.3 miles); and US 290 Northwest Freeway: From Northwest Transit Center to south of FM 1960 (13.5 miles).

Weerasekera Abstract: This paper examines ways of enhancing road capacity by improving lane efficiency along Colombo-Kandy Road (A01) at Colombo city entrance by introducing reversible traffic flow lanes between Kandy road flyover at Pattiya junction and New Kelani Bridge roundabout, to cater for peak traffic flows. A traffic study was conducted between Pattiya junction and New Kelani Bridge roundabout to find out the benefits and any losses, if reversible traffic flow lanes are introduced along this stretch of road during peak traffic flows in mornings and evenings. Two options of lane assignment were considered for the heavy flow direction during peak hours. Option ( i ) by adding one extra mixed traffic lane towards the heavy flow direction while reducing a lane from the opposite direction, and option ( ii ) adding an additional lane exclusively for buses towards the heavy flow direction while reducing a lane in the opposite direction. These two options were considered for both morning and evening peak traffic flows. By using Davidson’s model the benefits or any losses in travel time was computed for the two options separately for both directional peak traffic flows. The study proved that by the introduction of reversible flow lanes along the considered section, during morning and evening peak traffic flows, the benefits obtained by far outweigh the losses due to minor reduction in road capacity in the opposite directional traffic flows.
