A. General Project Information The Nias Islands Rural Access and Capacity Building Project (Nias-RACBP) is funded by the Multi- Donor Fund for Aceh and (MDFANS) and focuses on the improvement of the strategic rural transport network in Nias Islands. The initial budget for the Nias-RACBP is US$ 10 million and in July 2010, MDFANS agreed to increase budget of US$1.8 million. The Project needs to be completed in June 2012. The Project will be implemented in three selected clusters in the North, South and Western Part of Nias Island.

The envisaged Project activities will contribute to post-disaster economic recovery and poverty alleviation for the communities of Nias Islands that were affected by the tsunami and the earthquake. The Project Development Objective of Nias-RACBP is for residents of the participating districts to utilize improved rural transport infrastructure and services and to benefit from better access to economic and social services and facilities.

The main construction activity of the Project is the improvement of selected strategic rural access roads, river crossings and foot bridges. In addition a small cultural heritage sub-component is included. Local resource-based approaches and methods will be used in the construction of the works.

The training and capacity building activities of the Project aim at enhancing the capacity of the involved local government agencies at district and sub-district level (Public Works Department and Bappeda), small-scale contractors, their staff, potential future supervisors, local communities and ILO’s own newly recruited local project staff in the planning and delivery of investments in the rural roads network. The main delivery modality will be through on-the-job training and mentorship.

For project management and implementation, a Project Management Unit (PMU) will be established for the Project in Gunungsitoli in Nias Islands. This RACBP Nias-PMU will be headed by an international Team Leader. The organizational set-up of the Nias-PMU includes four functional sections for the delivery of the Project. These are: i) Training and Capacity Development Section; ii) Engineering Section; iii) Planning & Community Development Section, and; iv) Cultural Heritage Section. In addition, a Project Implementation Support Section will be established at the Nias-PMU to provide various financial, administrative, contract management, logistics and procurement support. The Project Implementation Support Section will also be responsible for monitoring and evaluation functions. Programming, administrative and financial implementation support will also be provided through the ILO Jakarta Office. At full staffing strength, the Nias-PMU Office will include 12 professional staff (2 international and 10 national) and 35 support staff (national).

B. General Duties and Responsibilities The National Officer on Cultural Heritage will work under the direct supervision and guidance of the international Team Leader (TL) to whom he/she shall report. The National Officer on Cultural Heritage will be heading the RACBP Cultural Heritage Section and in this capacity be fully responsible for the planning, implementation and supervision of the Nias-PMU’s cultural heritage preservation activities. The National Officer on Cultural Heritage shall undertake his/her activities in close coordination and consultation with the TL and the Deputy TL and other key staff of the Nias- PMU, with the Museum Pusaka in Gunungsitoli, the cultural heritage consultant, and with ILO technical backstopping staff.

Specific Duties and Responsibilities Within the framework of his/her overall responsibilities, the specific duties and responsibilities of the post incumbent are:

 Based on the cultural heritage concepts and implementation contexts developed by an international consultant together with the Museum Pusaka and in consultation with the TL and Deputy TL, prepare detailed implementation plans and budgets;  Organise and entail the assessment and selection process for the cultural heritage sub-projects in the RACBP clusters;  Work closely with all local government authorities where the heritage sub-projects will be carried out. Ensure endorsement of all operations and manage cooperation of all stakeholders involved in the cultural heritage component;  Timely manage the project’s contracts/agreements and supervise consultancy assignments ensuring conformity with the work programme;  Ensure quality of reports and contract outputs. Monitor the recommendations made and corrective actions as required;  Measure and analyze the cultural heritage process in terms of efficiency, effectiveness and quality of outputs;  Organise workshops for selection of sub-projects, awareness creation and sub-project evaluation activities;  In close consultation with the Capacity Building Section and the Facilitation and Implementation Contractor organise orientation workshops and trainings;  Prepare project briefs, news releases, and translations, as and when required, for activities related to RACBP’s cultural heritage activities;  Provide administrative support to programme and projects in area of responsibilities;  Provide inputs in the preparation of the Nias-PMU Operational Manuals regarding cultural heritage preservation related modalities, procedures and responsibilities;  Support coordination mechanism with different units;  Facilitate knowledge building and knowledge sharing to participating organizations;  If required, assist with the recruitment of the cultural heritage site supervisor of the Nias-PMU;  Supervise the work of cultural heritage staff involved in the preservation and capacity building activities, monitor their performance and outputs and, as required, take corrective action;  Undertake missions to the Project’s sites, as and when required;  Perform other duties as may be assigned by the supervisors.

C. Experience and Qualification First level university degree in architecture or relevant field. A minimum of five years of relevant work experience. Proven knowledge in the field of building construction and practical work experience in heritage preservation. Familiarity with UN agencies and international NGOs would be an advantage.

D. Competencies:  Strong understanding and knowledge of cultural heritage preservation focusing on social/political economical and cultural environments;  Knowledge of project administration and evaluation;  Ability to develop and coordinate work plans;  Excellent written and oral communication skills in English;  Ability to interpret project information and to identify and analyze problems with implementation.  Knowledge of gender mainstreaming concepts particularly in capacity building;  Organizational skills;  Ability to work on own initiatives as well as a member of a team;  Ability to deal with people with tact and diplomacy;  Ability to supervise staff;  Experience with developing training materials and/or manuals;  Good computer applications skills.

E. Nationality – Indonesian.

F. Languages – Excellent command of English language and good knowledge of another working language of the duty station.

G. Remuneration National Professional Officer – A (NO-A) of the UN common remuneration system and/or commensurate with the qualifications and competency of the selected candidate.
