Please accept this as a letter of support on behalf of the Nebraska Indian Community College to apply for the wireless telecommunications 2.5 Ghz rural Tribal spectrum. (1) Nebraska Indian Community College (NICC) is an entity that is majority owned by a consortium comprised of the Omaha Tribe of Nebraska and and the Santee Sioux Nation and is actually controlled by both Tribal Nations. (2) Each of the Tribes is a federally recognized American Indian Tribe. (3) Each of the Tribes is located in a rural area, as defined in the Federal Communications Commission’s (FCC) 2.5 GHz rules (i.e., the area in which each of the Tribes is located is not part of an urbanized area or urban cluster with a population equal to or greater than 50,000). (4) NICC is a community college serving both the Omaha Reservation and the Santee Reservation. NICC maintains one campus which is physically located on the Omaha Reservation and one campus which is physically located on the Santee Reservation. (5) NICC has full and sole authority to pursue, on behalf of each of the Tribes, a 2.5 GHz spectrum license from the FCC during the Tribal Priority Window. (6) NICC has full and sole authority to pursue, on behalf of each of the Tribes, special temporary authority from the FCC for immediate use of 2.5 GHz or any other available band of spectrum.
