PARISH COUNCIL NOTICE OF MEETING

TO ALL COUNCILLORS: You are hereby summoned to a Parish Council Meeting on Wednesday, 1 August 2018 in the Town Hall at 7pm.

No. Item 1. Public Session to include any School Council Report. Members of the public are invited to make representations for a maximum of 3 minutes. 1.1 Email regarding the possibility of CCTV in Fore Street by way of a grant.

2. To approve Apologies for Absence. 3. To receive the following Reports: § Police. July Information Sheet received and circulated to Councillors § County Councillor R Edgell. § District Councillor Mrs S Croft. § Environment Committee. Councillor Dr Cross to confirm markers have been placed on the wall at Davy Park. § Mrs S Squire, Parish Clerk. Report on her attendance of a course ‘Making Good Decisions’ has been circulated to Councillors. In connection with this, Councillors to consider Sub Committees having Terms of Reference and also to consider giving delegatory powers to the Clerk to authorise work up to a certain limit. 4. Code of Conduct. 4.1 To consider any Councillor Dispensation requests. 4.2 Declarations of Interest not already declared in the Members’ Register of Interests (Members should leave for any item under discussion where they have a Prejudicial Interest without Dispensation) 5. To approve the Minutes of the Annual Parish Council Meeting held on 4 July 2018. 6. Matters Arising from the Minutes: 6.1 Vandalism (graffiti) to shelter in Davy Park. To receive an update on the present position regarding the planned mural. 6.2 Bollards around the village pump. Councillor S Phillips to confirm that he has painted these. 6.3 Bulb in lantern by village pump. Councillor S Phillips to confirm this has been done. 6.4 Davy Park. Cob Wall. To note that the work has been completed and all invoices paid. A spreadsheet will be available showing the details.

Play Area Wicksteed Leisure Inspection Report had been received. 6.5 Parish Council Website. The website will be available for Councillors to view before the meeting. 6.6 TAP Fund Application towards Footpaths Booklet. Councillor Dr Cross to confirm she has circulated a pdf copy of the booklet to Councillors. 6.7 Public Toilet. Further details of Coin Operated Locks will be given. 6.8 Plant a Tree Campaign through the Woodland Trust. To receive an update on the present position. 6.9 Parking on pavements and Street. To receive an update from Councillor S Phillips. 6.10 Community Priorities (Section 106 funding). North Council has replied to the enquiry and further details will be given. 6.11 Kings Park Grass Cutting /Walk around with new grass cutting contractor. Councillor Meadows to give an update. 6.12 Provision of a hand rail for the sloping pedestrian access/egress from Beacon Rise to South Molton Street to the steps. A reply has been received from Council and a response is awaited from DCC. 6.13 Overhanging branches at Langley Lane. To note if the work has been done. 6.14 Bus Service through Chulmleigh to Barnstaple. Correspondence regarding this will be advised. 6.15 Star Council Nomination. The deadline date is 17 August and this Council’s nomination is to be submitted. 7. To consider the following Planning Matters: - 7.1 Planning List.
